진드기는 박테리아, 바이러스, 원생동물 및 균류를 포함한 다양한 병원체를 전달할 수 있는 감염병매개체이다. 진드기는 불리한 환경조건에 서도 생존할 수 있는 능력이 있으며, 흡혈이 필수적인 절지동물의 진화적 산물로써 비흡혈 기간이 장기간 지속되는 경우에도 생존이 가능하다. 특 히, 높은 온도와 낮은 습도 환경에서도 견딜 수 있는 수분 조절 메커니즘과 내열성의 생리적 특징은 진드기가 전 세계적으로 분포하도록 한 중요한 요인이다. 진드기의 침샘, 말피기관, 후장 그리고 뇌를 포함하는 여러 기관이 관여하는 물과 이온의 획득 및 배출은 복합적인 메커니즘에 의해 조절 된다. 진드기가 수분을 확보하는 주요 경로는 흡혈과정 또는 공기 중 수증기를 직접 포집하는 방식이며, 이와 더불어 진드기가 자연조건에서 맺힌 물방울을 직접 마시며 수분을 보충한다는 것이 최근 본 연구진의 연구를 통해 밝혀졌다. 물방울에서 획득된 수분은 진드기 침샘의 포도상 부위(유형 I) 또는 중장을 통해 체내로 흡수된다는 것이 형광물질 추적을 통해 확인되었다. 이 연구 결과는 진드기 방제 및 병원체 전파 억제를 위한 전략 개발에 새로운 방향을 제시하였다. 본 종설에서는 진드기 방제를 위한 잠재적 표적인 진드기의 수분조절 및 표피 배설의 생리적 메커니즘을 종합적으로 다 룬다.

흰점박이꽃무지 (Protaetia brevitarsis seulensis) 유충의 대체사료인 한약재 부산물 발효원인 유용미생물 (Effective microorganism, EM)과 느타리버섯 종균 (Oyster mushroom fungi, OM)을 비교하였다. 각 발효된 사료의 영양성분을 비 교한 결과, 조회분을 제외한 조단백, 조지방, 조섬유 함량이 OM 발효사료에서 높게 나타났다. 각 발효된 사료로 사육된 흰점박이꽃무지 유충의 영양성분을 비교한 결과 차이가 관찰되지 않았다. 각 발효사료별 흰점박이꽃무지 유 충의 생체중을 주별 비교 분석한 결과, 3주차 관찰시기부터 EM과 OM을 이용한 사료에서 흰점박이꽃무지 유충 평균중량이 유의하게 높았다. 유충 사육 시 생존율은 발효사료의 경우 동일하게 96.7%이나, 비발효사료의 경우 9.8%로 매우 낮았다. 본 실험결과, 흰점박이꽃무지의 생육에 먹이 원의 발효는 꼭 필요했으며, OM은 EM을 대체할 수 있는 흰점박이꽃무지 대체사료의 발효원으로 더 안정적이었다.

이 연구의 목적은, 대체복무제도가 대체복무요원의 양심의 자유와 인권을 보호하는 방향으로 운용되기 위해서 고려되어야 하는 인권 쟁점을 검토하고 제도의 개선 방안 을 모색하는 것이다. 현행 대체복무제도가 국제인권규범에 부합하는지를 검토하기 위 해서 심사기구의 독립성 및 공정성, 차별 금지, 공익성･비징벌성･민간성 요건 충족 여 부, 강제노동 해당 여부를 검토하였다. 그리고 대체복무요원 복무관리규칙의 주요 내 용 중 보수, 보호대원, 인권진단 및 고충처리, 실태조사를 비판적으로 검토하였다.

