본 계획은 고창의 경관농업을 특화시키고 사계절 축제를 개최함으로써 지역경제활성화를 도모하기 위하여 학원농장에 청보리테마파크를 계획하는 것이다. 대상지는 전라북도 고창군 공음면에 위치하고 있으며 면적은 692,000㎡이다. 본계획을 수행하기 위해 입지환경, 자연환경, 인문환경 분석을 토대로 기본구상안을 도출하고 기본계획을 수립하였다.본 계획은 대상지의 전국적인 지명도를 활용한 장소마케팅을 강화하고 연중방문객을 고려한 시설을 도입하였다. 축제방문객의 만족도 제고를 위한 인프라를 구축하였으며 유사테마파크와 차별화되면서 매력도가 높은 활동 및 시설을도입하여 계획하였다. 또한 다양한 경관농업을 소재로 사계절 축제를 개최하고 프로그램도 축제기간프로그램과 연중프로그램으로 구분하여 계획하였다.

The purpose of this plan is to improve Green Barley Theme Park in the Hagwon Farmland in order to revitalize the local economy by specializing the landscape agriculture in Gochang and by holding four-season festivals. The park is located in Gongeum-myeon, Gochang-gun and it covers an area of 692,000㎡. Before making the main plan, a basic plan was made based on the analysis results of local, natural, and human environments. In the primary plan, the ideas to strengthen local marketing by utilizing national recognition and the plan for facilities for tourists visiting throughout the year hae been included. It also contains a plan to establish an infra-structure which will increase visitors' satisfaction and plans to introduce more attractive and distinct activities and facilities than other similar theme parks. In addition, we have planned many year-round festivals based on the diverse landscape agriculture, dividing programs into festival programs and year-round programs.
