        The purpose of this study is to examine the determinants of management performance in the remaining offshore fishing industry after the resource management-oriented fisheries structure improvement policy by the fisheries vessel buy-back program and Total Allowable Catch (TAC). The results of the analysis of the determinants of management performance of offshore fishing can be summarized as follows. First, based on the management performance determinant model of offshore fishing, it is confirmed that the government's resource-managed fishing structure improvement policy, such as the fishing boat reduction project and the TAC policy, is improving the management performance of the resource-managed remaining fishing boat. Second, looking at the specific management performance determinants based on the management performance model of offshore fishing, the leverage ratio (TLTA), which is the total debt ratio, shows a statistically significant positive (+) relationship with management performance, which increases management performance directly proportional to the leverage ratio. The increase in the leverage ratio (total debt ratio) was expected to lead to a high interest cost burden, resulting in a reverse (-) financial leverage effect; however, rather a positive (+) financial leverage effect occurred with a high profit covering interest costs. The total catch (TCATCH) has a positive (+) relationship with management performance at a statistical significance level of less than 1%, indicating that an increase in catch is improving or increasing the management performance of fishing companies. The selling price (UPRICE) shows a positive (+) relationship with management performance at a very high statistical significance level of less than 1%, and it can be seen that high fishing prices are a major factor in improving or increasing the management performance of offshore fishing. On the other hand, fishing vessel tonnage (TON), fishing vessel horsepower (RHP), and operating days (WDAYS), which indicate have a statistically significant negative (-) relationship with management performance, which deviates from the existing fisheries common sense that the size of fishing vessel tonnage and fishing vessel horsepower and the increase in the number of operating days is proportional to management performance. As a result of the increase in fishing vessel tonnage, horsepower, and the number of operating days, it was confirmed that the higher the fishing cost, such as oil costs, is worsening the management performance of fishing companies. Participation in TAC has a statistically significant positive (+) value with management performance, indicating that the remaining offshore fishing companies participating in TAC are improving or increasing management performance compared to offshore fishing companies that do not. Third, there are conflicting results depending on the industry as a result of estimating the management performance determinants of offshore fishing by TAC participation, and TAC participation had a negative impact on management performance in anchovy boat seine and southern west sea bottom trawl in fishing industry while TAC participation had a positive impact on management performance in large stow nets on anchor in fishing industry.

        The production of the North Korea fisheries industry has been steadily falling since it reached its peak in the 1980s. The production of thefisheries industry is an important indicator of the current status and changes in the North Korea fisheries industry as a whole. This study reviewed the production volume of the North Korea fishery and derived changes and characteristics of the North Korea fisheries from the standpoint of production changes. Changes in North Korea's fisheries industry in the situation of falling production are as follows. First, the production of capture fisheries has fallen sharply. Second, the production of seaweed farming increased. In particular, the production of kelp farming has increased rapidly since the 1970s. Third, North Korea is trying to diversify its production means to cope with the decline in production. The characteristics of the North Korea fisheries from the viewpoint of falling production are as follows. First, the proportion of seaweed aquaculture in the fishery output is excessively high. In particular, the proportion of kelp is high. Second, production facilities are concentrated in the East Sea. Third, there is little production of fish farming using deep-sea fishing and sea sponges. Fourth, the production of the fisheries industry is falling continuously in the long term.

        본 연구는 해양레저 분야로 귀어⋅귀촌한 청장년층들이 겪는 현실적인 문제점을 분석하여 해양레저산업을 통한 귀어⋅귀촌 활성화 방안을 제시하고자 수행되었다. 해양레저 귀촌인이 겪는 문제점과 해양레저 귀어⋅귀촌을 활성화 할 수 있는 방안은 무엇인가? 라는 연구 문제를 해결하기 위해 질적연구방법 중의 하나인 사례연구를 통해 연구가 수행되었다. 면담 대상자는 해양레저 귀촌인과 관련 분야 전문가를 선정하였다. 그 결과 도출된 문제점은 다음과 같다. 첫째, 어촌의 배타적 문화로 발생하는 어려움. 둘째, 초기 투자비용 마 련의 어려움. 셋째, 해양레저 귀어⋅귀촌 교육프로그램의 부족으로 나타났다. 이러한 문제를 해결하고, 해양레저산업을 통한 귀어⋅귀촌 활성화를 위해 제시된 방안은 다음과 같다. 첫째, 인센티브제도 도입을 통한 어촌 진입장벽 완화. 둘째, 귀어⋅귀촌 종합센터의 매칭 시스 템 구축. 셋째, 어촌의 유휴부지를 활용한 귀어⋅귀촌 촉진. 넷째, 어촌계의 선 투자 후 위탁운영 시스템 도입. 다섯째, 수산 분야 교육이 포함된 해양레저 귀어⋅귀촌 교육프로그램 구축. 여섯째, 해양레저 귀어⋅귀촌 인프라 구축으로 나타났다.

        This study aims to face common threats from the depletion of fish resources, the decline of production and employment as well as the increase of life risk in East Sea Rim countries, North Korea, South Korea, Japan and Russia due to the Chinese fishing fleets entering East Sea. The recent competition in fishing among fishing vessels and fleets of national origin operating in the East Sea has induced a significant change in the ecological landscape of the fishing fleets cluster while having influenced production and employment in the fishing industries of South Korea and Japan as well as life threat on the fishermen in North Korea. It seems that the population organizational ecological theory can be applied to this change. It can be seen as the isomorphism of the selection process over the exclusive economic zone (EEZ) to avoid the environment in which these North Korean fishing vessels are pushed against the Chinese fleet in the North Korean part of the East Sea. To resolve the fishery disputes or conflict in the common waters in East Sea, first of all, Chinese fishing fleets will be required to put international pressure so as to solve the unfairness of the illegal fishing and overfishing by the International Fishery Organization or the UN violations of the sanctions against North Korea selling fishing rights to China. Although it is not easy for South Korea to cooperate with North Korea in the short term, South Korea will be able to support the fishery infrastructure in North Korea in the mid- to the long-term to prevent the loss of innocent lives for their fishermen and to raise their incomes.

        Most of the literature on modern-day slavery focuses on women and children as victims of the sex industry. This disproportionate emphasis on sexual exploitation has resulted in conflation of the term trafficking with prostitution, which has led to an understanding of human trafficking issues as separate from other workplace abuses that amount to slavery. By exploring modern-day slavery in the Southeast Asian fishing industry, this paper may fill a research gap within the study of human trafficking as well as sharpen our awareness of slavery practices, not only in the sex industry, but also in workplaces like fishing vessels and seafood processing factories. This paper will argue that the proximity of modern slavery to sexual exploitation and the lack of differentiation between smuggling and trafficking crime has led to the ignorance of contemporary slavery practices in other sectors.
