Public transportation is public service that is contributed to the convenience of the public. However, opportunity for public services in rural areas is weaker than the chance in urban areas. The purpose of this study is to evaluate accessibility of various public facilities using public transportation. To evaluate the accessibility, we calculate the various time from community center to the nearest bus stop, walking time, riding time in bus, and waiting time for transfer. The results of this study ares as follows; (1) Villages occupy 19.8% in rural areas that walking time from community center to the nearest bus stop takes over 10 minutes in integrated Chungju-si; (2) The average speed is 21.9 km/hr estimated to departure and arrival time of bus route; (3) The accessibility time from community center using the average bus speed takes 15.43 minutes to public facilities, 35.15 minutes to emergency center, 8.70 minutes to medical center, 9.70 minutes to elementary school, 16.26 minutes to middle school, and 22.61 minutes high school; (4) The transfer time of public transportation takes 13.46, 21.96, 10.48, 7.78, 11.11, 16.10 minutes to public facilities, emergency center, medical center, elementary school, middle school, and high school, respectively; (4) Traffic accessibility using bus vehicles in the East and South Chungju-si is lower than areas in the West and North Chungju-si. Some villages surrounding public offices (eup-myeon office) which have a high density of population, indicate a high traffic accessibility.

Tourism is often considered as one of the main industries to promote development and modernization in small South Pacific islands countries. In Fiji, this was recognized in the 1960s, and resulted in large-scale resort based tourism development in coastal areas. While tourism has obvious advantages to the economy, a lot of problems such as exclusive foreign control of the main hotels and resorts, considerable overseas leakage of earnings, the limited participation by indigenous resource owners, and localized environmental damages to reefs and mangroves are emerging. For sustainable tourism development, it is needed to set growth objectives and targets for tourism in terms of benefits to Fiji, and to concentrate support on ‘Rural Tourism’ such as community-based tourism that have lower leakage and put more into local economies. Through case study in this paper, to develop rural tourism at the local level, several recommendations are as follows: 1) to introduce various rural tourism programs such as experiencing Fiji’s traditional culture, participating in activities, picking fruits and harvesting agro-products, 2) to enhance aggressive promotion and marketing strategies, 3) to build the capacity of local communities for improving the quality of tourism services, and 4) to provide the infrastructure for tourism business such as road accessing, water supply and disaster prevention.

The purpose of this study is to construct a quantitative evaluation method that can analyze the policy effectiveness with the construction of a implicit composite index incorporating spatial econometrics models. In order to propose a methodological framework for the program evaluation, this study conducts an empirical analysis with the application of the Comprehensive Rural Village Development Project (CRVDP) which explicitly claims to achieve comprehensive goal of community development. The present study pays particular attention to quantifying the composite evaluation index and drawing net effect through the application of a series of spatial econometrics models. The spatial unit of the analysis is drawn at Eup-Myeon level in rural areas in Korea, and the time horizon is in between 2005 and 2010. We utilize the Korean Agricultural Census data in 2005 and 2010. Three steps of methodological processes are needed to satisfy the objective of the present study. First, we apply factor analysis to construct the composite index that represents comprehensive settlement environment in rural area. The index should be matched with the main objective of the CRVDP. Second, we apply the derived index to a series of spatial econometrics model as dependent variable. Lastly, utilizing the estimated coefficients of the econometrics models, we apply decomposition technique to estimate CRVDP’s net effect from both cross-sectional and longitudinal perspectives. We find that the results of the decomposition analysis by the execution of the CRVDP are positively associated with the explicit object of the project.

