        The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.

        Attention has been paid to the source term released after Chernobyl and Three Mile Island (TMI), which were the representative accidents of nuclear power plants, and has been studied several times in order to predict and evaluate radiation source term, which can be released in the event of a virtual accident. In particular, the impact of the accident was assessed on the basis of Deterministic Safety Analysis (DSA) and after the WASH-1400, the technology of the Probabilistic Safety Assessment (PSA) was introduced, supplementing safety by taking into account the existence of uncertainty. After the Fukushima accident, a SOARCA report was published to evaluate the specific classification of each type of accident, the realistic progress of the accident, and the leakage of radioactive materials. In this paper, the evaluation methodology and results of the source term of severe accident before and after the Fukushima accident were compared, and the evaluation methods applied to domestic nuclear power plants were compared. Prior to the Fukushima accident, the behavior of the accident and source term were evaluated for Loss of Coolant Accident (LOCA), which led to design based accidents, Total Loss of Feed Water (TLOFW) followed by Station Blackout (SBO) the results were compared to Chernobyl and TMI based on the resulting data to evaluate safety and reliability. After the Fukushima accident, the Interfacing System Loss of Coolant Accident (ISLOCA) and the Steam Generator Tube Rupture (SGTR), which is classified as containment’s bypass accident, were included for predictive assessment. This is due to the analysis that the risk of cancer and early mortality are affected. MACST facilities and strategies were added to domestic nuclear power plants, and accidents with a high core damage frequency were mainly interpreted. In addition, source term was evaluated with the addition of a Basement Melt-Through (BMT) accident that had not previously been considered as a focus. As a result of the comparison of source term evaluation, accidents can be caused by a number of unidentified problems, and Korea’s experience on Level 2 and 3 has not been accumulated, making it difficult to predict the results of source term evaluation or lack of reliability.

        This study aims to propose a conceptual design of information displays for supporting responsive actions under severe accidents in Nuclear Power Plants (NPPs). Severe accidents in NPPs can be defined as accident conditions that are more severe than a design basis accident and involving significant core degradation. Since the Fukushima accident in 2011, the management of severe accidents is increasing important in nuclear industry. Dealing with severe accidents involves several cognitively complex activities, such as situation assessment; accordingly, it is significant to provide human operators with appropriate knowledge support in their cognitive activities. Currently, severe accident management guidelines (SAMG) have been developed for this purpose. However, it is also inevitable to develop information displays for supporting the management of severe accidents, with which human operators can monitor, control, and diagnose the states of NPPs under severe accident situations. It has been reported that Ecological Interface Design (EID) framework can be a viable approach for developing information displays used in complex socio-technical systems such as NPPs. Considering the design principles underlying the EID, we can say that EID-based information displays can be useful for dealing with severe accidents effectively. This study developed a conceptual design of information displays to be used in severe accidents, following the stipulated design process and principles of the EID framework. We particularly attempted to develop a conceptual design to make visible the principle knowledge to be used for coping with dynamically changing situations of NPPs under severe accidents.

        인접 국가인 일본의 후쿠시마 원전에서 극한 자연재해로 인한 중대사고가 발생하면서, 국내에서 중대사고 및 확률론적 안전성 평가 (PSA, Probabilistic Safety Assessment)에 대한 중요성이 재인식되었다. 국내에서는 원전의 소외결말을 평가하는 3단계 PSA에 대한 연구개발이 최근까지 거의 이루어지지 않았다. 본 논문에서는 국외 3단계 PSA 전산코드 중, 미국의 MACCS2 (MELCORE Accident Consequence Code System 2), 유럽의 COSYMA (COde SYstem from Maria) 그리고 일본의 OSCAAR (Off-Site Consequence Analysis code for Atmospheric Releases in reactor accidents)에 대한 간략한 분석과 미국 의 MACCS2에 대한 단점 및 한계점 분석을 수행하였다. 국내·외 전문가들에 의해 공통적으로 지적되어 온 MACCS2의 한 계점은 다수호기사고와 사용후핵연료 저장조로부터의 방출 모사의 불가능, 그리고 대기확산모델을 단순 가우시안 플륨모델을 기본으로 한다는 것이며, 이중 일부는 MACCS2업데이트 버전을 통해 개선되어 왔다. Food chain 모델의 모사의 제한, 해양 및 수계 확산모델의 부재, 제한된 범위의 경제영향평가 등 또한 개선되어야 할 사항이다. 기술보고의 결과는 국내 3단 계 PSA 관련 기술 개발을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

        지난 2011년 3월의 후쿠시마 원전 사고시 원자로 건물에서의 연쇄적인 수소폭발이 발생하였을 때 관계 자들은 제1원전 4호기의 폭발에 더욱 놀랐었는데 이는 그 당시 4호기는 정기보수를 위하여 원자로내 모 든 핵연료를 저장조에 보관중이었기 때문이다. 저장조내 냉각수 유실로 노심에서 옮겨진 핵연료가 공기 중에 노출되어 수소가 발생하고 임계가 도달하였다면 더욱 심각할 수도 있기 때문이었는데 다행히 추후 에 양호한 냉각수 상태가 확인되어 우려할 상황을 피할 수 있었다. 본 논문에서는 후쿠시마 원전 사고를 계기로 국내 원자력 발전소내 핵연료 임시 저장시설의 안전성과 관련하여 중대사고 관점에서 검토해 보 고자 한다.
