        This study aimed to examine whether overall English proficiency influences the relative predictive power of reading fluency and listening comprehension abilities in explaining the reading comprehension of Korean EFL learners within the simple view of reading framework, when the age factor is controlled for. One hundred sixteen eleventh-grade Korean high school students consisting of two highly distinct groups in general English proficiency―55 Most Highly Capable Students (MHCS) and 61 Capable Students (CS)―were tested on measures of reading fluency, vocabulary knowledge, listening comprehension, and reading comprehension. The findings indicated that reading fluency and listening comprehension abilities were significantly related to the reading comprehension of both MHCS and CS groups. However, the results from a series of hierarchical regression analyses revealed that while listening comprehension was a stronger predictor of reading comprehension of the MHCS group, it was reading fluency that explained more variance in comprehension of the CS group. Implications for reading instructions are discussed.

        The purpose of this study is to present underlying principles and criteria for designing and developing National English Ability Test (NEAT). To this end, this study presents 5 principles (i.e., Connection, Authenticity, Interactiveness, IBT Compatibility, Washback Effectiveness) which play guiding and controlling roles in developing and selecting item types appropriate for the listening and the reading test of NEAT derived from test usefulness (Bachman & Palmer, 1996). Also, it proposes 4 criteria (i.e., Complementarity, Integration, Pivotality, and Hierarchicality) which function levering roles in designing and developing the two tests of NEAT on the basis of the empirical data of the item analyses of Foreign (English) domain of College Scholastic Ability Tests (2005~2010 school year). Finally, it discusses some implications and applications of the principles and the criteria to a theoretical blueprint for establishing an item developing system and a test implementation system, setting up the criteria of validating item types, designing a modular type of test specifications, and specifying a complementary type of test specifications for the two ability-level listening and reading tests (the 2nd and the 3rd rank) of NEAT.

        The goal of this study was to explore foreign language learner anxiety and strategy use associated with English listening and reading. For the purpose of the study, 98 high school freshmen took the test designed to measure their listening and reading comprehension. The participants were also asked to respond to the questionnaire items constructed to measure their anxiety and strategy use in English listening and reading. For data analysis, correlation and multiple regression analyses were performed. The study found that the students’ listening and reading anxiety showed strong, inverse correlations with their listening and reading proficiency. The students’ listening and reading skills were found to be more influenced by anxiety than by strategy use. The findings of the study are presented and discussed in more detail. The pedagogical implications of the findings are also discussed, along with some suggestions for future research.
