정신요양시설은 정신보건법, 정신건강증진 및 정신질환자 복지서비스 지원에 관한 법률의 제정과 개 정의 과정에서 사회복지기능보다는 의료적 기능으로 인식되었다. 정부의 지역사회중심의 커뮤니티케어 정책 발표는 정신요양시설의 존재적 위기감을 가져왔고, 거주이용인의 요양과 사회복귀 목적의 서비스 를 제공하는 정신요양시설은 발전적 미래를 위하여 새로운 방향을 제시하여 할 필요성이 제기되었다. 정신요양시설 미래의 방향성을 설정하기 위해 기존의 문헌과 자료를 탐색하여 정신요양시설의 일반 적 현황과 거주이용인의 특성 변화에 따라 제공된 현재의 정신요양시설 서비스가 거주이용인의 이용만 족, 거주이용인 회복의 성과에 영향을 미쳤는지 살펴보았다. 연구결과 거주이용인의 회복지향을 위한 정신요양시설의 정체성 확립과 기능전환의 방향은 다음과 같다. 첫째 거주이용인의 특성을 반영한 지역사회 거주환경으로 인식제고, 둘째 지원주택의 특성을 적용 한 거주지원시설로 변화 지향, 셋째 사회복지성격의 지원서비스의 명시로 차별성과 정체성 확립, 넷째 거주이용인 회복지향 서비스의 충분한 제공이다. 연구의 한계점으로 나타난 정신요양시설의 물리적 환경, 중점 서비스 방향, 지역사회의 특성이 정신요 양시설 운영에 미치는 영향정도와 정신요양시설과 정신재활시설이 차별성과 통합여부에 대한 연구가 필 요하다.

Mental care facilities were recognized as medical functions rather than social welfare functions in the process of enacting and revising the Mental Health Act, Mental Health Promotion, and Welfare Service Support for Mental Ill Persons. The government's announcement of community-centered community care policies brought about a sense of crisis in the existence of mental care facilities, and the need to present new directions for the developmental future for mental care facilities that provide services for residential users and social return purposes. In order to set the future direction of mental care facilities, we explored the existing literature and data to examine whether the current mental care facility service provided according to the general status of mental care facilities and changes in the characteristics of residents affected the satisfaction of residents and the recovery of residents. As a way to change the function of mental care facilities First, it proposes to raise awareness as a community living environment reflecting the characteristics of residents, second, change to a residential support facility applying the characteristics of supported housing, third, establish differentiation and identity, and fourth, provide sufficient recovery-oriented support services. It is necessary to study the physical environment of mental care facilities, the direction of focus services, the effect of community characteristics on the operation of mental care facilities, and whether mental care facilities and mental rehabilitation facilities are differentiated and integrated.
