        본 연구는 한국 해군의 해난구조능력 향상을 위해 임무수행의 주요 수단이 되는 잠수체계를 개선하는 방안에 대한 연구이다. 특히 구조작전시 잠수체계별 임무 가능구역이 제한되는 문제를 해결하기 위하여 이동식 포화잠수 체계를 중심으로 연구를 진행하였다. 연구는 먼저 임무의 범위를 확인하였고, 기존 연구결과와 현용 잠수체계를 분석한 결과를 활용하여 이동식 포화잠수체계의 요구조건과 표준구성을 정리 및 제안하였으며, 이동식 포화잠수체계를 활용한 기존 잠수체계의 보완 및 개선 가능성에 대하여 군의 전략 선택 기법인적·가·용 판단에 따라 검토하였다. 또한, 도입방안에 대해서는 상용제품의 해외수입과 국내 개발로 구분하여 장·단점을 분석하고, 설치 및 운용방안에 대해서는 각 플랫폼별로 실효성을 분석하였다. 연구결과로 먼저, 200 m 이상에서 6명 이상의 잠수사가 약 17일 이상 포화잠수를 정상적으로 실시할 수 있도록 요구조건 및 표준구성안을 제안하였으며, 기존 잠수체계의 보완 및 개선 가능성에 대해서는 예비장비 공급 및 병행사용 등 다양한 보완이 기대되나 혼합기체잠수체계를 포화잠수체계로 개선하는 것은 경제성이 떨어졌다. 설치방안은 ATS-Ⅱ후속사업에서 이동식 포화잠수체계를 탑재가 가능하도록 제작하는 것을 제안하였으며 운용은 평시 교육 훈련 및 ARS 대체전력으로 사용하다 전시에 별도의 플랫폼에 탑재하여 추가적인 구조전력으로 활용해야 한다.

        The amount of Sea Casualty is increased by heavy sea traffic, increasing sea-borne cargoes, and superannuated vessels. This study analyzed the circumstance of ship salvage in Korean Salvage Units and management of Salvage Divers in Korea and other countries in order to make establishment of Ship Salvage Divers. This paper reputed the object, the necessity and the character of Ship Salvage Divers. For the purpose of study two parts are considered in order to analyze the environment of salvage divers(the circumstance of Sea Casulties and Ship Salvage). Under the present circumstance in Korea this development planning study may be restricted, but the effective planning to activate Korean Ship Salvage Diver is abstracted as follows; First, the political assistance of concerned government authority is needed. Second, establishment of new course, grade, certificate and licence for Salvage Diver is a Pre-requisite factor for the successful enactment. Third, establishment of Korean Ship Salvage Diving Center or School is strongly required.

        Sea casualties may happen in ship, cargo and the others concerned with sea transportation. : the shipo-wer, marine insurer and salvage company have been endeavored to compensate salvage award with some rule and regulation such as Marine Insurance Act, York Antwerp Rules and Average adjustment rules. Once sea casualties happened, the salvage contract is established between the owners, marine insurance and salvage company, the contract are divided into so many kinds of them. In this paper, we have an analysis on the character of the salvage contract whether the characteristic contents of them are in benefit to any party or not. In this connection with these positive or negative character of the contract, it is worthwhile to compare the actual salvage expenses contract with no cure no pay contract. LOF 1990 has been revised recently, which is based on no cure no pay, expecially, the special compensation, safety net clause of LOF 1990 could be understood in the view of the prevention of sea pollution and the preservation of sea circumstances in the world. Salvage has the complicated and quality, because the adjustment of almost salvage charges have been treated through the other sea casualties which is accompanied by and mixed with. Besides of the importance of salvage contracts, we are in need to understand that what the diversified character of salvage charges are. Furthermore the owners should carefully select the insured conditions on Hull Insurance according to the type of his company, operating ocean route, loading cargo and etc. In this paper, we would try to analyze the character of the salvage award such as General Average, Sue and Labour Charges and Particular charges. We would like to propose that the uniformed system of the salvage award. Compensation should be built up for the effective and efficient salvage operation and for reducing the claims and conflicts from the concerned parties. To this end, we could expect that the uniformed system for salvage award compensation will come to be the benefit of all owners, insurers, salvage company.

        The amount and quantity of sea casualities are increased by both an increasing sea-borne cargoes and heavy sea traffic. This paper analyzed the situation of Korean salvage company in order to activate on civilbasis, compared with the nature of common enterprises, and reported the object, the necessity, and the cha-racter of salvage company. For the purpose of this study, three parts are considered in order to analyze the environment of salvage company(the trend of sea casualties, sea-borne cargoes-passengers, ship tonnage/age) the effective planning to activate Korean salvage company are abstracted as follows : 1.the political assistance of concerned government authority. 2.the cooperation system of concerned business field. 3.the self-developing management of salvage company.

        According to the report prepared by Legl Committee of IMO, 1978, since the disaster of motor tanker Amoco Cadiz carrying approximate 220, 000 tons of crude oil was wrecked on the coast of France and damaged the largest oil pollution accident in shipping history, Legal Committee of IMO has studied and discussed a new Salvage Convention with assistance of CMI. CMI has prepared a new draft convention under the chairmanship of professor Erling Chr. Selvig and adopted it as a report of CMI to IMO in the 32 Internaltional Conference of CMI, Montreal, May, 1981. This paper has been written to study comparatively andinterprete the questions and/or considerations of the new draft convention by the delegates participated in the Legal Committee of IMO in particular on the private legal view of it. This Salvage Convention Draft has not yet been deliberated thoroughly to agreed the revisiion of the 1910 Convention in accordance with CMI Report 1981 until session 54, March 1985. Therefore this paper has been prepared in the light of the comments made at the Legal Committee in order to interpret the legal questions and contents of the new draft.
