이사부는 왕족 출신의 진골귀족으로, 나가서는 명장으로, 들어와서는 명재상으로 6세기 신라의 비약적 발전의 초석을 다졌다. 그는 동해안 진출을 주도하고 가야 병탄을 완수한 명장이었으며, 병부령으로, 上臣으로 군정과 국정을 총괄하고 국사 편찬에도 힘을 쏟았던 명재상이었던 것이다. 동해안 진출의 업적은 그의 이력에서 가장 인상적인 부분이다. 북방 문물의 유입로이자 고구려와 토착 ‘말갈’(濊) 세력의 침 입로이기도 했던 동해안은 신라에겐 양날의 칼이었다. 신라가 일찍부터 동해안 진출을 시도했지만 동해안의 정세는 늘상 불 안정했다. 그런 동해안에 대한 안정적인 편제의 기틀을 마련한 자가 바로 이사부였다. 실직주 군주와 하슬라주 군주를 연임하면서 동해안에 대한 군사적 진출을 성공적으로 수행하였고, 우산국 정벌을 통해서 동해 제해권 장악의 계기를 마련하였다 . 육상과 해상에서 동해안을 장악함으로써 동해안의 불안정성을 크게 해소했던 것이다. 그의 우산국 정벌 과정은 드라마틱하기까지 하다. 목사자를 앞세운 그의 우산국 정벌 이야기는 이후 인구에 회자되었고 저 명한 학인들의 저서에 오르내렸다. 민속놀이 狻猊의 소재로 이용되었고, 막강 해상세력 우산국 우해왕 설화의 핵심 소재가 되었다. 대중가요 ‘독도는 우리 땅’을 통해 이사부의 이야기는 오늘도 노래되고 있다.

Born from Jingol (‘true bone’ lineage) nobility, originally from the royal family, Isabu laid the cornerstone for Silla’s rapid development in the 6th century, as a great commander as well as an able premier. He led the debouchment into the East Coast and successfully accomplished Gaya annexation. As the chief minister, he took the overall responsibility of military and state affairs. He was also devoted in national history compilation. The debouchment into the East Coast was his most impressive achievement. The East Coast, which was a route for an influx of cultural relics of Northern region and for the invasion of Goguryeo and the aboriginal “Mal-Gal” forces, represented a double-edged sword for Silla. Although Silla attempted the debouchment into the East Coast from very early on, the situation of the East Coast was always unstable. Isabu was the one who prepared the groundwork for stable formation of the East Coast. While serving consecutive terms as a ruler of Sil-jik-ju and Ha-seul-la-ju, he successfully completed the debouchment into the East Coast and gained an opportunity to rule the East Sea through Usan-guk conquest. He greatly relieved the instability of the East Coast by ruling the East Coast both by land and sea. The process of his conquest of Usan-guk is even dramatic. The story of his conquest of Usan-guk with wooden lion in the front was later on everybody’s lips as well as in the writings of famous scholars. This story was even used for the folk play ‘Sanye’ and the main topic for the story of King U-hae, the powerful maritime force Usan-guk. The story of Isabu is still sung through the well-kwon song called “Dok-do is our land.”
