전세계적으로 북극과 남극을 포함한 극지에 대한 관심이 높아지고 있 다. 북극과 남극은 비단 항로의 이용을 통한 경제적 효과 뿐만 아니라 생물다양성, 환경보호, 군사 지리적 이점, 과학 연구 등 다양한 분야에서 그 가치가 높아지고 있다. 이러한 가운데 국제사회는 다양한 협약과 조 약을 통해서 극지역에 대한 활동을 규정 및 규제하고 있으며, 각 국가들 도 자국의 이익을 위해 극지활동에 관한 법률을 개별적으로 제정하여 법 적 기반을 마련하고 있다. 한국은 지난해 10월 발효된 극지활동진흥법의 제정을 통해 해당지역에 대한 활동의 법적 기반을 만들어 적극적인 활동 을 추진하고자 하고 있다. 본 논문은 극지 관련 국제 조약 및 규정들을 살펴보고, 이를 기반으로 한국의 극지활동진흥법을 분석 및 평가하고자 한다.

Interest in polar regions is increasing worldwide. The Arctic and Antarctic are increasing in value not only in economic effects through the use of maritime routes, but also in various fields such as biodiversity, environmental protection, military geographic advantages, and scientific research. Meanwhile, the international community regulates and stipulates polar activities through various agreements and treaties, and each country also establishes a legal basis by individually enacting laws on polar activities for its own benefit. Korea is trying to promote its activities by establishing a legal basis for activities in the region through the enactment of the Polar Activity Promotion Act, which took effect on October 2021. This paper examines international treaties and regulations related to polar regions and evaluates Korea's Polar Activity Promotion Act based on such findings.
