        Energy acquisition due to the increase of oil price is one of the most important issues and policy for most countries. Various tankers have been built in the world and sent to the trade market. It is necessary to build the port infrastructure and facilities to give them proper services such as mooring, packing, storing, and transshipment, etc. However, the domestic guidelines or standards for design and construction for the dolphin berth among these facilities are out of date and do not meet the recent trend of tanker types. Therefore, it requires amendment on the guidelines or standards. In this study, a detailed analysis of the tanker fleet, covering 8,000 ships under operation and order to build, is made to estimate the proper PBL(Parallel Body Length) of each tanker class. After discussion and comparison on the dolphin berth design and construction codes of various countries, those are the leading countries of tanker operation and management, suggestion was made to amend on the design code. The referred codes are of Korea, Japan, UK, USA, and Canada. The analysis of tanker fleet shows the PBL as 0.45L under the normal ballast condition. In order to verify the deduced amendment on the domestic design code for dolphin berth, it was selected one of the domestic dolphin berth, located at the Yeosu oil terminal, which is almost completed to construct. The design criteria and expected tankers to moor in that terminal were analyzed and the appropriateness and countermeasure for deficiency were summarized.

        In this study, a series of laboratory experiments were carried out to investigate the weak reflection of regular and random water waves over a train of protruded permeable shore structures. A cylindrical slit type breakwater and the alternatives are employed and compared for reflecting and transmitting capabilities of incident waves including wave forces. A series of random waves were generated by using the Bretschneider-Mitsuyasu frequency and directional spectrum. Measured spectrum of irregular waves without breakwaters is verified by comparing with those of the input waves generated. Weak reflection is occurred at the breakwater center of the peak frequency. If the row of breakwaters is fixed at three layers and the relative height of breakwater is fixed at 0.6, around 45% of incident wave energy is reflected to offshore. It is also found that the transmission of directional random waves increases as the maximum frequency parameter increases. A very good agreement is observed. Reflection coefficients of permeable submerged breakwaters are less than those of impermeable breakwaters. The upside-down L shape is recommended for a small fishery harbor mooring in terms of reflecting capability and of practical application. The final design was applied to the wharf of a small beach of Seolly, near Namhae at the southeast coast of Korea.

        Samchunpo(Sin Hyang) Harbor is located in the bay of Sa Chun, the central south coast of Korean peninsula. The harbor and coastal boundaries have been protecting by natural coastal islands and shoals. Currently, The Sin Hyang harbor needs maintenance and renovation of the sheltered structures against the weather deterioration and typhoon damages. Consequently to support this, the calculation of accurate design wave through the typhoon wave attack is necessary. In this study, calculation of incident wave condition is simulated using steady state spectrum energy wave model(wide area wave model) from 50 years return wave condition. And this simulation results in wide offshore area were used for the input of the extended mild slope wave model at the narrow coastal area. Finally, the calculation of design wave at Sin Hyang harbor entrance was induced by Boussinesq wave model(detail area wave model) simulation. The numerical model system was able to simulate wave transformations from generation scale to shoreline or harbor impact. We hope these results will be helpful to the engineers doing placement, design, orientation, and evaluation of a wide range of potential solutions in this area.
