본 연구는 자유주의 국제질서의 변화를 유발하고 있는 미-중 전략경쟁 속에서 미국과는 전통적 안보 관계를, 중국과는 중국의 경제적 부상과 함께 상당한 수준의 경제적 상호의존 관계를 형성하고 있는 한국과 유럽 연합이 경제안보 영역에서 공동 대응을 통해 협력의 가능성을 모색하는 것을 목적으로 한다. 미-중 전략 경쟁의 심화와 코로나19 팬데믹으로 인 한 2차 세계대전 이후 형성되어온 자유주의 국제경제질서를 흔들고 있 다. 그동안 세계화로 인한 상호의존의 확대를 통해 세계경제의 성장을 견인해온 글로벌 공급망은 역으로 상호의존성으로 인한 취약성을 무기로 국가 경쟁력을 약화시키고 국가 안보의 위협요인으로 등장하며 경제안보 논의의 중심에 서고 있다. 이렇게 경제안보의 범위는 글로벌 공급망 (supply-chain) 불안, 디지털·기술혁신 분야의 무한 경쟁 등 다양한 영 역으로 확산되고 있다. 유럽연합은 개방된 전략적 자율성 개념을 통해 안보와 방위를 넘어서는 무역과 산업, 디지털화, 기후변화, 보건 등의 의 제를 우선순위로 설정하며 포괄적으로 접근하고 있다는 점에서 한국과의 협력 가능성을 모색했다.

This study examines the possibility of cooperation between ROK and European Union in the area of economic security. They are facing economy-security dilemma given the fact that they share the traditional security relationship with the United States and a significant level of economic interdependence with China along with China's economic rise amidst the US-China strategic competition. The increase in protectionist tendencies due to the intensifying competition between the US and China and the COVID-19 pandemic is threatening the liberal international economic order since World War II. The global supply chain, which has been driving the growth of the world economy through the expansion of interdependence due to globalization, weakens national competitiveness by using vulnerability due to instrumentation of interdependence, and emerges as a threat to national security, standing at the center of economic security discussions. have. In this way, the scope of economic security is spreading to various areas such as global supply-chain instability and unlimited competition in the digital and technological innovation fields. This study identifies the modes and areas of cooperation between ROK and the EU by exploring the concept of open strategic autonomy of the EU‘s prioritizing agendas such as trade and industry, digitalization, climate change, and health that go beyond security and defense.
