이 연구는 광역자치단체 조례 비교 분석을 통해 가족돌봄 청년 지원 조례 개정 방안을 도출하기 위함이다. 이를 위해 국가법령정보센터의 자 치법규시스템 자료를 활용하여 전국 11개 광역자치단체의 ‘가족돌봄 청 년 지원 조례’를 비교하였다. 조례 비교를 위한 분석틀로서, 규범적 타당 성 체계에 해당하는 권리성(조례의 목적지향성, 자치단체장의 책무성), 적용대상의 보편성, 급여종류의 포괄성, 자치단체장의 재정책임성과 규범 적 실효성 체계에 해당하는 전달체계의 책임성 및 통합성, 인력의 전문 성을 활용하였다. 분석 결과, 광역자치단체마다 차이가 있음을 확인하였 다. 분석결과를 기초로 한 조례 개정 논의로서, 주민의 권리 규정 신설, 자치단체장의 책무성과 재정책임성에 대한 임의규정을 강행규정으로 변 경을 제안하였다. 본 연구를 통해 가족돌봄청년의 삶에 대한 사회적 관 심이 제고되고, 사회복지조례에 관한 비교 연구가 활성화되기를 기대한 다.

The purpose of this study is to derive proposals for the amendment of ordinances supporting young carers through a comparative analysis of local government ordinances. To achieve this, data from the National Law Information Center's Local Legislation System was utilized to compare the 'Young Carer Support Ordinances' across 11 metropolitan local governments. The framework for ordinance comparison employed concepts of normative validity, encompassing rights orientation (the purposedriven nature of the ordinance, the responsibility of the head of the local government), universality of the target group, inclusiveness of benefits types, and the financial responsibility of the head of the local government; as well as concepts of normative effectiveness, including the responsibility and integration of the delivery system, and the professionalism of personnel. The analysis identified variations among the metropolitan local governments. Based on the findings, the study suggests the introduction of new regulations on residents' rights and the transformation of discretionary provisions into mandatory provisions regarding the responsibilities and financial obligations of the head of the local government. Through this research, it is hoped that social awareness about the lives of young carers will be enhanced and comparative studies on social welfare ordinances will be invigorated.