The purpose of this study was to analyze the loss of open space of schools in Ulaanbaatar city and found out main causes of the conversion trend of open space to suggest alternatives. 76 designated sites were selected from 118 public schools within 6 districts of Ulaanbaatar city. These 76 schools were eligible for analysis of the open space change between 2005 and 2015 with Google Earth Pro. The results showed that 175,048m2 open space was developed and two dominant types of open space conversion were found; 1) constructions of school facilities such as soccer field, extended school buildings, parking lot, sidewalk, and square, and 2) constructions of apartment buildings and service facilities such as community center, pedestrian, sports facilities, and parking lot. Apartment complex development has commonly happened in all districts and caused bigger open space loss than other types of development. Chingeltei district is located in the center of Ulaanbaatar city, and schools in this district lost the biggest open space, 50,036m2/35.24% over 10 years. The rate of open space loss seemed to be related to the distance from the urban center and open space loss was an ongoing event in Ulaanbaatar city. This trend would not be improved without a strong regulation, so, in this study, making strict regulations that prevent conversions of open space were suggested to conserve open space in Ulaanbaatar city.

This study is in order to promote agricultural products sold in the rural village festivals direct transaction marketplace and enabled by a comprehensive user evaluation of the rural village festivals direct transaction marketplaces in universal design perspective, provide a design plan for your care and comfort of a rural village festival Direct Deals Marketplace there is a purpose. Thus, redefining the principles of universal design suitable for direct transactions rural village festival marketplaces, and to do this by reclassifying the design elements of the farmstand-type in a framework was developed 30 questions to evaluate items for Universal Design Evaluation. And, the selection of three villages along the rural village festivals scale and conducted a survey of Universal Design Rating. As a result, the overall assessment was positive for B villages of rural village festival marketplaces direct transactions, there was a significant difference with the other village. In particular, there was a notable difference in the fairness, efficiency, promotional, safety and hygiene. And, there was a significant difference in design elements for directing atmosphere by selling space, product display, hygiene. This paper presents the design suggestions about a rural village festivals farmers’ market aspects of universal design for improvement of the marketplace as following, 1) placement for differentiation the markerplace and around sites in the festival place, 2) to build the operating systems of sustainable management for arrangement and organization during the festival, 3) to install the device for maintaining agricultural products freshness 4) to separate the sale of local specialty products and general food products, and 5) to locate the suitable space considering the visitors tour route in the festival place for large-scale festival

In order to reduce the farmers’ burden of purchasing agricultural machinery and address the shortage of farm workers, the government have been promoting agricultural machinery rental service since 2003. Despite of political purpose, the outcome of agricultural machinery rental service turned out to be adverse, high cost and low efficiency, by the pork barrel projects operated from some municipalities. Therefore, this study was aimed to improve the efficiency of agricultural machinery rental service by analyzing the operation status of agricultural machinery in local government. A questionnaire survey was conducted at 134 cities and counties in terms of rent type, management personnel, business budget, agricultural machinery ownership, rental performance, use rates, operational problems, and improvement plan. This study found that some agricultural machinery rental offices were only focused on the short-term rental service, which caused the increasing number of operating personnel, required facilities/equipment. The short-term rental service has a limitation for promoting the mechanization rate in dry-field farming. Therefore, it should be carried out along with the long-term rental service which a lessee maintains and manages agricultural machinery directly. Furthermore, the reasonable number of agricultural machinery based on regional circumstances should be considered to meet rental demand and collect the minimal rental fee for purchasing new agricultural machinery and replacing old ones.

Meanwhile, reference evapotranspiration(ET0) is important information for agricultural management including irrigation planning and drought assessment, the database of reference evapotranspiration for future periods was rarely constructed especially at districts unit over the country. The Coupled Model Intercomparison Project Phase 5 (CMIP5) provides several meteorological data such as precipitation, average temperature, humidity, wind speed, and radiation for long-term future period at daily time-scale. This study aimed to build a database for reference evapotranspiration using the climate forecasts at high resolution (the outputs of HadGEM3-RA provided by Korea Meteorological Administration (KMA)). To estimate reference evapotranspiration, we implemented four different models such as FAO Modified Penman, FAO Penman-Monteith, FAO Blaney-Criddle, and Thornthwaite. The suggested database system has an open architecture so that user could add other models into the database. The database contains 5,050 regions’ data for each four models and four Representative Concentration Pathways (RCP) climate change scenarios. The developed database system provides selecting features by which the database users could extract specific region and period data.

