        전 세계 선박 통행량의 증가에 따른 선박 충돌 사고의 증가는 큰 경제적, 환경적, 물리적 및 인간적 손해를 가져왔다. 선박 사 고의 원인은 선원의 판단 오류나 부주의, 항로의 복잡성, 기상 조건, 선박의 기술적 결함 등 다양한 요인이 겹쳐 작용하여 사고를 유발하 기 때문에 문장의 깊은 의미와 문맥 정보를 고려할 수 있는 방법론이 필요하다. 따라서, 본 연구는 부산해심 지역에서의 최근 20년 동안 의 선박 충돌사고 데이터를 포함하고 있는 해양안전심판 재결서를 SentenceBERT 모델을 활용해 분석하였다. 분석 결과 사고의 주요 원인 이 될 수 있는 키워드가 도출되었으며, 특정 키워드 출현 빈도를 바탕으로 군집 분석을 시행하고 시각화하였다. 추후 사고의 원인을 미리 파악함으로써, 이를 통해 선박 충돌 사고의 예방 및 사고 대응 전략 개발의 기초 자료로써 활용하고자 한다.

        In this study, a conjoint analysis was conducted to derive a combination of fishing quota management system by fish species preferred by fishermen. In the analysis, detailed levels were set according to each attribute of the system. For analysis, this study conducted a design question survey for conjoint analysis on 303 fishermen engaged in fishing activities in the offshore and coastal sea. The Conjoint analysis was conducted on all fishermen, offshore fishermen and coastal fishermen. In addition, an analysis was conducted on TAC system participants and non-TAC system participants, and the targets were classified for comparison according to the characteristics of fishermen. Fishermen’s preference for the system confirmed for six attribute (“catching fish even if there is no fishing quota”, “how to allocate fishing quota”, “fishing quota management agency”, “upper limit of fishing quota,” “Possibility of Trading in the Fishing Quota”, and “Application of Other Regulations.”) and the detailed level of each attribute. As a result of the analysis of the importance of attributes, fishermen thought that “fishing quota management agency (24.1%)” was very important, and “catching fish even if there is no fishing quota (23.9%)” and “how to allocate fishing quotas (22.9%)” were also given some importance.

        This study is to evaluate the prior economic feasibility of the off-shore fisheries stock enhancement project. The main findings of this study can be summarized as follows: first, offshore fisheries stock enhancement project shall be implemented by dividing them into 1st·2nd·3rd projects for efficient promotion. The 1st·2nd·3rd projects will be conducted in a total of 50 locations (the eastern sea, the western sea, the southern sea, and the jeju sea areas), and the project period per unit will be five years, which will cost 1 trillion won. Second, according to the results of the survey on public awareness, the most consumed marine species in Korea over the past year were analyzed in the order of mackerel, hairtail, squid, yellow corvina, blue crab, and cod. The dominant response to the reason for consuming marine products in Korea was healthy well-being food and safe food. In addition, 67.9% of them have hesitated to purchase offshore fish species over the past year due to high prices, indicating that they are burdened by high prices. On the other hand, 79% of the respondents said that the government’s policy was insufficient, according to a survey on whether the government's coastal marine resource creation policy was sufficient. Third, as a result of preliminary economic analysis of offshore fisheries stock enhancement project, the benefit-cost ratio is 4.01, net present price is 1,283.7 billion won, and internal rate of return is 91.7% per year, which means that the economic analysis ensures the feasibility of the projects. The results of this study provide useful information on securing or organizing budgets for offshore fisheries stock enhancement project by securing economic feasibility as a national infrastructure project that increases fishery income and public benefits such as consumption of marine products.

        This study aimed to establish the public interest functions of fisheries and fishing villages, which is intended to help introduce and expand the public-purpose direct payment system in the fisheries sector. Firstly, this study looked at trends related to the public interest functions of domestic and foreign cases in similar fields in order to get implications for establishing public service functions in fisheries and fishing villages. Secondly, three criteria were defined for establishing the public interest functions of fisheries and fishing villages. Thirdly, the public interest functions of fisheries and fishing villages were defined through prior research, analysis of overseas cases, and consultation with experts in the fields of fisheries and fishing villages. As a result, the six public interest functions and the 14 detailed functions were defined. Finally, this study established a direction for preserving and improving the public interest functions of fisheries and fishing villages, and presented strategies for achieving them.

        This study aims to estimate optimal harvesting production, fishing efforts, and stock levels of yellow croaker caught by the offshore Stow Net and the offshore Gill Net fisheries using the current value Hamiltonian method and the surplus production model. As analyzing processes, firstly, this study uses the Gavaris general linear model to estimate standardized fishing efforts of yellow croaker caught by the above multiple fisheries. Secondly, this study applies the Clarke·Yoshimoto·Pooley(CY&P) model among the various exponential growth models to estimate intrinsic growth rate(r), environmental carrying capacity(K), and catchability coefficient(q) of yellow croaker which inhabits in offshore area of Korea. Thirdly, the study determines optimal harvesting production, fishing efforts, and stock levels of yellow croaker using the current value Hamiltonian method which is including average landing price of yellow croaker, average unit cost of fishing efforts, and social discount rate based on standard of the Korean Development Institute. Finally, this study tries sensitivity analysis to understand changes in optimal harvesting production, fishing efforts, and stock levels of yellow croaker caused by changes in economic and biological parameters. As results drawn by the current value Hamiltonian model, the optimal harvesting production, fishing efforts, and stock levels of yellow croaker caught by the multiple fisheries were estimated as 19,173 ton, 101,644 horse power, and 146,144 ton respectively. In addition, as results of sensitivity analysis, firstly, if the social discount rate and the average landing price of yellow croaker continuously increase, the optimal harvesting production of yellow croaker increases at decreasing rate and then finally slightly decreases due to decreases in stock levels of yellow croaker. Secondly, if the average unit cost of fishing efforts continuously increases, the optimal fishing efforts of the multiple fisheries decreases, but the optimal stock level of yellow croaker increases. The optimal harvest starts climbing and then continuously decreases due to increases in the average unit cost. Thirdly, when the intrinsic growth rate of yellow croaker increases, the optimal harvest, fishing efforts, and stock level all continuously increase. In conclusion, this study suggests that the optimal harvesting production and fishing efforts were much less than actual harvesting production(35,279 ton) and estimated standardized fishing efforts(175,512 horse power) in 2013. This result implies that yellow croaker has been overfished due to excessive fishing efforts. Efficient management and conservative policy on stock of yellow croaker need to be urgently implemented.
