본 연구는 한국사회의 ‘인정의 정치’의 일면을 교육감 선거의 공약 측면에서 관찰하고자 했다. 구체적으로, 2014년과 2018년 전국동시지방선거로 치러진 교육감 선거에서 어떤 후보 자가 다문화 관련 공약을 제시했는지 검토했다. 후보자 130명의 공약을 체계적으로 분석한 결과, 다문화 공약은 후보자의 정치적 진영이나 출마 지역의 특수성을 떠나, 높은 당선 경 쟁력을 갖춘 후보자들을 중심으로 적극적으로 제시되어 온 경향이 관찰되었다. 이러한 결 과는 선거 후보자와 유권자를 ‘정치 시장’의 ‘합리적’ 참여자로 간주하는 ‘행위자 중심적’ 시각으로는 제대로 설명되지 않는 것이다. 대신, 후보자의 공약 제시가 상당한 정도로 ‘적 절성의 논리’에 따라 이루어질 가능성을 강조하는 ‘제도주의’ 가설과 부합한다. 교육감 선 거에서 다문화 공약은 높은 제도적 ‘정당성’을 갖춘 ‘적절한’ 정책 의제로서 주요 후보자들 을 중심으로 제시되어 온 것으로 보인다.

To observe an aspect of the ‘politics of recognition’ that appears in political elections, this study analyzes the election promises made by candidates for superintendents of education in the 2014 and 2018 nationwide local elections. A series of analyses has been conducted based on the content analysis data derived from the promises of the 130 candidates of these elections. The results reveal that issues of cultural diversity in education tended to be advanced more explicitly by those candidates who demonstrated greater competitiveness in the election process, irrespective of their ideological orientations or local contexts. This pattern does not appear to be well explained by conventional ‘actor-centric’ perspectives that understand both candidates and voters as ‘rational’ actors in the ‘political marketplace.’ Instead, an ‘institutionalist’ perspective deserves close attention-a perspective that regards ‘the logic of appropriateness’ as largely determined by elaborate epistemic models that evolve in transnational institutional environments. The diversity and equity agendas seem to serve as an ‘appropriate’ bundle of promises favored by influential candidates with sharp attentiveness to such models.
