In April 2015, the government of the Republic of Korea and the United States of America signed a new Nuclear Cooperation Agreement (NCA). Subsequently, in April 2016, the Nuclear Safety and Security Commission (NSSC) of the ROK and the Department of Energy (DOE) of the US signed the Administrative Agreement (AA) under the new Nuclear Cooperation Agreement. Accordingly, when Korea imports items subject to the Korea-US agreement, it is required to determine the inventory of imported agreement items and notify the United States of the inventory amount every year. In addition, when re-exporting an agreement item to a third country, prior consent of the original exporting country (USA) must be obtained. Nuclear companies that import items subject to the Korea-US Atomic Energy Cooperation Agreement must report their inventory to the government every year, but the standards and procedures for managing the inventory are not clearly stipulated in the national law. This makes it difficult for the government to verify the adequacy of the report submitted by nuclear companies, adding to the administrative burden on both the government and the companies. Accordingly, it is required for the government to establish and operate a system for history management system for import and export items subject to the agreement so that related information can be recorded and managed at each stage, such as first import of items to Korea, generation, disposal, and exports to third countries. This system provides history management functions such as initial import information record for items imported through import/export procedures according to administrative agreements, change of owned company due to domestic movement, deletion of inventory due to loss/disposal, deletion of inventory due to export or addition of inventory due to derived materials. Through this system, operators can easily manage agreement items, and the government can obtain reliable information on agreement items in close to real-time. In addition, when this system applies to exports of items subject to the agreement, the number of items subject to the agreement exported by Korea can be provided first so that the importing country can more quickly check the items subject to the agreement. It is expected to contribute to securing control of the items subject to the agreement and reducing concerns over nuclear proliferation.
History of Instream Flow Incremental Methodology (IFIM) Following the large reservoir and water development era of the mid-twentieth century in North America, resource agencies became concerned over the loss of many miles of riverine fish and wildlife resources in the arid western United States. Consequently, several western states began issuing rules for protecting existing stream resources from future depletions caused by accelerated water development. Many assessment methods appeared during the 1960’s and early 1970’s. These techniques were based on hydrologic analysis of the water supply and hydraulic considerations of critical stream channel segments, coupled with empirical observations of habitat quality and an understanding of riverine fish ecology. Following enactment of the National Environmental Policy Act (NEPA) of 1970, attention was shifted from minimum flows to the evaluation of alternative designs and operations of federally funded water projects. Methods capable of quantifying the effect of incremental changes in stream flow to evaluate a series of possible alternative development schemes were needed. This need led to the development of habitat versus discharge functions developed from life stage-specific relations for selected species, that is, fish passage, spawning, and rearing habitat versus flow for trout or salmon. During the late 1970’s and early 1980’s, an era of small hydropower development began. Hundreds of proposed hydropower sites in the Pacific Northwest and New England regions of the United States came under intensive examination by state and federal fishery management interests. During this transition period from evaluating large federal reservoirs to evaluating license applications for small hydropower, the Instream Flow Incremental Methodology (IFIM) was developed under the guidance of the U.S. Fish and Wildlife Service (USFWS).
우리나라 시설원예의 역사가 비교적 짧은 데 비하여 서양의 시설원예는 우리보다 오랜 전통을 가지고 있다. 서양에서 시설원예의 시작은 개인의 취미생활이나 미적 탐구 등에서 출발하였기 때문에 초기에는 식물재배의 한 방편으로 출발했다고 보아야겠다. 그 후 식물에 대해서 보다 심도 있는 연구가 이루어지면서 시설을 이용한 재배가 서서히 시작되었다고 생각된다. 따라서 시설원예의 상업적인 접근은 유럽의 경우에 19세기 초.중반부터 이루어졌는데 이 시기가 근세로 이어지면서 인구의 팽창과 산업의 발전이 급속히 이루어졌던 시기이기 때문이다.(중략)
경영이 생산 효율성을 높이기 위한 관리(Management)의 개념으로 시작되었듯이 제품디자인도 생산 효율성을 높이기 위한 방법으로 모더니즘(Modernism) 디자인으로부터 출발하였다. 기업의 경영의 목적은 이윤의 추구이며 기업의 제품디자인 또한 그렇다. 이러하듯 경영과 제품디자인은 공통점이 많다. 하지만 경영과 디자인의 시대적 발전 과정에 대한 연구는 많지 않다. 본 연구는 시대별 경영 전략에 대하여 살펴보고 같은 시대에 제품디자인 전략이 변화해 온 과정에 대한 비교를 통하여 경영 전략과 디자인 전략과의 연관성을 고찰해 보는 것을 목적으로 진행되었다. 비교 고찰의 결과 경영과 제품디자인은 시대별로, 사회, 경제, 기술, 문화의 변화에 따라서 깊은 연관성을 가지고 변화해 왔음을 인지할 수 있었다.
