이 연구는 소송심리를 충실화할 수 있는 방법으로 현재 법원이 운영하고 있는 상임전문심리위원제도를 보다 효율적으로 활용하는 방법에 대한 것이다. 상임전문심리위원제도는 기술심리관제도를 벤치마킹하여 기존 전문심리위원제도를 개선한 것으로 법원에 상주하는 건축과 의료분야 비법관전문가를 통해 법관을 보조하는 것이다. 상임전문심리위원제도는 감정을 포함한 소송 전 과정에서 법관을 보조하므로 소송의 효율성을 높일 수 있으며, 감정결과를 포함한 해당분야 전문사실 등에 대한 법관의 이해를 높일 수 있어 판결의 신뢰도를 높일 수 있다. 아울러 감정결과와 감정인에 대한 객관적이고 전문적인 평가가 가능하여 감정인과 더불어 감정의 발전을 기대할 수 있다. 이 밖에 효율적인 소송 진행을 통해 소송 기간을 단축하고, 사전검토를 통해 불필요한 감정이나 추가감정 등을 줄여 소송당사자들의 비용을 절감할 수 있어 소송으로 낭비되는 사회적비용 또한 줄일 수 있다.

The study is about how to better utilize the standing expert panel system currently run by the courts in a way that can serve the justice system. The standing expert panel system is to assist judges through the legal profession in the building and medical field of the court, which is to improve the existing professional psychology system by benchmarking the technical psychology system. A standing professional jury system can increase the efficiency of lawsuits by assisting judges in the entire process of litigation, including emotions, and increase judges' understanding of professional cases, including the outcome of the trial, to increase confidence in judgment. In addition, an emotional outcome and an objective and professional evaluation of an appraiser can be made, so that an emotional development can be expected with the appraiser. In addition, effective legal proceedings can shorten the duration of lawsuits and reduce costs for litigants by reducing unnecessary emotions and additional emotions through advance review.
