삼척영장은 1672년(현종 13)에 신설되었다. 신설 당시 삼척영장은 전임 영장이 아니라 삼척첨사가 겸임하는 영장이었다. 그 후 삼척영장은 1673(현종 14)년에 영동지방 토포사를 겸임하였다. 그러나 17세기 말에서 18세기 초 사이에 삼척영 장이 삼척포진 主將의 본직이 되고 삼척첨사는 겸직으로 바뀌었다. 이로써 삼척영장은 전담 무신이 파견되는 전임 영장으로 전환되었다.
이와 동시에 삼척첨사 자리는 폐지되었다. 비록 정조 대에 들어와 삼척첨사 자리가 복구되었지만 삼척영장이 겸임하는 자리로 바뀌었다. 그 후 고종 대에 들어와 울릉도첨사가 삼척영장을 겸임하기도 하였다.
삼척영장은 다른 지방 수령에서 옮겨온 자들이 많았다. 그리고 삼척영장의 평균 재임 기간은 약 12.9개월이었다. 삼척영장이 떠나게 된 사유는 다른 관직으로의 이동이 가장 높은 비율을 차지하였다. 대부분 오위장 ․ 금군장 등 중앙 관직으로 옮겨갔다. 이를 보면 삼척영장 자리는 지방 관직에서 중앙 관직으로 옮겨가는 중간 통로였다고 하겠다.
한편 삼척영장은 월송만호와 함께 교대로 울릉도 수토를 담당하였다. 그러나 울릉도 수토 관리가 인삼 채취의 임무를 띠고 파견되던 시기에는 오직 삼척영장만이 파견되었다. 그리고 울릉도 수토 업무를 담당한 삼척영장과 월송만호의 공식적인 직함은 搜討官이었다. 하여튼 조선후기 삼척영장은 영동지방의 지역 방위와 치안 유지 그리고 울릉도를 비롯한 동해 바다 방어를 책임졌다.

Yeongjang of Samcheok (the Head of Yeong) was established in 1672. At the time of the foundation, Yeongjang of Samcheok was Yeongjang not in sole charge but concurrently held by Cheomsa of Samcheok. Later, Yeongjang of Samcheok held Toposa of the Yeongdong area in 1673. However, between the late 17th century and the early 18th century, Yeongjang of Samcheok became the main position of Samcheok Pojin Commander and Cheomsa of Samcheok became an additional position. By this, Yeongjang of Samcheok became Yeongjang in sole charge to which a military official was dispatched.
At the same time, the position of Cheomsa of Samcheok was abolished. Although the position of Cheomsa of Samcheok was restored in the reign of King Jeongjo, Yeongjang of Samcheok became an additional position. Later, in the reign of King Gojong, Cheomsa of Ulleungdo Island concurrently held Yeongjang of Samcheok.
Many of Yeongjang of Samcheok moved from the leadership of another province. Also, the average tenure of Yeongjang of Samcheok was about 13 months. The reason why Yeongjang of Samcheok left was mostly to move to another public office. Mostly, they moved to the central public office. From this, it would be judged that the position of Yeongjang of Samcheok was a middle passage from a provincial public office to the central public office.
Meanwhile, Yeongjang of Samcheok was in charge of Suto (territory guard) of Ulleundgo Island alternately with Manho of Wolsong. However, when the official, Suto of Ulleungdo Island was dispatched with the duty of gathering ginseng, only Yeongjang of Samcheok was dispatched. Anyway, Yeongjang of Samcheok during the late Joseon dynasty was responsible for local defense, the maintenance of public order of the Yeongdong area and the defense of the East Sea, including Ulleungdo Island.
