새로운 정부가 들어서고 정권이 교체되면 정부의 모든 정책은 혼조양상을 보인다. 정치와 경제의 난제를 해결하는 방안을 제시하기는 어렵지만 사회문제를 파악해서 복지국가의 초석을 다지는 것은 매우 중요하다. 우리 사회의 커다란 문제는 첫째 정치와 경제의 부조화이다. 국민의 정치수준은 소셜 네트워크(SNS)의 발달에 따라 특정인을 통한 대의정치 보다는 국민스스로가 정치인으로 참여하고 커뮤니케이션을 이루고자 하는 속성을 갖는 반면 경제는 부익부 빈익빈을 낳고 있어 평등과 분배의 문제가 대두된다.둘째는 자본주의 변화를 예고하고 있다는 것이다. 기업이 이윤을 위해 존재하는 것은 당연하지만 이제는 경제와 경영이라는 이익구조 보다는 사회 환원이라는 사회적 기업 형태의 정치, 경제, 경영, 문화 등이 융합되는 시스템으로 급변하고 있다.구체적으로 저출산․고령화문제, 여성 및 장애인 문제, 보육에서 교육 및 청년실업의 문제에 이르기까지 사회서비스정책은 현재 우리사회의 총체적 문제의 실마리를 풀 수 있는 키워드라고 할 수 있다. 특히 사회복지 영역에서 가족, 국가와 시장 간의 역할이 어느 때보다 중요한 시기에 공공과 민간의 참여를 유효적절하게 유도하는 사회서비스정책의 효율성과 효과성은 매우 중요하다. 아울러 복지시장의 개방은 경제상황의 새로운 변수로 등장하면서 복지수요와 함께 경제․사회적 위험에 대한 보조기능의 역할은 보건의료 및 복지서비스의 영역으로 확대되었다. 국가의 역할은 사회서비스를 통한 사회적 지출을 늘리면서 경쟁력이 취약한 보건의료복지 분야에 예산을 대폭 투입하여 일자리 창출과 사회보험제도의 효율화와 적용확대를 위한 제도개선 및 저소득층의 삶의 질 개선에 사회서비스 공급을 확대해야 할 것이다. 새로운 복지 패러다임으로 이용자의 다양한 복지 욕구를 충족하기 위한 사회서비스사업이 확대되어야 한다.따라서 사회서비스 공급인력은 풍부한 보건의료복지 영역의 전문가를 활용하고 민간단체의 참여를 적극 유도하여 새로운 일자리를 창출하면서 비공식 부문의 고용을 공식화하고 여성의 경제활동을 장려하는 사회서비스분야는 경제발전에 기폭제가 될 것이다.

A transfer of political power and the appearance of a new government are likely to throw every national policy into confusion. Although it's a quite tough task to find solutions to serious political or economic problems, there should be continuing efforts to keep track of major social issues to build a welfare state.One of the biggest problems in our society is discrepancy between politics and economy. The development of SNS has fueled the improvement of people's sense of politics. Today's people want to participate in politics and communicate with one another instead of merely relying on representative politics through a few of particular people. On the contrary, however, the gap between the rich and the poor is getting bigger and bigger. Indeed, there is a problem of equity and distribution.Another serious problem is that the change of capitalism is anticipated. It's natural that an enterprise's reason of being is to create profit, but a new system is now being created, which incorporates all the politics, economy, management and culture, and social enterprises that return some of their profits to society are one of good examples.Social service policies are comprehensive of all kinds of problems such as low birth rate, aging, women's problems, people with disabilities, childcare, education and youth unemployment, and these policies can be defined as a keyword that could give a clue on how to remedy the situations.In the field of social welfare, the roles of family, nation and market is more important than in the past, and social service policies should be efficient and effective enough to stir up the participation of the public and private sectors. The opening of the welfare market is emerging as one of new variables to possibly affect national economy, and there is now growing demand for welfare in the area of health care as well.The government should put more efforts into social service and make a large investment in uncompetitive health and medical welfare to boost job creation and the efficiency of social insurance programs, and it should offer more social services for the low-income classes to improve their quality of life at the same time. That is, the government should push ahead with more social service projects to create a new paradigm of welfare to satisfy diverse user needs for welfare.To secure social service providers, plenty of experts in health and medical welfare should be utilized, and private organizations should actively be stimulated to take part in this field. The field of social service will serve as a catalyst in economic development in that it could make a contribution to job creation, turning informal employment into formal employment and women's economic activities.
