This study attempted to analyze the comparative advantage in terms of disaster safety costs in verifying the effectiveness and economic feasibility of the high-performance water-bulwark system in the pole tunnel, which was recently promoted as a part of the acceleration of vehicles. The tunnel to be analyzed was divided into a short tunnel(Anyang, Cheonggye) and a long tunnel(Suraksan, Sapaesan). As a result, it was analyzed that 25% of the improvement effect would occur if one lane was secured by applying the Water-Bulwark System. It was analyzed that this is because the time value cost, which accounts for a large proportion of the traffic congestion cost of short tunnels and pole tunnels, differs depending on the congestion time and traffic volume, not the length of the tunnel.
In general, fire accidents in tunnels are sufficiently preventable, but the damage is very large. Therefore, the number of highway traffic accidents is high in spring when spring fatigue occurs and the traffic volume for maple travel increases. In particular, when analyzing the cause of death of people killed in fire accidents in tunnels, it is analyzed that most of them are suffocated by smoke. Therefore, in this study, it can be said that it is meaningful to make a social contribution to reduce the number of traffic accident deaths by establishing an efficient fire suppression system for fire accidents in tunnels.
This paper analyzed a survey of 388 general target samples to analyze the correlation between disaster safety costs and human risk factor analysis and evacuation behavior due to tunnel accidents. Considering the impact of the tunnel accident on disaster safety costs and the correlation between human evacuation and risk factors in the tunnel environment, the system should be reorganized to reflect the tunnel’s basic plan, tunnel cross-section, tunnel installation.
Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014.
In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient basе and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.
The risk assessment carried out on the construction site at the beginning of the implementation depends on the subjective judgment of risk of general contractor and subcontractors, whose opinion about frequency and intensity of risk is different.
In this paper, research the awareness of general contractors and subcontractors about process of risk assessment at the construction site and its effectiveness. Researching of the main factors "frequency", "intensity" which determines the degree of risk gives the opportunity to find an option for improving the effective implementation of risk assessment.
