본 계획은 백두대간의 생태 및 문화를 체험할 수 있는 테마공원을 조성하고 백두대간의 통합적 관리와 연구를 위한 거점을 확보하고자 하는 것이다. 계획 대상지는 백두대간의 남단인 지리산 자락의 전라북도 남원시 주천면 일원으로 474,709㎡의 규모이다. 계획은 다음과 같은 사항을 고려하여 수립하였다. 첫째, 생태적 측면에서 백두대간의 보전 문제와 상충되지 않으며 환경 파괴가 최소화되는 적지를 선정하였다. 둘째, 경제적 측면에서 수익의 지속성과 유지관리비용의 적정성을 유지할 수 있는 시설을 도입하였다. 셋째, 중심적 측면에서 백두대간에 대한 통합적 연구 및 관리를 위한 중심공간으로서의 기능을 확보할 수 있는 시설을 도입하였다. 본 생태·문화공원이 지리산 통합문화권의 개발을 촉진하며 지리산 주변 농촌으로 지역경제 활성화의 파급효과가 확산될 수 있도록 백두대간의 생태·문화자원을 전시하며 직접 체험할 수 있는 시설을 선정하였다. 또한 교육·관광·휴양 및 오락성을 동시에 지니는 복합 공간으로 조성하여 다양한 연령과 계층이 참여할 수 있도록 하였다.
The purpose of this plan is to create a theme park in which experience the ecology and culture of Baekdudaegan. And it will make a lodgment for the integrated management and studies of Baekdudaegan. The subject area is 474,709㎡ in Jucheonmyeon, Namwonsi, Jeollabukdo, on the foot of Jirisan(Mt.) at the southern end of Baekdudaegan. The plan was established in consideration of the following: Firstly, in the ecological aspect, it was selected a suitable area which does not conflict with the conservation problem of Baekdudaegan and by which the environmental destruction will be minimized. Secondly, in the economical aspect, it was introduced facilities which can maintain the sustainability of the profits and the appropriateness of their maintenance and management costs. Thirdly, in the aspect of the centeredness, it was introduced the facilities to secure the functions as a central space for the integrated studies and management of Baekdudaegan. Selected facilities can exhibit, directly experience, ecological and cultural resources of Baekdudaegan, so that, through park can promote the development of Jirisan integrated cultural zone, and spread the spill-over effect of the activation of the local economy to the farming areas around Jirisan. And it was creating a complex space which has educational, tourist, recreation and amusement attractions. And all ages and of diverse social strata can participate in it.
