본고는 재범 현상을 교정생태체계적 관점에서 조명하고 재범 예방을 위한 교정복지 증진방안을 모색하고자 하였다. 재범예방을 위한 교정복지의 의의를 살펴보고 교정복지적 인간관에 입각하여 재범인이 경험하는 교정생태체계적 환경에 주목하여 입소전 단계, 교정 단계, 출소 단계라는 과정적인 차원에서 재범요인을 파악하고 이에 대응하는 재범 예방 방안을 제시하였다. 문헌연구를 통하여 입소 이전의 부모의 양육태도와 반사회성, 교정단계의 하위문화성 및 출소 후 사회적 낙인이 재범에 영향을 미치는 상호관계를 살펴보았다. 교정 전후 단계의 생태체계적인 재범 요인을 제거 내지 감소시키기 위해서는 현재 교정시설에 수용된 재범인을 대상으로 교정복지를 통한 보다 체계적인 교정처우 및 교정정책의 시행이 요구된다. 우선 부정적인 부모의 양육태도 지각을 교정상담, 가족상담을 통하여 심리와 정서를 개선하고, 내면화한 반사회성을 인성교육, 감성교육, 분노조절 훈련 등으로 개선하도록 노력하여야 한다 둘째, 교정단계의 수용생활 적응과 재활 복귀 촉진을 위해 교정생애 설계 프로그램을 시행하고 교정시설증설, 직업 훈련 전문화 및 출소전 단계의 준비 교육을 강화하여야 한다. 셋째, 출소단계에서는 중간처우를 활성화하여 출소후 재적응을 도모하고 사회적 낙인을 감소할 수 있는 지역사회 교정복지를 전개하여야 한다. 이 같은 차원을 반영하여 지역사회 네트웤을 구축하여 출소자에 대한 지원과 재범예방 활동을 위한 통합적 교정복지 증진 방안을 시행하여야 할 것이다.

The purpose of this study was to examine the phenomenon of re-offenses from the viewpoint of correctional ecosystem and to find some policies and programs for improving the Correctional Social Work corresponding to this point. This Study first gave the meaning of the Correctional Social Work for preventing re-offenses and then, on the focus of correctional ecosystem under which re-offenders experienced as the object of the Correctional Social Work, examined causes of re-offenses on the process of the following three Steps : the Pre-imprisonment Step, the Correctional Step and the Release Step. And this study provided some programs for preventing re-offenses corresponding to each of the causes. It was observed by researching literatures that parents' raising attitude and antisociality during the Pre-imprisonment Step, the subculture during the Correctional Step and the social stigma during the Release Step are closely related to re-offenses. To mitigate the causes of re-offenses during each step, more systematic correctional management and correctional policies through the Correctional Social Work were needed to the present imprisoned re-offenders. First, the negative cognition of the imprisoned on their parents' raising attitude should be improved psychologically and emotionally through correctional and family counseling, and their internalized antisociality should be improved through the anger management treatments and educations that built their characters and emotions. Secondly, correctional life design programs should be enforced for their adaptation to the correctional facilities and the promotion for rehabilitation during the Correctional Step. The correctional facilities are needed to be enlarged, career discipline should be more specialized and the rehabilitation education should be enforced during the Pre-Release Step. Thirdly, in the Release Step, the halfway treatment should be activated so that the offenders could adapt again well to the society after release. And the Community Correctional Social Work should be developed to reduce social stigma. Reflecting all these demands, the community network and integrated improvements of the Correctional Social Work should be built to assist the suitors and to prevent their re-offenses.
