목적 : 본 연구는 시기능 검사 및 시기능 보정용구 제공과 관련한 해외 주요 선진국과 국내 체계를 비교 분석하여 한국 안경사가 나아가야 할 방향을 설정하고, 시기능 관리서비스와 국민 안건강의 사전관리에 관련된 제도개선을 위한 기초자료를 제공하고자 하였다.
방법 : 선행 연구·문헌과 인터넷 자료 등을 통해 현재 주요 선진국으로 평가 받으며 세계 안광학과 검안학에 있어 주도적 발전을 이끈 WCO(구 IOOL)의 주요3개국에 대한 현재 운영 체계를 비교·분석하였다. 결과 : 해외 주요 선진국은 다양한 요구로 증가하고 있는 시 기능 이상자들의 처치와 관리 그리고 정확하고 편안한 시기능 보정용구의 공급과 안과질환의 사전예방 업무에 있어 실무자들을 세분화하여 다양한 장비를 통해 전문성을 강화하고 있는 추세이고, 국민들에게 다양한 형태의 비용을 보조함으로써 국민 건강분야의 복지를 실현하 고 있으며, 업무 행위료의 설정과 비용보조 등의 제도를 통해 관련 실무자들에 대한 직업적 안정성을 보장하고 4 차 산업과 온라인시대의 시대적 흐름을 받아들이고 있다.
결론 : 한국 시기능 관리서비스 체계는 해외 주요 선진국의 전문화 추세에 발 맞춰 전문화된 상위 그룹의 제도를 도입하고 전문가 그룹의 지속적 교육 시스템과 도제 등의 임상 경험 필수 이수 시스템을 구축하고, 전문성 강화를 기반으로 우수한 인력 배출을 통해 안경사에 관한 사회 인식 개선은 물론, 현재 급변하는 시대의 안경사가 직업적인 안정화를 이루고 국민을 위한 보다 수준 높은 안보건 의료서비스가 이루어질 수 있도록 노력해야 한다.

Purpose : This study compares and analyzes the visual function systems with major developed countries related to set the direction for Korean optometrist and provide basic data for improving the system related to Korean visual function systems and preventive management of national eye health.

Conclusion : Major developed countries overseas are segmenting their workers in treatment and management of people with increased visual dysfunction due to various demands, supplying accurate and comfortable vision correction tools, preventing eye diseases, and strengthening expertise through various equipment. In addition, various forms of expenses are provided to the public to realize the welfare of the people's health, and employment stability of workers and experts related to the fourth and online industries is guaranteed through systems such as setting and supporting business expenses.
