        The problem of outdated and surplus facility-items in existing Rural Living Environment Renewal Program(RLERP) makes this study focus on restricting the range of facility sorts for the purpose of coㅁins with the changing rural living environment. In the four aspects of plan establishment, project implementation, comprehensiveness and linkage between programs, this study made an analysis of the existing RLERP that has 4-stage hierarchy, namely, Gun(county), Myun(primary administrative district), village and project site level Firstly, Myun and upper level policy programs fulfill the comprehensiveness and planning aspects, but have defects in the implementation and linkage aspects. Secondly, the village level programs satisfies more or less the four condition, but give rise to the problems of equity between the project target village and the non-target, and of generalization of the planning method applying to a specific village. At last, project level programs, controlled by several ministries, have defects in comprehensiveness and linkage aspects, exposing the sectoralism of central government. Above all, the existing RLERP has so many facility items, which have led to inefficient investment till now. Therefore, it's necessary that the environmental facilities should be selected(simultaneously reduced ), referring to following 5 criteria. (1) Exception of facilities relating to agricultural production. (2) Confined to public facilities to be constructed by government support. (3) Common-use facilities located in small town and below level area. (4) Consideration of not only the present need but also the future need of rural residents. (5) Reflection of a regional difference of mountain, plane and suburban area. Just 13 kinds of living environmental facilities are finally selected as the result of the selecting work, which can be an new alternative for RLERP. Concludingly, the selected facility items should be integrated into a designated project site by the prepared plan in order to enhance the efficiency of RLERP, investment and also to satisfy the four analytic aspects mentioned above.

        In Korea, rural village improvement has mainly been led by goverment investment. This approach, however, has its own limit since there are so many village to be improved while the budgetary sources are restricted, As an alternative, inducement of private investments to these area is considered in order to promote rural village improvement. The possibility of inducing private investments to the rural village improvement depends on the location of the village. The possibility may be highest in the sub-urban area since expected benefits from land development is usually high. One desirable approach to induce private investment to these area is the cooperative development system. Residents, private investors and governments plays its own role, independently and cooperatively, But benifits from the investment to improve rural village in general plain area are so low that it is difficult to induce the private investments to these area. In that case, indirect development system will be a proper strategy which maintaining government-led development method as usual, expanding the participation of private developers such as the construction companies. In general, rate of returns from investment to the rural sectors is lower than that to the other sectors, therefore financial support such as the long- term, low loan rate and a partial value-added tax exemption should be given to the investors to the rural village improvement projects.

        The purpose of the study is to identify a basic spatial unit for rural village redevelopment plan. An ideal spatial unit need to satisfy three basic premises: to be homogeneous as rural community, to be appropriate to implement the project, and to be compatible with regional planning systems. A spatial unit could, empirically, be defined based on the homogeneity at first, and then appropriateness and compatibility could be used to adjust its boundary. Mitan-Myun(13 villages), Pyungchang County, Dochuck-Myun(15 villages), Kwangju County, and Chuksan-Myun(28 villages), Kimje City in Korea were selected as case study areas. The degree of interrelationship between all possible pairs in each Myun was measured using spatial, socio-cultural, and economic indicators. Multidimensional Scaling(MDS) was used to identify a homogeneous spatial unit, and then indicators representing appropriateness and compatibility were used to adjust the identified boundary. New districts which have two or three villages were suggested as a reasonable spatial unit for rural village redevelopment, and its boundary roughly overlaps with Bup-Jeong-Ri(法定里: a legally defined village).

        The purpose of this study is to suggest the rural village model which is able to be applied to the rural village (re)development. The rural village model consists of five sector models land use model, residential unit model, public facilities allocation model, productive space arrangement model, road & green system model. The village model as a spatial structure needs modification/revision through the its application to various sites. The following are suggestions developed in the process of preparing a model for the Korean rural village. First, some indices presented in the land use model need to be further studied as the planning indices before implementing the rural village projects. Second, it is recomended that the image of a rural village needs to be created by developing the residential unit(6 households) as a planning development unit, And various residential unit models need to be suggested. Third, it is desirable to develop the double circulation system and green edge(1 m), and to introduce pedestrian road as much as possible for the amenity of the residential environment, Fourth, being located within walking distance from the existing village, new-introduced site should be developed as a interlinked and opened structure. The rural village model is useful in preparing the spatial structure for the village (re)development, and in finding the best design solution responsive to the conditions of a project site.

        In recent year, construction of national infrastructure, variations of agricultural environment, urbanization of rural life-style, and other things have influenced on rural area. Therefore, its landscapes have been changed rapidly. As a result of it, rural landscape should be controlled with amenity and totality. That is a rural amenity control planning. The purposes of this study is to consider characters of rural settlement area, the directions of landscape control planning as an environmental planning, the structure of rural landscape, the process of rural landscape control planning, and its frameworks. Main viewpoints of landscape control planning in rural settlement are as follows; the using of regional resources, the harmony of surrounding environments, the harmony of natural ecology, locating of facilities, the development of new landscape material, maintenance of sequencing, symbolizing, unificating, and opening, the using of natural/regional materials, the using of waterfront, the making of stories.

        Village Renewal(Dorferneuerung) Policy Program in Germany, directly originated from Rural Beutification Movement between mid 18C and mid 19C, has several characteristics as follows. First, we can find out the planned approach in land use and settlement reorganization of Pillage Renewal Program. There are three ways to designate the planning area of the village rearrangement project in countryside. One is to designate the detailed B-plan district by urban plan for the village over some size defined legally. Another is to have a living space of settlement be contained in land allotment project area. In this case, residential areas of several villages related to agricultural land consolidation should be simultaneously designated as the project area. The last is only for the built environment focused on the living space. Second, the emphasis in German village encouragement program can be made on the integral approach through which sets of policy programs of the land allotment, the living environment improvement, the physical landscape management and the cultural resources conservation are intensively implemented together. Third, the bottom-up and community participation approach can be greatly stressed on the planning and implementation process, Community participation, subsidy application to local government by residents themselves, community consensus on architectural style and outdoor spatial form, etc. have been recognized as an effective strategy to accomplish the task of village activity promotion.
