This study analyzes the effect of the level of satisfaction with the living environment of rural people on migration. The analysis data were used by the Rural Development Administration for the survey of welfare systems for farmers and fishermen in 2017, and samples of 3,776 were used for the analysis. The analysis variables were divided into a group of migrants, a group of permanent residents, and a group of decision-keeping, and the level of satisfaction with the living environment of each of the 10 rural areas was used as an independent variable. According to the analysis results, the basic living base and safety of rural residents were having a positive effect. The results show that the projects for developing rural areas, which increase the basic living base, are making substantial contributions to preventing the breakaway of the rural population. Safety has been neglected in the area of rural planning, but if the level of discontent is not enough, it has had the greatest impact on the livelihoods of rural residents. Welfare and cultural leisure set the main demand level for welfare and cultural leisure to the elderly and vulnerable classes, and interpret it as a result of weakened defense against stress from relocation of residence, difficulty of migration due to low income levels, and migration. Therefore, the paradoxical analysis results could be interpreted as showing that measures to increase the satisfaction of the people on welfare and cultural leisure should be taken.
This study was designed to understand the change of rural landscape and to consider problems followed by development restrictions lifted for Neobiul Village in Ansan City, Korea. Physical landscape changes were comprehended by a field study and interview with local residents, and the residents’ perception regarding the landscape changes were analyzed with the REP investigation method. The results can be summarized into the following three points: First, due to the lift of development restrictions and the deregulation of land use, the number of factories and warehouses for rent increased, which became a new source of income for the village. Second, the residents’ complaints increased due to the increased traffic volume and waste from a sudden influx of factories and warehouses, which could not be handled by a small farming village. Third, a mix of landscape combining both city and farming village was formed due to the influx of external capital and the need of rental income, although the residents rather wanted Neobiul Village to become a residential village than a factory location. Furthermore, even in the farmlands near the village where development restrictions have not been lifted, the level of dependence on the farming industry has decreased as a consequence of the increase in farmland rent and weekend farms. This paper confirmed that the change of rural landscape followed by lifted development restrictions affects the everyday life of residents living in Neobiul Village. This study has significant implications in that it suggests a case showing the effects of national policies such as lifting development restrictions for rural villages in suburban areas.
This study analyzed the factors influencing the choice of new farming type in order to prepare the countermeasures against structural changes of farm labor force. The analytical model was the multinomial logit model(MNL). The test for Independence and Irrelevance Alternatives(IIA) assumption in MNL shows that the IIA assumption in our data is rejected. Alternatively, we chose the multinomial probit model(MNP) that does not assume IIA. Data were obtained from 2010 census of Agriculture, Forestry and Fisheries of Statistics Korea. New farming types are succession(13.9%), return-to-farming(45.0%), part-time-farming(32.5%) and etc(8.6%). Analysis results showed that the characteristics of farms, commodity, management, and region influenced the choice of new farming type. This study is expected to help policy makers to produce support policies by new farming types in order to increase the number of new farmers and to make them easier to settle down in agriculture.
The nonpoint pollution source (NPS) is irregular in the amount of generated and runoff. About 70% of the water pollution sources in Korea are NPS. Most of the rural areas are small towns with less than 50 families. This is where sewerage supply is poor. This is where the domestic swage of the house flows directly into the small stream. This study investigated the amount and concentration of domestic swage. And investigated NPS for public officials. We have suggested an improvement plan here. Local government officials lack the concept of NPS. Rural residents also do not know about NPS. Therefore, we proposed NPS public relations and education linked to public administration. This is an extension of the national budget and interest. The domestic swage is discharged at about 272 liters per day in a house. We proposed the introduction of small facilities. If the capacity remains, it is suggested to link to cattle shed, pigsty and so on. The BOD, COD, TN, TP, and SS concentrations were all high. This suggested a reduction in concentration in combination with natural water. Finally, NPS facilities were proposed to be put into rural areas. And it was determined that continuous monitoring was necessary. The results of this study were expected to be applied to NPS management.
