        When we think about an idea of United Nations Tolerance Program UNTP, it is important for us to share memory with world citizens that we had 2314 veterans from 11 countries in the Busan U.N. Forces Cemetery since January of 1951. Recently, we had 13 veterans, who got buried coming from 4 Americans, 3 Hollanders, 2 Frenchmen, 2 Germans, 2 Englishmen, 1 Canadian and 1 headband after they died in their countries. (Joongang daily newspaper June 19, 2022). "I believe that creating a fifth office of the UNTP in Republic of Korea (Seoul, Busan, Kyunggi or Jeju Island), as a twin organization of the UNEP in Nairobi, Kenya, would provide a geopolitical balance to the international organization and a useful base for peace island studies in the conflict laden region of East Asia. Establishing this office in S. Korea(Seoul, Busan, Kyunggi or Jeju Island), with its unique geographical location as a hub for peace talks and environmental negotiations between Russia, North Korea, Japan, China, and Taiwan, would contribute to peace and development in the region."         In this article, firstly, we talk about why we respond to “climate change impacts in nature and society” educationally. Secondly, we try to find ways that Jeju also has the ability to halt biodiversity loss and apply nature-based solutions to conserve biodiversity, enhance resilience, and so improve the well-being of the people on the island and in turn to improve the well-being of the people on the planet at the grass roots level of UNESCO internationally protected areas. Thirdly, we try to develop World Environment University Online School Leads Establishment of World Environment University so called “Lead WEU.” We will announce “World Environment University Online School Leads Establishment of World Environment University” at Private Meeting of the 2020 World Conservation Congress on September 9, 2021 in Marseille of France. We propose ”Jeju Global Governance of World Heritage; Climate Change Impacts and Integrated Management of UNESCO internationally Protected Area, at the graduate class of Jeju National University from September 2 to December 9, 2021. The core program centered at the University itself would be developed initially on the basis of the comparative advantage offered by its location in Jeju and the quality of faculty, full and part time, that could be recruited to the University.

        The long term objective should be to achieve a high degree of self-financing for the WEU. However, initial funding of at least US$5 million will be needed to develop the University through the launching of its initial programs. This will have to come primarily from Korean sources. Korea will need to take a lead in mobilizing the funds required for the ongoing operation of the University until the WEU has progressed to the point where it can command attention and support of international funding sources and significant fee income. The process to establish the University will be initiated as soon as the final decision of the Government of South Korea is confirmed.

        The University is to be established as an independent institution, with an appropriate status under the law of Korea. It will require such arrangements, incentives privileges and immunities as will facilitate the recruitment of international staff and the participation of faculty and students from all over the world. The University must be fully autonomous to ensure its intellectual and academic integrity and freedom from ideological constraints. The relationship with United Nations can be achieved without making the University an actual UN organization, through cooperation with UN agencies and organizations and participation of UN personnel in its faculty and programs. The core program centered at the University itself would be developed initially on the basis of the comparative advantage offered by its location in Jeju and the quality of faculty, full and part time, that could be recruited to the University. To reflect the complexity and range of issues in the field of sustainable development, it is planned that the academic program of the University should be organized from two mutually reinforcing perspectives, core competences underlying the whole program and specific areas of concentration.

        As I became familiar with how pervasive 4.3 tragedies affected Jeju people, I was struck how the need for mourning is far from over, even after more than 60 years after the tragedy. Wasn’t President Roh Moo-Hyun’s apology on behalf of the Korean government enough? Not even close; it simply opened the opportunity to bring the truths of 4.3 to the open, and to finally let the needs of the victims be publicly known, and discussed, and to be acted on. Broadly speaking, my awareness, and education and listening to historical accounts of 4.3 lead me to believe that there are three levels of understanding and interaction between all involved actors of 4.3 for reconciliation to be successful; for the victims of 4.3 to have a sense of closure.. The three levels of possible involvement for the victims and families are at the personal, community and international levels. Without all three being present there will be no closure, no reconciliation, for the victims, or the next generation of their families.

        The Jeju April Third Tragedy saw an estimated 14,000 and possibly many thousands more Jeju Islanders killed amid the political turmoil of a re-merging Korean stated after the Japanese occupation. US troops were stationed on the island province before and during the Tragedy which lasted from 1947 to 1954. The aim of this article is to present theoretical and practical issues of the unfnished business of reconciliation and social healing for the victims of the April Third Tragedy; for survivors, for family members, and for the memories of the decreased. This process requires the engagement of as many of the actors at that time, in order to conclude the story of April 3rd Tragedy. Based on 13 years of’ collaborative efforts setting up a vision of Jeju as World Peace Island, there is now formal recognition of the April 3rd Tragedy event. We have hoped for a future beyond the trauma and tragedy of the Mass-killing of Korea Jeju Islanders during and after the US Peacetime Occupation ( 1947-1954). Even though it has taken 10 years to translate the Jeju April 3 Incident Investigation Report of 2003 into an English edition in 2013, I believe, it provides a cornerstone for Jeju islanders to open a new Age of Social Healing for the Mass Killing of Korea Jeju Islanders ( the Tragedy) while under and then after US Military Peacetime Occupation (1947- 1954).

        This study assessed the Jeju Provincial Government's investment promotion Jeju Free International City (JFIC) website in comparison to Hong Kong’s best practicesubnational Investment Promotion Agency’s (IPA), InvestHK, and Prince EdwardIsland’s IPA, Invest PEI. The study assessed four website dimensions that are recommended for information dissemination to potential investors: information architecture, design, content, and promotional effective- ness. This study is basedon Theodore Moran’s promotional development work, and the Multilateral Invest-ment Guarantee Agency’s (MIGA) recent IPA performance study.The JFIC website exhibited a low overall website performance score of 44%, compared to PEI (68.8%) and InvestHK (90.2%). Jeju’s Content performance (16%)was far lower than the Invest PEI and InvestHK (28% and 47% respectively) IPA scores, and this is what provides investors crucial information such as the IPA’s purpose, core (location) information, and credible, sector specific infor- mation. The JFIC site results also show weak promotional effectiveness of the website in terms of IPA branding, contact information and being easily found in basic Internet searches. The results of this assessment are consistent with MIGA’s findings between best practice IPA’s and developing IPA websites (2006).Recommendations include that Jeju Special Self-governing Province (JSSP) revisethe JFIC website entirely, or remove it and provide its full support to enhance theJeju Development Center’s website. The same website evaluation could provide useful feedback to dramatically increase the effectiveness of the JDC website as well.A true ‘one stop shop’ to service investors would be the most effective solution.Finally, it is recommended that the Investment Climate Survey be undertaken to clearlyidentify what sector specific information can be promoted to investors on the website.The information for investors will then match Jeju’s impressive progress forwardin its development.