The purpose of this study is to analyze the present situation of the landscape management - which encompasses landscape ordinance, planning, and agreement - in regards to the Shiga prefecture and Omihachiman city to explore sustained landscape preservation and management methods, and to deduce the implications of the establishment of rural landscape planning and landscape administration. The conclusion is summarized as follows. First, the landscape ordinance should be operated so that the practical landscape management is suitable to the characteristics of local governments. Second, landscape management should be based on zoning. The landscape plan should start with defining the types and characteristics of the landscapes at each site and subdividing the landscape areas accordingly. Third, the restriction of conduct and the promotion of autonomous landscape activities should be employed as the two axes of landscape administration. Beautiful and healthy landscapes can be achieved through collective efforts of the community, and this requires voluntary practice amongst individuals and administrative regulations to achieve so. Fourth, meticulous, dimensional and practical landscape plans should be established. In order to effectively preserve, form and manage the essential landscape elements and resources of the area, the starting landscape plan should be more definitively outlined. Finally, it is necessary to change the perception of landscape. In order to relish beautiful and healthy scenery, it is critical to recognize the value of the attentive efforts and dedication of each member of the community that stimulates the objective.

최근 새만금 농업용지에 아그로파크 개념을 적용하기 위한 시도가 이루어지고 있어 새만금 간척지에 현실적 이고 적합한 아그로파크 개념을 반영한 농업용지를 개발할 필요가 있다. 그러나, 현재의 새만금 토지이용계획 상 주요 11개 단지들은 네덜란드의 아그로파크처럼 같은 장소에서 서로 다른 기능들이 공간적으로 네트워크로 연결된 개념보다는 각각의 기능을 가진 독립된 공간처럼 단지별로 나누어져 있어 단지들 간 종합적으로 연결된 개념으로 보기 힘들다. 따라서, 본 연 구에서는 새만금 농업용지에 아그로파크를 도입할 수 있는 두가지 방안을 제시하였다. 첫째, 현재의 토지이용계획을 고려하 지 않았을 때, 어느 특정 구역에 자원 순환 등의 연결고리를 갖고 생산, 가공, 유통이 한 곳에서 이루어질 수 있는 아그로파 크를 조성하여 확대할 수 있도록 토지이용계획이 수정될 수 있는 방안이다. 이 경우 농업용지는 지속적으로 아그로파크들의 확장에 따라 단계적으로 확대 개발될 수 있고, 장기적인 관점이 필요한 방안이다. 둘째, 현재의 토지이용계획을 고려할 때, 아그로파크 기능 발휘를 위해 농업용지 각 단지별로 연계 가능 기능들을 연결하는 방안으로, 아그로파크 시범단지를 조성하 는 것을 제시하였다. 두 경우 모두 아그로파크 기능 발휘를 위해 새만금 농업용지 종합관리센터가 구축되어야 한다. 향후 성공적인 아그로파크 조성을 위해 이 두가지 방안에 대한 세부 계획과 설계 기술 개발을 위해 지속적인 연구가 필요하다.

The global trade partners have been diversified and mixed in agricultural market, which is expended the international agri-food market through the Regional Trade Agreement and World Trade Organization, etc. The aim of this study is to derive influential factors for exports increases of agricultural products targeting to Association of South-East Asian Nations (ASEAN). We set the equation for agricultural products exports referred to panel gravity model considering panel fixed effect for controlling endogeneity within variables. The results of this study are the follows; (1) Social economic distance considering international oil price negatively affects in the mushroom model; (2) Korean GDP affects (-) in a mushroom model and (+) in a vegetable model, however, ASEAN’s per capita GDP indicates opposite influence in the same model; (3) Relative exchange rate shows negative impact in a vegetable model; (4) The entry status into WTO and the status in force of FTA have converse effects in mushroom and vegetable model, respectively.

