        The IMO Standard Marine Communication Phrases (SMCP) has been established purposely to enhance the greater safety of vessel’s navigation by standardizing the language used among seafarers. However, accidents are still occurred due to communication failures among onboard merchant vessels’ crews. It is worth mentioning that the major cause of marine accidents is human error (80%) where one-third from it was due to communication failures. Ineffective communication, different culture and language among seafarers onboard are some instigators of human error that lead to accidents in marine operations. Therefore, the primary aim of this paper is to investigate and evaluate the causal factors that contributes to communication failures onboard merchant vessels. Then, this paper recommends possible solutions for minimizing the communication failures among seafarers. To achieve this research objectives, two decision-making tools which are the Analytical Hierarchy Process (AHP) and Evidential Reasoning (ER) was applied. Data and judgments are obtained from domains experts from four marine training providers and eight shipowners in Malaysia. The result has shown that lack of SMCP knowledge, prejudice and dialect varieties are the most significant factors that contribute to the communication failures onboard merchant vessels. Few suggestions and opinions from the experts are proposed in this paper. This research can assist marine training providers and shipowners to identify and evaluate the causal factors of communication failures thus corrective action can be taken.

        The world is becoming overwhelmed with widespread diseases as antibiotic resistance increases at an alarming rate. Hence, there is a demanding need for the discovery and development of new antimicrobial drugs. The ocean is gifted with many organisms like phytoplankton, algae, sponges, cnidarians, bryozoans, mollusk, tunicates and echinoderms, which are known to produce a wide variety of bioactive secondary metabolites with pharmacological properties. Many new therapeutic drugs have emerged from marine invertebrates, although the large algal community is yet to be explored. The bioactivity possessing secondary metabolites of marine algae include polyphenols, phlorotannins, alkaloids, halogenated compounds, sulfated polysaccharides, agar, carrageenan, proteoglycans, alginate, laminaran, rhamnan sulfate, galactosylglycerol, and fucoidan. These metabolites have been found to have great antimicrobial activities against many human aliments. Studies show that the algal community represents about 9% of biomedical compounds obtained from the sea. This review looks at the evolution of drugs from the ocean, with a special emphasis on the antimicrobial activities of marine algae.

        The punctuality of containerships has become the prevalent issue in container liner shipping operations, as the on-time arrival of a containership at the next port of call is paramount. When a delay occurs at the previous port of call, it may also cause a delay at the next port of call. This paper proposes a departure punctuality model of analysis. This model employs a Fuzzy Rule-Based Bayesian Belief Network (FRBBN) for predicting the departure punctuality of a containership. To ensure the reliability of the model, two containerships were tested. The results show that the prediction values from the model are between 95.6% and 99% accurate provided that no tactical strategy is implemented during the voyage. In addition, the most significant factors that determine the punctuality of departure were found to be punctuality of arrival at the same (base) port prior to departure, dangerous events and other unexpected delays during the port stay. It is expected that this model is capable of helping researchers and practitioners to understand the influence of the dynamic environment and to make predictions on the departure punctuality of containerships.

        The recent updates of the North Ecliptic Pole deep (0.5 deg2, NEP-Deep) multi-wavelength survey covering from X-ray to radio-wave is presented. The NEP-Deep provides us with several thousands of 15 μm or 18 μm selected galaxies, which is the largest sample ever made at these wavelengths. A continuous filter coverage in the mid-infrared wavelength (7, 9, 11, 15, 18, and 24 μm) is unique and vital to diagnose the contributions from starbursts and AGNs in the galaxies out to z=2. The new goal of the project is to resolve the nature of the cosmic star formation history at the violent epoch (e.g. z=1{2), and to find a clue to understand its decline from z=1 to present universe by utilizing the unique power of the multiwavelength survey. The progress in this context is brie y mentioned.

        We obtain the first complete CCD light curves (LCs) of the contact binary AP UMi in the VRI bands and analyzed them by means of the PHOEBE code. A spotted model is applied to treat the asymmetry in the LCs. The LC morphology clearly shows the O’Connell effect and the solution shows an influence of star spots on both components. Such effect of star spots is common between the RS CVn and W UMa chromospherically active stars. Based on the obtained solution of the LCs we investigate the evolutionary state of the components and conclude that the system is a pre-intermediate contact binary (f = 0.29) with mass ratio q = 0.38, and it is an A-type W UMa system where the less massive secondary component is cooler than the more massive primary one.

