The Joint South Korea and United States Jeju 4.3 Task Force on Social Healing Through Justice, proposed here, focuses on potential next steps in view of the strong sense of many that 4.3 reconciliation is "unfinished business." It proposes a creative yet practical way for the United States, South Korea and Jeju people to engage in collaborative 4.3 social healing. Together as Part of the proposed Joint Task Force, they might more fully implement past recommendations and chart and oversee next steps toward comprehensive and enduring social healing “by doing justice." ’This proposal is based on the National Committee’s now-translated Report and the insights of scholars and the work of many of you here, along with others deeply interested in social justice. Those of us not from Jeju, or South Korea, who appreciate your invitation to participate, humbly and respectfully offer this proposal for your consideration with justice in mind.
The Jeju events was the Jeju people's struggle to break away from the social evils, to gain national independence, to oppose division of Korea imposed by foreign occupation forces, to gain local autonomy from authoritarian tyranny of the central government. Also, it was an armed insurrection against the US occupation forces. The Jeju April 3rd Events were the series of event, Oppression, Uprising and Grand Massacre in which thousands of islanders were killed as a result of armed clashes between civillian groups and US and Korean government forces. It took place over the period from March 1, 1947, when National Police of US Military Government opened fire on six spectators, and April 3, 1948 Uprising to protest against oppression by the police and Northwest Youth and against US and South Korean Government until September 21,1954 after the last guerilla captured and when closed areas of Halla Mountain were reopened to the public.
Islanders have tried to find out real alternatives on how to keep sustainable Haenyeo communities through both developing traditional school system at community level (Hansupul Haenyeos School) and advanced school system at university level ( an educational certificate program for Interpreter of Haenyeos Culture and an advanced certificate program for Hanyeos Culture). In oder to share their wisdom of ordinary democratic life style around Bultuk, We created Global Peace Bultuk Assembly for younger generation to succeed in their tradition in July of 2010. It' s a time for us to find out Integrating Policy of the Sustainability of Jeju Haenyeo (Jamnyeo, Jamsu) Community facing their extinction into Jeju Village Conservation Model of Marine Resources Needed.
Development cannot be thoughtless for the environment and is to create a convenient and comfortable environment; thus, we should not take only economic factors into consideration as if automobiles cannot be valued more than human beings. People should be considered first because they are the ones who live in developed space; therefore, nature and people should be the main issue when development is planned. This study is to organize these environment and development problems and suggest the fundamental application principle of 'conservation first and development afterward' by discovering problems and measures through the environmental simulation of the Ropeway that was one of major issues in the local community. It is based on the simulation by using the Arc GIS program and Jeju local data from metrical maps (1/2500이 of the national geography service. In addition, the scale modification has been conducted with the consideration of the size of buildings and measured data of the GIS maps. we have discussed the current situation and problems of damage to scenery caused by development of the ropeway construction on Mt. Halla that is World Natural Heritage and essential to scenery factors of Jeju. The cause of the problems was created by development based on the economic logic with its methods with less regards for the local environment. therefore, it is also important to create urban landscape that fits for Jeju as the first stage of success to becoming Juju Free International City. It is very encouraging that the provincial office has recently formed teams for urban design to keep and maintain its scenery and landscape that fit for Jeju. However, there are several problems to be solved before the effort to keep Jeju’s scenery and landscape makes steady headway. First, the problem of the overlap of administrative regulations should be solved. Second, there should be the consistency of the administrative performance. Third, the establishment of a objective standard for the creation of urban scenery based on culture. Fourth. a mature sense of citizenship is needed because there is a limit to administrative efforts to keep the urban scenery and landscape.
The purpose of this study is to suggest ways to utilize increasing immigrants to Jeju as a growth engine for local development at a time when a low birth rate and becoming an aging society are emerging as serious social problems. For this purpose, we reviewed the current conditions of people' s moving in and out of Jeju Island and analyzed immigrants opinions on settling in Jeju. Based on these reviews and analysis, we suggest ideas of short-term and long-term projects to enhance the satisfactory levels of settlers. Policy of attracting migration to Jeju is very important and also in line with establishing a free international city which Jeju Special Self-governing Province has aimed for. In order to maintain the influx of the population continuously, it is needed to have concrete and lasting pIans which reflect various types, timing and length of migration.