This study aims to develop co-farming program for elderly farmers, employ, then evaluate its effectiveness whether it influences purpose in life and psychological well-being of program participants. A total of 130 elderly farmers that composed of 65 in experimental group and control group respectively were enrolled in this study. The results of this study are as follows: First, the experimental group showed significant difference on ‘purpose in life’ compared to the control group(t=3.316, p<.001). Second, the experimental group showed significant difference on ‘Psychological Well-being’ compared to that of control group. The four major problems of elderly farmers which are poverty, health, loneliness and alienation keeps on worsening over time along with the population ageing. According to the result, it is necessary to improve elderly farmer’s quality of life by developing suitable and sustainable occupation.

Recently, the cultivated area is reduced, the ratio of upland-field in the total cultivated area is increasing relative appeared in 36.2% in 1990 from 43.7% in 2013. If upland-field can be applied well designed-infrastructure, good income crop production is possible, however, maintenance of infrastructure and a significant portion of the upland-field is maintained under insufficient infrastructure. While imports of agricultural products expanded since the 2000s in progress, looking at the self-sufficiency of upland-field crops, it is reduced to from 90% to 42% for the pepper, it is from 90% to 74% for the garlic, cereals is reduced from 42% by 26%. As a result of these conditions, the competitiveness of farmers has weakened, the risk to meet the challenges of this area of production and supply reduction increased. This study was the first to conduct a basic evaluation index, data analysis and evaluation of indicators to diagnose the agricultural production capacity of the upland field. 12 kinds classified index of producing conditions from the natural environment and eight factors for the cultivation and production capabilities have developed for the assessment of productivity of upland-field (especially Kimchi cabbage). Through this regional imbalance was found, based on the production capabilities conditions are good in Haenam, Gangneung, Pyeongchang. 3 Regions have been low and the lowest Youngwol to 0.8992. Climate(Cultivation conditions) indicators of Mungyeong region is the highest, relatively low areas were in Taebaek. In particular, it is determined to be preferred that the area required for the enhancing the production environment based on providing the convenience for the producing and maintenance of the first production area. It is necessary Increasing part of mechanization, agro-industrial competitiveness through aggressive management plans for facilities as required in the process of post-harvest storage, processing, distribution line can be improved.

Aging phenomenon is an important issue in Korea national policy. This aging phenomenon depends on the social and environmental characteristics of regions. Also aging phenomenon and regional characteristics have spatial dependency. The purpose of this study is to discover the spatial changes in aging population rate and to find local factors of regional aging phenomenon considering spatial autocorrelation. For spatial analysis of ageing phenomenon, local Moran’s I and Geographically Weighted Regression (GWR) were applied. As the results, the most significant changes of aging phenomenon appeared between 2000 and 2005, and most of hot-spot regions (aged regions) were distributed in Jullanam-do and Jullabuk-do. The results of GWR (R-square: 0.681) shows that total fertility rate, the number of doctor per 1,000 people and forest area rate have positive relation with aging population rate, but the number of private academy per 1,000 people has negative relation.

On the purpose to analyze the survival rate of startup companies since their establishment, the companies’ survival rate was investigated by surviving period. The average and coefficient of variation(C.V.) of the startup companies’ survival rate were examined with the comparison of urban and rural areas, and primary, secondary, and tertiary industries. In this study, the variation of total numbers of new-established companies, from 1998 to 2012, were analyzed with micro-data of the Statistics Korea, ‘The Census on Establishments’. The results show that the survival rate of primary industry companies largely fluctuate and don’t be stabled during the whole surviving periods, whereas secondary and tertiary industry companies show stabilized survival rate after fifth year from their establishment. Especially, the startup companies of primary industry located at urban areas show the largest fluctuation and the most vulnerable stability of survival rate. It is concluded that the surviving period of primary industry companies don’t guarantee their survival, while survival rate of secondary and tertiary industry company became stable after five years from their establishment.

