우수한 교원을 양성하는 일은 국가적인 과업이 아닐 수 없다. 따라서 우수한 예비교사 인력을 확보하고 교육시키며, 임용제도를 개선하기 위해 정부에서는 많은 노력을 기울여 왔다. 그럼에도 아직도 예비교사 과잉공급, 프로그램의 전문성 미흡, 교원의 현장 적응력 부족, 미흡한 교수 확보, 교육여건 및 지원체제 미흡 등 숱한 문제가 제기되고 있다. 이러한 문제를 해결하기위해 그 동안 양성체제 개편에 관한 여러 방안들이 제시되었으나 아직도 논의 과정에 있는 것들이 많다. 앞으로 중등교원 양성교육의 발전을 위해서는 교육기간을 연장하고, 목적형과 개방형을 절충한 경쟁적 시스템을 구축하는 동시에, 임용 개선을 비롯한 관련 교원정책 추진이 필요하다. 이러한 방향 아래 양성인원 자율 조정, 프로그램의 특성화·전문화 강화, 교육실습 강화, 우수 교수요원 확보, 그리고 교육여건 개선 등이 지속적으로 이루어져야 할 필요가 절실하다.

In order to improve the teacher education program, the Ministry of Education, Science & Technology have carried out several improvement efforts. Nevertheless, many pending problems have been raised such as mismatch of demand & supply of prospective teachers, deficiency of professional program, shortage of professors, poor educational conditions etc. It is necessary to extend training period from present four years to six years, and building up of competitive system through objective & open basis. And also, it is urgent to implement, pertinent demand & supply of prospective teachers, enforcement of professional program & specialization, and strengthening the training practices, And it is inevitable to acquire pertinent recruitment of as well as improvement of education facilities and media.
