중국은 5000여년의 역사를 가진 文明古國이고 깊은 역사적 자원과 아름다운 자연 경관의 여러 문화자원을 보유하고 있다. 그러나 문화산업 측면에서는 영국, 미국, 프랑스, 독일, 호주 등 문화 선진국에 비해 낙후되어 있고, 뿐만 아니라 아시아의 한국, 일본 등 나라에 비해서도 큰 차이가 보인다. 현대사회에 문화에 깊은 영향을 미치고 있으며 문화가 가진 힘은 막대하며 문화산업의 발전은 이미 각국의 글로벌 환경 중에서 가장 중요한 발전요소가 되었다. 이를 뒤늦게 깨달은 중국정부도 21세기부터 문화산업을 중요시하기 시작 문화산업이 오늘날까지 발전해 오면서 이미 단일한 산업영역을 넘어 국민경제 전반에 영향을 줄 수 있게 되었지만 아직까지 많은 한계점이 존재하다. 문화산업의 발전을 촉진하기 위해 정책 환경을 필요할 것이다. 특히 창의적 환경을 조성하려면 개방적인 분위기의 조성과 발산적 사고를 유도하는 정부의 지원 정책 및 프로그램의 적극적인 도입을 필요할 것이다. 본고는 중국문화산업 발전하는 데에 필요한 창의적 환경을 양성하기 위해 현재 육성정책의 문제와 향후 정책과제에 대해 검토하고자 한다.

China is an ancient nation with a long history of 5,000 years and it has abundant historical and cultural resources. Nevertheless, from the perspective of cultural industry, China has lagged behind compared with those major leading countries such as Britain, America, France, German, and Australia. There is also a big gap between China and other Asian countries like Korea and Japan. Cultural industry is playing an increasingly important role in modern society, and its development has become one of the most important factors in the internationalized competition among different countries. Hindered by the current political system, Chinese government came to realize the importance of cultural industry rather late. From the beginning of 21century, much importance has been attached to it, and with the support of governmental policies, Chinese cultural industry has developed into a relatively independent industry and it has been promoting China’s economical development. However, there are still some relevant policies that can be improved. In order to cultivate a better atmosphere, and develop divergent thinking of those professionals in this field, Chinese government should adopt some more active policy systems. Korea, a country which is very close to China, strived to develop cultural industry in 1970, and it had some similar problems in structure and governmental policies which are China is now encountering. This essay carries out a comparison of current situations and governmental policies between Korean and Chinese cultural industry. Based on an analysis of the policy problems in Chinese cultural industry, the author puts forward some constructive suggestions about how to improve governmental policies in this field.
