기술 표준은 기술적 특성과 사양에 대한 일종의 사회적 합의로서 기술의 발달 과 함께 모든 산업에 걸쳐 존속되어 왔으며 최근에는 정보통신 기술의 발달과 함께 기술의 상호호환성을 제공하고 시장의 우위를 선점할 수 있는 전략적인 요소로 각광받고 있다. 이에 기술 표준 연구(표준화 연구)는 기술 표준의 채택 과정과 이로 인한 경제적 효과를 분석하여 이론적 및 정책적 함의를 도출하는데 그 의의가 있다. 그러나 기존의 연구에서는 기술 고유 의 가치와 상호호환성에 대한 고려가 부족하다는 점에서 기술 중심의 분석 결과를 도출하는 데 있어 구조적 한계를 드러낸다. 본 연구는 기술 네트워크 분석을 통해 도출한 기술 차별화 정도와 기업별 기술 선호도 함 수를 두 단계 게임 이론 분석 방법에 반영하여 새로운 기술 중심 표준 연구 방법론을 제공하는 것을 목적으로 하고 있다. 그 실증 사례로 사물인터넷의 무선 팬 기술을 선정하였으며, 본 연구 방법론을 통해 해당 시장의 기술 구조 및 표준 관련 함의를 도출하였다.

이 논문은 중국에 거주하는 조선족의 정체성 확립과 동질성 회복을 위한 인터넷 네트워크 구축방안을 살펴보았다. 중국의 이촌향도 현상으로 조선족들도 도시로 흩어지고 있으며, 점차 민족의 정체성을 상실해가고 있다. 이에 따라 흩어져있는 조선족간의 활발한 정보교류를 통한 정체성 확립을 위해 이들 간에 매개체 역할을 할 수 있는 인터넷미디어를 활용할 필요가 있다. 이를 위해 조선족 사회의 인터넷 인프라를 구축하여 미디어 활용기반을 조성하고, 나아가서 인터넷을 활발하게 이용할 수 있도록 교육과 지원을 고려해야 한다. 조선족의 인터넷 기반구축과 이용활성화를 위해서는 조선족 자체의 노력이 있어야 하지만 동시에 인터넷이 발전한 한국의 다양한 지원과 제도적 후원체계 마련이 필요하다.

Korea' s plant pest management is largely divided, depending on the area of occurrence, among 3 organizations including National Plant Quarantine Service (responsible for pests and diseases on imported and exported agricultural products), Rural Development Administration (responsible for pests and diseases on crops), and Korea Forest Service (responsible for pests and diseases on forest) and has experienced difficulty in plant pest identification, sharing information on pest occurrence and taking joint responses. In order to address the problem of independent system operated by each organizations and to effectively manage the pest and disease problem at home and abroad,’A Plant Pest Diagnosis Network System" was established to allow experts from NPQS, research institutes and universities to discuss freely and to exchange the images of pest and disease as well as information on the occurrence using the internet, and a pool of 113 experts responsible for Diagnosis of plant pest was formed. This system is in operation in 31 regional and branch offices of NPQS, 6 external organizations including National Institute of Agricultural Science and Technology, Korea National Arboretum and universities such as Seoul National University, University of Incheon, and Sangji University, and is very helpful in blocking the introduction of foreign pests, implementing countermeasures at an early stage and providing support for export of Korean agricultural products. Furthermore, this project will be further promoted, and plans to increase the number of participating organization in 2008 and 2009 and to expand the expert pool on pest and disease classification and identification, in order to improve it as "a national plant pest crisis management system" that can handle all issues including surveillance of plant pests and diseases at home and abroad, classification and identification, sharing of information, and pest control and prevention.

In this paper, I undertake the study of click fraud by Cases Analysis and Law Analysis. Click fraud is a type of fraud that occurs on the Internet search advertising in pay-per-click (PPC) when a person, automated script or computer program imitates a legitimate user of a web browser clicking on an ad. PPC advertising is an arrangement in which operators of websites display links from advertisers in exchange for a charge per click. Competitors of advertisers may wish to harm a competitor who advertises in the same market by clicking on their ads. Click-fraud perpetrators essentially pile up and burn their competitors’ marketing budgets in the one place they can attack them. The perpetrators do not profit directly but force the advertiser to pay for irrelevant clicks, thus weakening or eliminating a source of competition. Using a computer to commit click fraud is a felony. According to the Act on promotion of information and communications network utilization and information protection, etc in Korea, No one shall cause a trouble to an information and communications network purposely to interfere with stable operation of the information and communications network by sending a large amount of signals or data, letting the network process an illegitimate order, etc. Also according to the criminal act, Any person who interferes with another person’s business by damaging or destroying any data processor, such as computer, or special media records, such as electromagnetic records, or inputting false information or improper order into the data processor, or making any impediment in processing any data by other way, shall also be subject to the same punishment as referred to in paragraph. In this paper, I have described the concept; ‘letting the network process an illegitimate order’ and inputting false information or improper order.
