영주권자나 귀화자는 대한민국의 현재와 미래에 많은 영향을 미칠 수 있는 소중한 사람들이므로 이들을 양성하는 법무부 사회통합 프로그램 중 하나인 <한국사회 이해> 수업의 중요성은 매우 크다. 이러한 점에서 <한국사회 이해> 수업이 어떤 모습으로 이루어지고 있고 어떤 특징을 띠고 있는지 살펴보는 노력이 필요하다. 이 연구는 <한국사회 이해> 수업의 실태를 살펴보고 그 문제점과 개선 방안을 도출하는 것을 목적으로 한다. 이를 위해 2019년 <한국사회 이해> 수업을 직접 관찰하고 강사 및 수강생과의 면담을 실시하였다. 주요 연구 결과를 제시하면 다음과 같다. 첫째, 강사와 수강생들은 <한국사회 이해> 과정 수업이 한국사회에 대한 기본 소양 함양을 위한 것이라는 점을 인식하면서도 종합평가 시험에 대비해야 한다는 부담을 가지고 있었다. 둘째, 제한된 시간과 시험 준비 등으로 인해 주로 설명식 수업과 문제풀이 수업이 진행되고 있었다. 셋째, 매주 일요일 하루 종일 긴 시간 수업이 이루어지는 가운데서도 강사와 수강생 간의 애착과 신뢰 관계가 잘 형성되어 있었다. 이러한 양상은 전반적으로 <한국사회 이해> 수업이 기본 소양 함양과 시험 합격이라는 두 가지 목적을 절충적으로 지향하면서 나타나는 것으로 보인다. <한국사회 이해> 강좌가 보다 효과적으로 진행되기 위해서는 교육과정 개편, 강사 지원 등 강좌와 강사의 여건을 개선할 필요가 있다. 또한, <한국사회 이해>를 비롯한 사회통합 프로그램이 단지 이민자 적응 교육 차원을 넘어 민주시민교육의 일환으로 이루어질 수 있도록 관련 제도 정비 및 지원 노력이 필요하다.

Korean Ministry of Justice provides would-be naturalized Koreans and permanent residents with Korea Immigration and Integration programs (KIPP). “Understanding Korean society”, one of the programs to educate them, holds great significance in that those people are valuable human resources who can play important roles in present and future Korea. This study aims to look into how the “Understanding Korean Society” instructions are being implemented, what kinds of problems it has, and what can be done for its improvement. For this purpose, some classes of “Understanding Korean Society” were observed and interviews were conducted with the lecturers and the students. The findings are as follows. First, both the lecturers and the students were under pressure when preparing for the comprehensive test. Second, classes were mostly given in the form of lectures due to limited amount of time and test preparation. Third, the lecturers and the students have developed a positive relationship of affection and trust even when they had to spend a whole day for the class. These characteristics of the classes seem to appear to meet two different needs at one time—to obtain basic knowledge on Korean society and to pass the comprehensive test. In order to make the “Understanding Korean Society” instructions more effective, it is recommended that the institutions should revise the curriculum and provide more supports to the lecturers. In addition, it is necessary to modify relevant systems and to make efforts to render “Understanding Korean Society” to be a part of democratic citizenship education, not just as a way of adaptation of the immigrants.
