이 연구는 1987년 민주화 이후 한국사회에 고착된 절차적·대의적 민주 주의의 한계를 확인하고, 실질적 민주주의의 실현을 위한 제도적 방안으 로 기본소득을 제안하는 데 목적이 있다. 이를 위해, 안토니오 네그리 & 마이클 하트가 제시한 ‘역능’과 ‘공통적인 것’을 통해 구체적으로 접근한 다. 이들이 제시한 ‘역능’은 근대적 가치의 척도 너머에(beyond measure) 있기 때문에 측정되지 않는 잠재력이다. 이는 구성원들의 자존감을 회복 하고 자율적 삶을 구성해나가는 힘이다. 그리고 다양한 형태의 사회적·자 연적 재산인 ‘공통적인 것’은 사적인 것과 공적인 것 간의 전통적인 분할 관념에 소유권을 결합하는 낡은 대립을 허물고, 구성원들의 소통과 협력 을 형성할 기초이다. 이러한 ‘역능’은 실질적 민주주의를 실현하기 위한 구성원들의 역량이 된다. 그리고 그 ‘역능’의 토대임과 동시에 결과물인 '공통적인 것'은 기본소득을 이해하기 위한 정치철학적 개념으로 볼 수 있다. 그러므로 이 연구는 ‘역능’과 ‘공통적인 것’을 통해 한국사회의 실 질적 민주주의를 실현하기 위한 토대로써 기본소득을 제안하는 것에서 의의를 찾을 수 있다.

This study aims to propose basic income as an institutional method for realizing real democracy after confirming the defects of procedural and representative democracy that have been fixed in Korea since democratization in 1987. To this end, it is specifically approached through the 'powers' and 'the common' suggested by A. Negri & M. Hardt. The 'powers' they presented is an unmeasured virtualities because it is beyond measure of modern value. This is the capability to restore the self-esteem of members and constitute their autonomous lives. And 'the common', which is various forms of social and natural wealthy, is the basis for forming communication and cooperation among members, it breaks down the old opposition that combines ownership with the traditional idea of division between private and public. This 'powers' becomes the capability of members to realize real democracy. And 'the common', which is the basis and result of that 'powers', can be seen as a political and philosophical concept for understanding basic income. Therefore, this study is meaningful in proposing basic income as the basis for realizing real democracy in Korea through 'powers' and 'the common'.
