이 글은 시 도 교육청, 또는 학교 단위에서 산발적으로 이루어지고 있는 초등학 교 한자교육을 활성화하고 질적 수준을 제고하기 위한 교원 양성 방안을 논의한 것이다. 2009년 개정 교육과정의 창의적 재량활동 주제로 한자학습이 포함된 것 은 바람직한 일이다. 하지만 아직 국가 수준의 한자 교육과정도 마련되어 있지 않 은데다가 전문적인 한자교육을 받은 교원도 없어서 학교나 교사의 판단에 따라 개별적인 방식의 교육이 이루어지고 있는 실정이다. 지금까지 한자교육은 담임교 사가 담당하는 경우 외에 방과후학교 시간을 이용하는 경우가 대다수인데, 방과후 학교의 경우 교육을 담당하는 주체의 자격 기준이라든지 선발 방식이 자율에 맡 겨져 있다 보니, 수업의 질적 수준을 담보하기 어려웠던 것이 사실이다. 이 글에서는 이와 같은 현실을 종합적으로 고려하여, 교원의 전문성 제고, 교원 양성 체제와 방식의 표준화, 교원 연수 및 재교육 시스템의 구축 등 세 가지를 초 등학교 한자교육의 기본 방향으로 제시하였다. 또한 교원 양성의 방안으로는 교육 대학의 교육과정에서 한자(한문) 관련 교과목을 확대·강화하는 방안과 초등학교 정규교사의 연수 및 재교육을 통해 한자교육을 담당케 하는 방안, 그리고 사범대학에서 중등 한문과 교원 자격증을 취득한 자를 교과전담교사나 방과후학교 교사 로 활용할 것을 제안하였다. 이 세 가지 방안은 문제 해결 방식에 있어서 각각 양 성, 연수 및 재교육, 중등교원의 활용이라는 다른 차원의 성격을 지니고 있으므로 한자교육의 위상 변화에 맞춰 합리적으로 병행 또는 선택하여야 할 것이다.

This treatise has attempted to teacher-training scheme for activation and heightening of the chinese character education in elementary school. It’s a desirable that chinese character education is included in the extra-curricular activity on the amended curriculum of 2009. However the lack of chinese character education curriculum on the national level and the deficiency of educated the chinese character teacher has arbitrary educate children these days, in school or teacher’s judgement. It hold the most that used after school programs except educated by homeroom teacher until now, but after school programs have been difficult to achieve some hoped-for learning effect, for reasons of the credential criterion and selection was left to the discretion of school. Out of regard for these situation, I proposed the basic direction for the chinese character education in elementary school that is the improvements of teacher’s expertise, standardization of teacher-training system, and building of comprehensive teacher-training program in this article. And I proposed the provision that is strengthening of chinese character courses in College of Education, continuous training and retraining of elementary school teacher, and station men who managed to acquire a middle school teaching certificate in the after school programs for teacher-training.