        A data simulator and reduction package for the Devasthal Optical Telescope Integral Field Spectro- graph (DOTIFS) has been developed. Since data reduction for the Integral Field Spectrograph (IFS) requires complicated procedures due to the complex nature of the integral spectrograph, common reduc- tion procedures are usually not directly applicable for such an instrument. Therefore, the development of an optimized package for the DOTIFS is required. The data simulator observes artificial object and simulates CCD images for the instrument considering various effects; e.g. atmosphere, sky background, transmission, spectrograph optics aberration, and detector noise. The data reduction package has been developed based on the outcomes from the DOTIFS data simulator. The reduction package includes the entire processes for the reduction; pre-processing, at-fielding, and sky subtraction. It generates 3D data cubes as a final product, which users can use for science directly.

        Polarbear is a ground-based experiment located in the Atacama desert of northern Chile. The experiment is designed to measure the Cosmic Microwave Background B-mode polarization at several arcminute resolution. The CMB B-mode polarization on degree angular scales is a unique signature of primordial gravitational waves from cosmic in ation and B-mode signal on sub-degree scales is induced by the gravitational lensing from large-scale structure. Science observations began in early 2012 with an array of 1,274 polarization sensitive antenna-couple Transition Edge Sensor (TES) bolometers at 150 GHz. We published the first CMB-only measurement of the B-mode polarization on sub-degree scales induced by gravitational lensing in December 2013 followed by the first measurement of the B-mode power spectrum on those scales in March 2014. In this proceedings, we review the physics of CMB B-modes and then describe the Polarbear experiment, observations, and recent results.

        In the tanker industry, there are a lot of uncertain conditions that tanker companies have to deal with.For example, the global financial crisis and economic recession, the increase of bunker fuel prices and global climate change. Such conditions have forced tanker companies to change tankers speed from full speed to slow speed, extra slow speed and super slow speed. Due to such conditions, the objective of this paper is to present a methodology for determining vessel speeds of tankers that minimize the cost of the vessels under such conditions. The four levels of vessel speed in the tanker industry will be investigated and will incorporate a number of uncertain conditions. This will be done by developing a scientific model using a rule-based Bayesian reasoning method. The proposed model has produced 96 rules that can be used as guidance in the decision making process. Such results help tanker companies to determine the appropriate vessel speed to be used in a dynamic operational environmental.

        The opening of the Northern Sea Route as an alternative route for transporting cargoes between the Far East and Europe seems highly acceptable by shipping companies due to the great saving in fuel consumption, bunker cost, operating cost, emissions and journey time. This situation will not only affect the maritime business activity in the Straits of Malacca but also, the Malaysian economy in different perspectives when the vessels sail via the Suez Canal and the Indian Ocean are expected to decrease. The objective of this study is to analyse the implication in the opening of the Northern Sea Route on Maritime Sector of the Malaysian economy by using PESTEL analysis. The main scope is focusing more on the Malacca Straits shipping activity by using a number of parameters that have been obtained from Port Klang and Port Klang Authority through a set of questionnaires and interview sessions with industrial experts.

        We present the results of far-infrared spectral mapping of the Galactic center region with FIS-FTS, which covered the two massive star-forming clusters, Arches and Quintuplet. We find that two dust components with temperatures of about 20 K and 50 K are required to fit the overall continuum spectra. The warm dust emission is spatially correlated with the [OIII] 88 μm emission and both are likely to be associated with the two clusters, while the cool dust emission is more widely distributed without any clear spatial correlation with the clusters. We find differences in the properties of the ISM around the two clusters, suggesting that the star-forming activity of the Arches cluster is at an earlier stage than that of the Quintuplet cluster.

        The interstellar dust grains are formed and supplied to interstellar space from asymptotic giant branch (AGB) stars or supernova remnants, and become constituents of the star- and planet-formation processes that lead to the next generation of stars. Both a qualitative, and a compositional study of this cycle are essential to understanding the origin of the pre-solar grains, the missing sources of the interstellar material, and the chemical evolution of our Galaxy. The AKARI/MIR all-sky survey was performed with two mid-infrared photometric bands centered at 9 and 18 μ m . These data have advantages in detecting carbonaceous and silicate circumstellar dust of AGB stars, and the interstellar polycyclic aromatic hydrocarbons separately from large grains of amorphous silicate. By using the AKARI/MIR All-Sky point source catalogue, we surveyed C-rich and O-rich AGB stars in our Galaxy, which are the dominant suppliers of carbonaceous and silicate grains, respectively. The C-rich stars are uniformly distributed across the Galactic disk, whereas O-rich stars are concentrated toward the Galactic center, following the metallicity gradient of the interstellar medium, and are presumably affected by the environment of their birth place. We will compare the distributions of the dust suppliers with the distributions of the interstellar grains themselves by using the AKARI/MIR All-Sky diffuse maps. To enable discussions on the faint diffuse interstellar radiation, we are developing an accurate AKARI/MIR All-Sky diffuse map by correcting artifacts such as the ionising radiation effects, scattered light from the moon, and stray light from bright sources.
