        The purpose of this study is to construct a quantitative evaluation method that can analyze the policy effectiveness with the construction of a implicit composite index incorporating spatial econometrics models. In order to propose a methodological framework for the program evaluation, this study conducts an empirical analysis with the application of the Comprehensive Rural Village Development Project (CRVDP) which explicitly claims to achieve comprehensive goal of community development. The present study pays particular attention to quantifying the composite evaluation index and drawing net effect through the application of a series of spatial econometrics models. The spatial unit of the analysis is drawn at Eup-Myeon level in rural areas in Korea, and the time horizon is in between 2005 and 2010. We utilize the Korean Agricultural Census data in 2005 and 2010. Three steps of methodological processes are needed to satisfy the objective of the present study. First, we apply factor analysis to construct the composite index that represents comprehensive settlement environment in rural area. The index should be matched with the main objective of the CRVDP. Second, we apply the derived index to a series of spatial econometrics model as dependent variable. Lastly, utilizing the estimated coefficients of the econometrics models, we apply decomposition technique to estimate CRVDP’s net effect from both cross-sectional and longitudinal perspectives. We find that the results of the decomposition analysis by the execution of the CRVDP are positively associated with the explicit object of the project.

        This study aims to identify feasible policy direction of the 6th industrialization in agriculture based on the current agricultural and rural environment in Korea. To do so, this study employes a heckman selection model to correct a probable selection bias, utilizing the Korean agricultural census in 2010 and the agricultural statistics of farm enterprises in 2011. This study focuses on the differences of the farm and off-farm income determinants, according to conjoint types of the 6th industrialization such as Type 1 (primary+secondary+tertiary) vs. Type 2 (primary+secondary or primary+tertiary). The empirical results show Type 2 has much higher possibilities to earn farm and off-farm income in Korea, especially for farm enterprises. This study concludes with providing some policy implications reflecting rural and agricultural environment in Korea.

        The present study aims to provide an analytical framework for achieving aid and development effectiveness of agricultural cooperation with a demand-oriented perspective. This paper pays particular attention to categorize the stages of agricultural development of African recipients to identify demands for agricultural aid of the categorized groups. To do so, first of all, it establishes theoretical background to apply the demand-oriented concept and utilize the phase of agricultural development as an alternative for aid and development effectiveness. On the basis of the theoretical robustness, it conducts a series of analyses to categorize the African recipients by the development stages, incorporating factor analysis, cluster analysis and comparison between the present-future agricultural development levels. The findings propose analysis indicators for phase of agricultural development and clustered results including 18 countries of KAFACI members and priority countries in Africa. In addition to the practical application of the results, the methodological flow can be used as steps for sketching a future roadmap to construct the demand-oriented ODA(Official Development Assistance) plan. This paper also offers implications regarding ODA strategy of Korea in response to the phase of agricultural development and the aid demands.

        The purpose of the present study is to construct a rural development strategy from the nexus between spatial changes in specialized crops and suitable cultivation area of the crops. This paper pays particular attention to identify product life cycle of specialized crops in rural areas and estimate the impact of climate change on alterations in spatial distribution of the crops. In order to do so, first of all, this study applies multi-level model (Random coefficient model) to estimate the regional coefficient of five orchard crops. It utilizes the data 1995 to 2010 Korea Agricultural Census. Futhermore, it also adopts overlay analysis by ArcGIS to identify the development path of the crops and the relationship with climate change. Based on the results, it suggests a mechanism activating regional agriculture. The findings propose re-searching and relocating specialized regions of the crops. Especially, it proves each rural area can drive the new agricultural strategy to strengthen regional agriculture by estimating the relationship between development of specialized crops and suitable cultivation areas. For instance, shifting specialized crops in particular regions and enriching genetic or species varieties can be primary measures and it will contribute to improve the reliable base for income sources in the rural communities. This paper also offers specific policy implications regarding rural development plans in response to crops' life cycle and climate changes.
