        IMO introduced e-Navigation concept to improve the efficiency of ship operation, port operation, and ship navigation technology. IMO proposed sixteen MSPs (Maritime Service Portfolio) applicable to the ships and onshore in case of e-Navigation implementation. In order to meet the demands of the international society, the system implementation work for the Korean e-Navigation has been specified. The Korean e-Navigation system has five service categories: the S2 service category, which is a ship anomaly monitoring service, is a service that classifies emergency levels according to the degree of abnormal condition when a ship has an abnormality in ship operation, and provides guidance for emergency situations. The navigation safety module is a sub-module of the S2 service that determines the emergency level in case of navigation equipment malfunctioning, engine or steering gear failure during navigation. It provides emergency response guidance based on emergency level to the abnormal ship. If an abnormal condition occurs during the ship operation, first, the ship shall determine the emergency level, according to the degree of abnormality of the ship. Second, an emergency response guidance is generated based on the determined emergency level, and the guidance is transmitted to the ship, which helps the navigators prevent accidents and not to spread. In this study, the operational concept for the implementation of the Korean e-Navigation system is designed and the concept is focused on the navigation safety module of S2 service.

        As a sense of practical field, most researchers emphasize the importance of safety management to prevent marine accidents. The purpose of this paper is to develope a new safety evaluation method using Safety Index (SI) which is to measure the emotional feeling of navigation officer by traffic situations. In this study, the questionnaires with SI are used to investigate the degree of sensing levels of navigation officers according to the navigation situations. In addition, the traffic data obtained from AIS (Automatic Identification System) data are used to give actual situations in the questionnaire investigation. As results of questionaries investigations based upon the AIS data, it is shown that the Safety Index can be used as a criterion to determine the safety levels of ship navigating in a coastal areas.

        항만개발은 선박통항의 안전을 고려하여 계획되어야 한다. 따라서 해상교통 안전진단은 항만 개발계획 후 위험요소와 안전대책을 알아내기 위해 수행된다. 해상교통 안전진단의 선박조종 시뮬레이션은 실제 상황을 가상의 공간에서 재현하는 것이다. 재현을 위해 중요한 요소는 바람, 조류, 수심, 파랑, 안개와 같은 자연조건과 통항형태, 통항규제, 예선운용, 대상선박의 조종성능과 하중상태와 같은 통항조건으로 분류될 수 있다. 특히 통항조건의 통항형태에는 Target Ship방법과 Own Ship방법이 있으며 선박통항의 장애요인 파악과 안전대책 수립에 가장 중요한 요소이다. Target Ship방법과 Own Ship방법으로 각각 시뮬레이션을 수행한 결과 근접도, 제어도, 운항자의 평가에서 많은 차이가 있음을 확인하였다. 따라서 항만개발은 선박통항의 안전을 위해 Own Ship방법에 의한 선박조종 시뮬레이션의 결과가 고려되어야 한다.

        In near future, more congested and dangerous marine traffic environment due to the rapid marine traffics increase and ship handling difficulty by enlargement of ship size is predicted. In this paper, an navigation supporting system proposal made to enhance the safe navigation by providing the collision avoidance informations to the navigator via marine traffic environment assessment. Proposed navigation supporting system displays results of marine traffic environment assessment, degree of the dangers and gives reason of danger which is enhance situational awareness of navigator. For this purpose, results of marine traffic environment assessment which is obtained via real time assessment sent to the designated server and through the connection with navigation supporting system navigator being enable to see all those informations on the computer screen Navigator would utilize those information to make a decision in the difficult waterways and thus safe navigation could be enhanced.