전통적인 소송절차만으로는 지식재산권에 관한 분쟁을 신속하고 효율적으로 해결하기 어렵다. 따라서 지역적 제한 없이 신속하고 포괄적인 결론을 도출할 수 있는 조정, 중재, 협상등의 대체적 분쟁해결제도(Alternative Dispute Resolution, ADR)가 지식재산권에 관한 분쟁을 해결하는 데에 적절한 수단이 될 수 있다. 그런데 지식재산 분야의 대체적 분쟁해결제도는 그다지 활성화되어 있지 않다. 비활성화의 원인은 두 가지가 있다. 첫째, 지식재산권에 관한 분쟁의 국제적 특성, 최근의 COVID-19 사태에도 불구하고 현재 국내 지식재산 분야의 대체적 분쟁해결제도는 기본적으로 조정기일에의 출석을 요구하고 있다. 둘째, 지식재산권에 관한 분쟁은 여러 지식재산권을 대상으로 하는 경우가 많을 것임에도 현재 국내 지식재산 분야의 대체적 분쟁해결제도는 지식재산 권별로 분쟁해결을 담당하는 기관이 파편적으로 나뉘어져 있다. 따라서 전면적인 온라인 분쟁해결 절차를 도입하고, 파편적으로 나뉘어져 있는 대체적 분쟁해결절차를 통합할 필요가 있다. 지식재산 분야에 고유한 대체적 분쟁해결제도는 행정기관이 주도하고 있는데, 행정기관 소속 위원회들인 산업재산권분쟁조정위원회, 한국저작권위원회 등은 일부 온라인 조정신청만을 허용하고 있을 뿐 대부분 온라인 분쟁해결절차를 갖추고 있지 않다. 한편 세계지식재산기구 중재조정센터(WIPO Arbitration and Mediation Center)는 온라인 분쟁해결절차로 eADR 서비스를 제공하고 있고, 미국의 Smartsettle 프로그램은 민간영역에서 온라인 분쟁해결절차 서비스를 제공하고 있으며, 캐나다의 Civil Resolution Tribunal은 경미한 사건에 대한 온라인 재판을 진행하고 있다. 위와 같은 외국의 사례를 참고하여, 통합적인 온라인 분쟁해결절차 플랫폼을 마련하여야 하는데, 시간과 비용 면에서 볼 때, 대한민국 법원 전자소송 프로그램을 활용하는 방법을 고려할 수 있다. 당사자들은 위 프로그램을 통해 조정신청을 하고, 행정 기관 소속 위원회가 그 절차에 따라 위 프로그램에서 조정절차를 진행하는 것이다. 한편 인공지능 기술의 도입 여부에 대해서는 특정 주제에 관한 빅 데이터를 조사, 수집, 분석하는 약 인공지능(Weak AI)은 활용될 필요가 있을 것인데, 이는 향후 기술발달 및 여건을 지켜보아야 할 것이다.

The Kra Canal is a mega-project that provide a new maritime route that would connect the Gulf of Thailand with the Andaman Sea, linking the Indian and Pacific Oceans. The idea of building the Kra Canal has widely gained attention from policy-makers, legislators, maritime activities, shipping and seaport operators due to advantages such as big cost savings, higher levels of safety and security, shortened distance and time compared to the voyage through the Straits of Malacca and Singapore. This waterway will likely challenge the present maritime business activities in ASEAN region. Therefore, the aim of this article is considering the pros and cons of the Kra Canal project to political, economic, sociological, legal, environmental, maritime security, and safety aspects by using the thematic analysis combined with PESETLM method. It is note that the new Canal will be beneficial for Vietnam in all aspects, especially maritime economy. Therefore, this article is pioneer research to a comprehensive analysis of the trend of the Vietnamese maritime industry awaiting to advantages of the Kra canal. Given the inherent strengths of the geographical features, the novel maritime business strategies are proposed to boost and reshape the Vietnam maritime economy, for instance the best policy to enhance co-operation and trade growth with other countries and regions; a variety of investigations of maritime business in strategy regions; enhancing Cai Mep - Thi Vai ports as hub port of Vietnam; the development of deep-water seaports and logistics services in Hon Khoai Island and long-term planning for main bunker compliance fuel supply or energy source for vessels; policies to enhance management and surveillance, and enforcement of the law, the innovation of administrative procedures in seaports, deep-water seaport electronic services, and electronic customs in the digital era.

