본 연구에서는 다양한 관련 문헌들에 대한 내용분석과 분석적 서술을 통해 1960-1970년대 우리나라 중공업발전 사례에서의 발전모습을 산업추격관점에서 분석해보고, 그 과정에서의 KIST의 역할을 재조명하였다. 중공업 발전 초기 단계에서 우리나라는 국가 주도의 산업 전반에 걸쳐 새롭게 요구되는 산업추격전략이 필요했다. 산업추격전략에서는 개별 기업의 기술학습능력 보다는 국가 수준에서 산업 전반을 고려한 산업 설계역량이 필요 했으며, KIST 그러한 산업기획 및 설계를 가능하게 하는 산업계획가로서 역할을 했다.
산업계획가는 ‘국가 경제발전을 위하여 미래 수요를 예측하고 분석하여 국가 수준에서 산업을 설계, 계획하고 우선순위를 정하여 이를 실천에 옮기는 사람 또는 기관’ 이라고 정의 할 수 있으며, KIST는 ① 산업발전을 위한 필요 범용기술의 인지와 기술선택, ② 전후방 효과에 대한 분석과 가치사슬 설계, ③ 다학문 융합적 사고 또는 다분야 집단지식의 발현, ④ 사명감 및 애국심에 의한 동기부여 등의 역할 및 속성을 가지고 있었다.

This study examined Korean heavy industry development in the 1960s'-1970s' and The Role of KIST based on the industrial catching-up approach. In the early stage of the development of heavy industry, Korea needed the industrial catching-up strategy that was newly formed the industry. In the industrial catching-up strategy, industrial design capabilities were needed at the national level, taking into account the industry as a whole, rather than the absorptive capacity of firms. KIST played a role as an industrial planner that can design the industrial structure. The industrial planner is a person or institution that designs and plans national-level industrial structures by predicting and analyzing future demand for national economic development. KIST has attributes of ① recognition and technology selection of GPT(General Purpose Technology) for industrial development, ② analysis of backward and forward effects and value chain, ③ the interdisciplinary knowledge and approach, ④ a sense of mission and patriotism.
