Each of these three defenses such as Sovereign Immunity, Extraterritoriality and Political Question Doctrine could be expected to be raised in any attempt to sue the United States over the Jeju massacre, and each of them could be expected to be the basis for an order of the court dismissing the suit. Moreover, if the court regarded the suit as frivolous, the plaintiff and its attorneys could be subject to sanctions under Rule 11 of the Federal Rules of Civil Procedure.
The long term objective should be to achieve a high degree of self-financing for the WEU. However, initial funding of at least US$5 million will be needed to develop the University through the launching of its initial programs. This will have to come primarily from Korean sources. Korea will need to take a lead in mobilizing the funds required for the ongoing operation of the University until the WEU has progressed to the point where it can command attention and support of international funding sources and significant fee income. The process to establish the University will be initiated as soon as the final decision of the Government of South Korea is confirmed.
On July 1, 2006, Jeju Special Self-Governing Province was launched as a model city with exceptional autonomy in many areas of administration, including self-governing legislation, self-governing finance, self-governing organization and personnel management. Jeju Special Self-Governing Province has control over all functions but original national functions, such as national defense, diplomacy and security. Fifteen years after its launch, Jeju Special Self-Governing Province has seen an increase in population, tourists, and gross regional domestic product (GRDP) in the province, and its fiscal size has increased significantly. The results of the 2019 performance evaluation were generally considered good, but a survey of provincial residents showed that the residents' satisfaction was insufficient. In order for Jeju to be reborn as an international free city and a special self-governing province from an isolated island, the central government will have to guarantee high autonomy, while the Jeju Special Self-Governing Province will have to have the capacity to secure resources for regional development and special self-governing province.
The affiliated islands of the Jeju area include, Udo, Biyangdo, Gapado, Marado, Chujado, and 55 uninhabited islands. For the resolution of villages conflicts, village intermediate organizations such as the Women’s Association, Youth Association, Senior Citizens’Association, and heads of the neighborhoods are playing an important role in resolving conflict.