In recent years, the population structure has been changed by the progresses of 6th-industrialization and transportation in farming areas. This study aims to suggest a regional development plan of farming areas in accordance with the demographic changes. Population structure indicators were derived from previous studies and literature review in order to identify the types of farming areas. Demographic indicators separated to depopulation and population growth in farming areas through a standardized scoring method. This research found that the division of economy is not only the most important division in any other regional development divisions but also necessary to develop new sources of non-farm income through traditional culture, natural environment. In the social division, it is necessary to secure the facilities for the formation of a sense of community to multicultural families and existing residents in farming areas. In the environmental division, it is desirable to improve the quality and satisfaction of life for residents such as the sidewalk and park that utilize ecological environment, culture, history for both depopulation and population region. In the physical division, there is a need for improvement of the facilities of basic living infrastructure service such as roads, water supply and sewerage systems. In the institution division, sustainable financial support of the central government policy for farming areas is crucial for the improvement of residential environment in the farming areas of depopulation and population region.

Since FAO introduced the Globally Important Agricultural Heritage Systems(GIAHS) in 2002, 36 sites of 15 countries so far have been listed on GIAHS. This study aims to find the important agricultural heritages of Korea and to prepare the methods for them to be selected as GIAHS. We have analyzed the proposals of the 36 GIAHS listed in order to study the characteristics of their components of the agricultural heritage which worked for being selected. To analyze the components of the agricultural heritage first, agricultural heritage was classified into 13 types and 42 components in light of GIAHS criteria. Then central themes were set to analyze the relevant contents in the proposals. They were, the type of GIAHS Site, significant agricultural landscape, the agriculture-forestry-fisheries-livestock linkage systems, the multi-layered, inter-cropping, circulation cultivation systems, the soil and water management systems, the conservation of agrobiological diversity and genetic resources, the history of the agricultural heritage, the succession of traditional farming techniques, the cultural diversity and so on. Most GIAHS are located in mountains, grasslands, rivers and coasts, desert than in plains, through which GIAHS assure us that it is the heritage of human challenge to overcome the harsh geographic environment and maintain a livelihood. In these sites the traditional farming techniques are carried on, such as mountain clearings, terraced rice paddies, and burn fields, and the unique irrigation systems and agricultural landscapes are well maintained, and the eco-friendly traditional farming techniques utilizing abundant forest resources and agriculture are well handed down. The origin or home of crop growing, a variety of genetic crop storage, the world’s largest crop producer and preserving cultural diversity are also important factors for the selection.

Rural house came into the rapid change through the process of modernization and Saemaul movement in the past. This change continue to the current era, there is a such exotic forms and indiscriminate development of new house and Saemaul housing and existing conventional farmhouse in rural area. Such a phenomenon, ultimately creating disharmony in traditional environment of rural. In this respect, reflecting the location characteristics of the region which is based on the regional characteristics and unique model of rural housing, it is absolutely required for the development of rural housing customized to fit the diversity of modern. With that background, the purpose of the research is to try and find out the changes in rural houses and the transforming characteristics. To achieve this research purpose, this research selected a specialized magazine for architecture. Then, it identified contents which has specific keyword. lastly, it analyze type and contents of house in rural area from selected article. This process make up the rural housing for effective utilization. The result showed that the type of economic activity and residents information directly show the character of the members who located in the new homes after retuning to farming. The polarization of structure was clearly visible by the building time. And, propensity to western-style of major components was very high such as shape and form of housing. However, it was found to prefer to reflect traditional aesthetics in the components of the housing partially. Therefore, more research is needed to reflect of the results of a survey. Also, analyzing the characteristic of rural house’s element and suggesting ways to take advantage in order to present suitable element of modern rural house.

The purpose of this study is to introduce the storytelling project for conservation and improvement of rural tourism. So, in this study, the current Jeju Batdam and storytelling planning are examined and the storytelling project presented in planning is also examined. And this study propose the storytelling implementation through the case study related in jeju. Its findings are as follws: 1) Storytelling exhibits principles of narrative structure(exposition, complication, climax and falling action) in various fact, and has shown tendency to structuralize a story. 2) It can be said that storytelling is deeply related with people’s associations of their inner mind. 3) In order to convey a story in a more convincing way, storytelling a naming strategy based on a rhetorical technique, which has been shown to positively influence creating unique Jeju Batdam area.
