본 연구는 장애인 전문 치과 의료기관인 장애인구강진료센터 확대를 위 한 실천 방안을 제시하는 것을 목적으로 한다. 이를 위해 부산·울산·경남 권역장애인구강진료센터 설치 사례를 로스만(Rothman)의 지역사회복지 실천모델을 중심으로 분석하였다. 로스만이 제시한 12가지 실천 변수를 활용하여 권역별 지역사회복지 실천모델 유형을 분류한 결과, 부산권역은 지역사회개발모델과 사회행동모델이 복합적으로 작용되었고 울산권역은 사회계획모델 중심의 실천이 진행되었음을 확인하였다. 또한 경남권역은 사회계획모델과 지역사회개발모델이 순차적이고 유연하게 적용된 혼합형 사례로 나타나 지역사회의 정치성, 의료 인프라, 정책 수용력 등 다양한 요인을 종합적으로 고려하여 적합한 실천모델과 전략의 활용이 필요한 것 으로 확인되었다. 연구 결과에 따라 세 권역이 유사하게 활용한 실천 전략 과 차별화된 실천 전략을 중심으로 장애인구강진료센터 확대를 위한 실천 전략을 제언하였다. 본 연구는 장애인구강진료센터 설치 사례에 대한 지역 사회복지 실천모델 기반 비교·분석의 시발점을 마련하였다는 점에서 학문 적·실천적 의의가 있다. 본 연구를 계기로 장애인구강진료센터에 대한 사 회복지적 논의가 활발해지길 기대한다.

This study proposes strategies for expanding regional dental care centers for persons with special needs by analyzing the establishment cases in Busan, Ulsan, and Gyeongnam using Rothman’s community practice model. Based on Rothman’s twelve practice variables, each region was classified according to the type of model applied: Busan reflected a combination of the community development and social action models; Ulsan was primarily guided by the social planning model; and Gyeongnam demonstrated a hybrid approach. These findings highlight the importance of selecting appropriate practice models that consider regional factors such as political dynamics, healthcare infrastructure, and policy receptiveness. Based on the results, the study proposed both common and region-specific strategies. This research holds academic and practical value as a starting point for comparative analysis of dental care center development for persons with special needs and encourages further social welfare discussions on dental care services for individuals with disabilities.
