교정시설의 교화기능의 성공적 수행을 위해 교정기관과 교정공무원만의 노력만으로는 성과를 거두기 어렵고, 교정시설에 있는 수용자가 원하는 프로그램도 다양해짐에 따라 기존 교정자원만으로 수용자의 요구에 부응하기 어려우므로, 교정에 관심 있는 민간인들의 적극적인 참여가 필요하다. 수용자는 자신의 범죄에 대한 죄책감, 장래에 대한 불안감, 구금생활이 주는 고립감과 소외감 등으로 심정의 안정을 찾지 못하는 경우 종교에 대한 욕구가 일반인 보다 강하다. 본 연구에서는 교정행정의 발전방안에 있어 민간 종교위원의 참여와 역할에 대해 논하였다. 종교인들은 종교를 매개체로 수용자의 심리적 안정, 수용생활 적응, 사회 복귀 등에 영향을 주고 있다. 선행연구에서 수용자의 종교활동, 종교위원을 통해 수용자에게 종교심을 높여주기도 하고 긍정적인 영향을 미친다는 연구결과를 확인할 수 있었다. 종교위원을 통해 수용자의 삶의 변화를 가져다 줄 수 있기 때문에 종교인들이 교정에서 종교위원의 역할을 확대 및 활성화하는 방안에 대해 살펴볼 필요가 있다. 본 연구에서 교정시설에서 종교위원회의 참여와 역할의 활성화 방안에 대해 종교위원의 전문성, 종교위원의 다양한 인력풀 구성 및 종교위원의 다양한 인력풀 구성을 위한 교정에 대한 홍보, 교정시설 직원과 종교위원들 간의 유대관계와 종교위원들 간의 소통방안 등에 대해 제시하였다. 또한, 지역별 종교위원들 간의 소통을 원활하게 하여 어느 지역에 있든 유사한 종교 교정 프로그램을 지원해야 한다고 제시하였다.

In previous studies, religious activities inmates, it is possible to increase the inmates religious heart through religious correction volunteers, it was possible to confirm the finding that a positive effect. It is possible to bring about a change in the inmates of life through religious correction volunteers, to expand the role of religion correction volunteers in religious our correction, it is necessary to investigate ways to activate. The role activation scheme of religious correction volunteers in this study, has been presented as follows: Members of religious correction volunteers, public relations for you configure a variety of talent pool of religious correction volunteers, and the like relationship and communication strategies between the staff and the religious correction volunteers of correctional facilities. Also, in the smooth communication between regional religious correction volunteers, there should be no difference in the regional religious correction program
