현재 세계적으로 화생방테러의 위협에 대해 가장 많은 대비를 하고 있는 나라는 미국이다. 이는 전 세계의 거의 모든 분쟁에 관여하고 있는 미국의 국제사회 내에서의 위상 때문이기도 하나 최근 미국 국내에서 테러가 급증하고 특히, 화생방과 같은 다양한 테러 유형이 변화하고 있는 현실에서 이에 대한 대비로서 이루어지는 측면이 더 강하다. 이러한 미국의 화생방테러에 대한 대응체계는 연방정부의 주도아래 지방정부, 주정부, 연방정부가 각기 자신의 역할을 수행하고 이들이 상호보완적으로 작용하여 효과적인 대응체계를 갖추는 형태로 구성되어 있다. 본 연구에서는 미국을 포함한 캐나다, 이스라엘, 스위스 등의 국외 각국의 화생방 교육훈련 기관 및 관련 프로그램 비교 분석을 통하여 화학, 생물, 방사능 등을 포함한 모든 종류의 관련 교육과 교육 훈련 프로그램 비교 분석을 통하여 실질적이고 체계적인 화생방 프로그램 실태를 파악하고자 한다.
