청소년의 비행과 일탈은 세대를 거듭하며 변화하고 다양해지고 있기에 소년범에 대한 입법적 개선은 꾸준히 제기되고 있다. 최근에는 소년범의 범죄가 학교폭력 뿐만 아니라 성인범 못지않게 잔인화, 흉포화, 집단화, 지능화됨에 따라 보호관찰, 수강명령, 사회봉사, 선도조건부 기소유예의 문제점, 교정 보호와 지역사회 교정에 대한 관심 부족, 소년범들에 대한 관리 취약, 재범율 증가에 대한 문제점이 발생하고 있다. 소년범은 범죄소년 뿐만 아니라 소년들이 일탈된 행동을 포함한다. 불행하게 소년범은 점점 더 증가하고 있고, 범죄율은 심각한 정도로 높아졌다. 2007년 소년법의 개정에도 불구하고 여전히 소년법은 많은 개정을 준비중이다. 현재 다양한 분야에서 소년범들에 대한 연구가 진행중이며, 교도소, 교정기관과 보호제도에 관심을 갖기 시작하였다. 앞으로 소년범들의 범죄율을 줄이기 위해서는 소년교도소, 교정기관, 보호제도가 성공적으로 운영되고 상호 보완, 정보를 공유할 때 이상적인 교정보호기관이 될 수 있다. 따라서 본 연구에서는 소년범들의 재범율을 낮추고, 원활한 사회로 복귀할 수 있도록 하는 소년범의 교정보호정책의 현황과 문제점을 알아보고, 교정보호정책이 연계할 수 있는 방안에 대해 제시하고자 한다.

Juvenile delinquent can be defined as not only a punishable crime but also a deviant social behavior out of the principle which the adolescents are expected to do, even though it is not applicable to essential conditions for a crime. Unfortunately, Juvenile delinquent are showing volcanizing and age-lowing more and more, we dare say it as seriously problems in its degree. Moreover, Juvenile delinquent for legislative improvements that are still weak and there are many problems despite of several rounds of revision improvement. Juvenile delinquent within the meaning of the sociology are acts that encompasses both minor delinquency and status offenses. Criminal penalties as well as an act that is expected to include deviant behavior outside the norm. In general, juvenile delinquent compared to adult offender appears to be a big effect in the treatment within the society. This study examined how a partnership between juvenile delinquent prison, correction and probation can reduce recidivism, improving way of thinking of dividing institutional prison, corrections and probation Many people take interests in new juvenile delinquent prison, correction and probation system. because for the future, when these prison, correction and probation system of young offender operates successfully, we can forest that they will reduce crimes of Juvenile delinquency.
