이 연구의 목적은 뉴질랜드 웰빙 예산의 목표와 효과를 탐색적으로 분 석하는 것이다. 문헌분석 방법을 활용하여 웰빙 예산의 도입과정, 프레임 워크, 예산목표, 예산항목을 살펴보고, 웰빙 예산의 목표달성 정도에 따 른 효과성을 탐색적으로 파악하기 위해 웰빙 예산 도입 전후의 변화를 정부 통계 데이터를 통해 확인하였다. 분석 결과, 뉴질랜드는 2019년부 터 현대 국가에서 최초로 공식 예산 명칭에 ‘웰빙’이라는 용어를 사용하 였고, 생활 수준 프레임워크에 기반하여 5대 예산목표(정의로운 전환, 신 체적·정신적 웰빙, 노동의 미래, 마오리족과 태평양 지역주민, 아동 웰빙) 를 달성하고자 웰빙 예산의 연속성을 구현하여 왔다. 5대 예산목표의 달 성 효과는 아직 미약하나, GDP가 아닌 웰빙을 예산 수립의 궁극적 목적 으로 천명하였다는 점에서 웰빙 예산은 의의를 가질 수 있다. 생활 수준 프레임워크 개발, 지역과 마을에서의 주민참여예산제를 통한 사회연대, 예산의 주무부처가 아닌 모든 부처가 동등한 지위에서 협업을 통한 예산 수립 등 한국형 웰빙 예산 개발에 대해 제언하였다.

The purpose of this study is to analyze the goals and effects of New Zealand's wellbeing budget. Using the literature analysis method, we looked at the introduction process, framework, budget goals, and budget items of the wellbeing budget, and used government statistical data to identify the effectiveness of the wellbeing budget. As a result of the analysis, from 2019, New Zealand became the first modern country to use the term 'wellbeing' in its official budget name, and based on the framework, five budget goals(just transition, physical and mental wellbeing, future of work, Māori and Pacific residents and child wellbeing, continuity of the wellbeing budget has been implemented. Although the effect of achieving the five budget goals is still weak, the budget can be meaningful in that it declares wellbeing, not GDP, as the ultimate goal of budget. Suggestions were made for the development of a Korean-style wellbeing budget.
