In this paper, among the W-S-R relationship methods proposed by Lee, et. al., (2020) to produce rain-based rain information in real time, we tried to produce actual rain information by applying machine learning techniques to take into account the effects of wiper operation. To this end, rain sensor proposed the Graded Descent and Threshold Map method for pre-processing the cumulative value of the difference before and after wiper operation by utilizing four sensitive channels for optical sensors developed by Kim Byung-sik (2016) and using rain sensor data produced by five rain conditions in indoor artificial rainfall experiments. This method is the method of producing rainfall information by calculating the average value of the Threshold according to the rainfall conditions and channels, creating a Threshold Map corresponding to the grid 4 (channel) x 5 (thinking of rainfall information) and applying Optima Rainfall Intensity among the big data processing techniques. For the verification of these proposed findings, the application was evaluated by comparing the rainfall observations with the methods presented by Lee, et. al., (2020).
우리나라의 기후변화영향은 전 세계 평균보다 빠르게 진행되는 추세이며, 최근 기후변화 영향으로 도시에서의 재해는 대형화, 다양화, 일상화되고 있다. 따라서 국토해양부는 국토의 계획 및 이용에 관한 법률(3조)를 개정하여 도시계획을 통해 기후변화에 대응하고 풍수해를 저감하여 국민의 생명과 재산을 보호할 수 있는 근거를 마련하였다. 특히, 광역도시계획, 도시기본계획, 도시관리계획 수립지침을 개정하여 도시계획 시 재해 취약성 분석 결과를 반영하도록 제도화하였다.
본 연구에서는 자연재해(홍수, 가뭄, 폭염, 폭설, 강풍, 해수면상승) 중 홍수에 대한 기존의 취약성 분석 방법론을 개선하여 분석 결과를 시스템화하고, 이를 도시관리계획에 활용할 수 있는 방안을 제시하고자 한다.
본 연구에서는 Bayesian 통계기법을 이용한 비정상성 빈도해석모형을 토대로 외부 기상인자에 의한 변동성을 고려할 수 있는 계절강수량 예측모형을 구축하였으며, 낙동강유역내의 10개 관측소에서 관측된 37년간의 강수량 자료를 이용하여 연도별 여름강수량을 추출하고 이들 관측소의 여름강수량에 물리적인 영향을 미치는 기상인자로서 SST(sea surface temperature)와 OLR(outgoing longwave radiation)을 공간상관성을 검토
It is very difficult to forecast accurately a damage from the natural disasters which occurs frequently. If the significant weather event was forecasted one or two days ago, we will be able to minimize a damage from the severe weather event through the suitable prevention activities. It said that 2000's our country's total damages from the meteorological disasters was several trillion won(Park et al, a, b, 2005). Therefore, we analyzed the Korea Meteorological Administration(KMA) and television broadcasting's reports, information contents, and transmission system, an ex post facto valuation about typhoon Nabi which struck the Korean peninsula from September 5 to 7, 2005.
Through these investigations, we want to present the basic data to rises the application effect of disaster prevention meteorological information. We think KMA must present many information report to promote a citizen's understanding about the meteorological information and the serious disaster situation. And also we think the KMA and television broadcasting must present an advisable reports, the contents which is suitable to disaster response stages. And we must grasp the problem of disaster prevention meteorological information through an ex post facto examination, improve it effectively .