Barley is an important cereal gain which is traditionally used in some nations of Asia and North Africa, and there has been growing interest in using barley as an ingredient in food due to their nutritional value and high content of phyto-constituents. However, no study report on comparative feed value between sprouted barley, cornflake and alfalfa hay. Therefore, in this study we aimed to evaluate the chemical composition, amino acid profile and mineral content of 6 day sprouted barley fodder (SBF) compared with cornflake and alfalfa hay using by AOAC method, as an alternative feed ingredient. Results showed that SBF had higher content of crude protein, acid detergent insoluble crude proteins and neutral detergent insoluble crude protein than alfalfa hay and cornflake; cornflake had higher crude fiber, neutral detergent fiber content than SBF and alfalfa hay; alfalfa hay had higher crude fiber, crude ash, acid detergent fiber, neutral detergent fiber and lignin level than SBF and cornflake. Also, significant differences were found on amino acid content among them (p<0.01). The most abundant amino acid in SBF was glutamate (123 g/kg DM), which is higher than in alfalfa hay (1.27%) or cornflake (1.58%). However, methionine (1.33%) and cysteine (1.53%) were the least abundant amino acids in SBF compared with cornflake or alfalfa hay. Furthermore, our study results exhibited that SBE comprise a good sources of minerals including ferrous (90.01 mg/kg) followed by zinc (20.50 mg/kg), magnesium (0.20 mg/kg) and sodium (0.03 mg/kg) as compared to cornflake and alfalfa hay. The present research findings, confirmed that the nutritional values of SBF are comparable to those of cornflake and alfalfa hay. Hence, SBF can be a better alternative feed ingredient for cornflake or alfalfa hay. However, feeding trials will be required to determine acceptability of SBF for ruminant production.

In order to replace sardine baits for octopus pot, an efficacy experiment to lure with alternative bait (fermented skate or chicken skin in artificial crab or northern clam) pots and sardine pot were conducted in a circular water tank. The soaking time of the sardine bait was divided into two categories: six days or less and seven days or more. The behavioral response of octopus to the artificial bait pots and sardine pot were investigated. In the comparison of the luring effects between pots with fermented skate inside artificial crab or northern clam and sardine pot, the pot with artificial crab + fermented skate had better results than the other pots in the section distribution (31.6%) and the number of times the pot was entered into (20.0%) (p > 0.05). In the comparison of the luring effects between pots with chicken skin inside artificial crab or northern clam and sardine pot, the pot with northern clam + chicken skin had better results than the other pots in the section distribution (22.6%) and number of times the pot was entered into (55.6%) (p < 0.05). The results were also better compared to those of pot with artificial crab + fermented skate. From these results, it seems that in the luring effect aspect, sardine bait can be replaced with artificial bait consisting of chicken skin inside northern clam.

헌법재판소는 양심적 병역거부자에 대하여 2018년 헌법불합치결정을 내리고, 같은 해 대법원은 전원합의체판결로 무죄판결을 선고하여, 양심적 병역거부자 문제는 법적 영역에서 대체복무제 도입의 입법영역으로 전환되었다. 이에 국회에서는 교정기관 등에서 36개월의 합숙근무를 내용으로 하는 대체복무법을 제정하여 2020년부터 시행된다. 대체복무법은 첫째, 양심심사에서 대체복무신청자에게 서면에 의한 소명자료를 제출하도록 하고 있어 사실상 입증책임을 신청자에게 전가하고 있고, 둘째, 대체복무기 간을 36개월을 규정하여 병역의무 기피에 대한 응보적 성격을 분명히 하고 있고, 셋째, 대체복무기관을 교정기관 등으로 한정하고 합숙을 요구하고 있다. 대체복무법은 대체복무제도의 중요한 세 가지 요소에서 모두 가중적 내지 중복적 규제를 가함으로써 병역의무의 대체라는 공익성과 양심의 자유라는 사익성 사이의 균형성이 붕괴되었다고 보아야 한다. 대체복무법은 과잉입법이라 할 것이므로 적어도 우선은 대체복무 기간의 단축과 대체복무기관에 사회단체를 추가하고 합숙이 아닌 출퇴근형태의 근무로 완화시킬 필요가 있어 보인다.
