본 연구는 일본 영토정책의 틀 안에서 독도가 어떤 지위를 차지하고 있는가 하는 문제를 살펴보았다. 그리하여 일본에서의 독도 문제 제기는 일본 내셔널리즘의 확대에 의 해서 초래되었으므로, 이 내셔널리즘의 약화만이 문제 해결의 핵심임을 밝혔다. 다음으로 러시아와 문제가 되고 있는 쿠릴열도 귀속 문제는 일 본측이 국제사법재판소에 제소하는 것을 원하지 않는 것도 알아냈다. 또 조어도 문제는 일본의 영유권 주장이 역사적 근거가 박약함에도 불구하고 실효적 지배론을 앞세우고 있다는 사실도 규명하였다. 특히 일본이 조어도 문제에 관한 한, 국제사법재판소에 제소하기를 꺼려한다는 사실은 한국과 관계가 있는 독도 문제와 대조되는 입장이어서 주목을 끈다. 이상과 같은 고찰은 일본을 둘러싸고 있는 주변 국가와의 영토분쟁에 대한 현안들 중심으로 이루어진 것이다. 이들 영토분쟁이 앞으로 어떻 게 전개될 것인가 하는 문제에 대해서는 다음과 같은 전망을 하였다. 즉 독도의 경우는 한국이 국내외적으로 어려운 상황에 봉착하게 되면, 일본의 집요한 요구에 설복될 가능성이 있다. 쿠릴열도 문제 역시 러시 아의 국내적인 어려운 상황을 기다렸다가 일괄적으로 해결하려고 할 것이다. 마지막으로 조어도는 일본이 실효적인 지배를 하고 있으나, 영토 적 권원이 미약하다는 약점 때문에, 중국에 자원의 공동 개발을 제안하고 있다. 이와 같은 중국의 사례를 가지고 일본이 독도 문제를 해결하려고 하는 경우에는 한국의 독도 영유권 문제가 위기에 봉착하게 될지도 모른다는 것을 아울러 밝혀둔다.