Currently in the drought evaluation, which is a supplier-oriented standard that applies storage rates of reservoirs, evaluation for users that use agricultural water is not done. Therefore, this study established drought evaluation items for drought evaluation based on farmers' judgement, conducted a survey on farmers and experts, compared and analyzed weighted value between two groups, and then classified the evaluation standards per each evaluation item. The agricultural drought evaluation items are 5 major items of water supply lapse rate, agricultural weather, agricultural irrigation facility, crop and soil, and 12 subsections for regional characteristics and opinions of consumers that use water to be reflected. The result of analyzing weighted value of farmers and experts' major items shows that farmers is agricultural irrigation facility(0.219), water supply lapse rate(0.211), agricultural weather(0.204), crop(0.183) and soil(0.183). Experts is agricultural weather(0.297), agricultural irrigation facility(0.202), water supply lapse rate(0.189), crop(0.162) and soil(0.150), which displays difference between the two groups. The agricultural drought criteria standards are established based on precedent studies and cases, and grades of evaluation items are 1st grade(extreme stage), 2nd grade(warning stage), 3rd grade(alert stage) and 4th grade(attention stage). The above analysis per each consumer-oriented agricultural drought evaluation item and the analysis on the standards of evaluation grades are expected to be used as a basic resource for establishing agriculture drought policy and selecting drought area in the future.
We examined the impact of paddy wetland's avian-diversity on the development of the protected horticulture complex. The results of this study were made to propose ecological protected horticulture complex and development direction suitable for avian habitat. The total number of species surveyed was analyzed as 1168 individuals in 11 orders 26 families and 36 generic 48 species. Type average was analyzed as paddy 17.25±4.83 species and 74.50±38.08 individuals, glass 10.00±0.82 species and 46.75±2.06 individuals, single 13.75±7.27 species and 59.50±35.34 individuals, multi 8.75±0.96 species and 36.75±9.29 individuals. Paddy showed higher species diversity than protected horticulture complex. The average number of species surveyed for one year was glass 14±2.83, multi 12±1.41, single 18±11.31, and paddy 26±11.31. The diversity difference was identified as paddy> single> glass and multi. Statistical analysis showed statistical difference of Ciconiiformes. Development of protected horticulture complex causes loss of avian habitat. The diversity index was glass 1.73±0.07, multi 1.68±0.14, single 1.91±0.47, and paddy 2.29±0.17. Paddy has a higher species diversity than the protected horticulture complex. For the purpose of ecological protected horticulture complex, detention ponds, artificial wetlands and habitats should be reflected in the design. This should be applied to reclamation areas or large-scale protected horticulture complexes.
In this study, we typified the project for revitalizing the rural area through text analysis using news data, and analyzed the main direction and characteristics of the project. In order to examine the factors emphasized among the issues related to the revitalization of rural areas, we used news data related to 'tourism' and 'livelihood', which are the main keyword of the project to promote rural areas. In the analysis, text mining techniques were used. Topic modeling was conducted on LDA techniques for major projects in 'tourism' and 'livelihood' keyword. Based on this, this study typified the projects that are carried out for the activation of rural areas by topic. As a result of the analysis, it was fount that the topics included in the project were distributed in 11 sub-types(Tourism Promotion, Regional Specialization, Local Festival, Development of Regional Scale, Urban and Rural Exchange, Agricultural Support, Community Forest Management, Improve the Settlement Environment, General Welfare Service, Low Class Support, Others). The characteristics of the rural revitalization projects were examined, and it was confirmed that domestic projects were carried out by tourism-oriented projects. To summarize, the government is making projects to revitalize rural areas through related ministries. Within the structure where the project is spreading to the region, a lot of projects are being carried out. It is understood that the tourism and welfare oriented projects are being carried out in the revitalization project of the domestic rural area. Therefore, in order to achieve the goal of rural revitalization, it is believed that it will be effective to carry out a balanced project to improve the settlement environment of the residents.
With the increase of the number of riverfront development projects an objective and systematized survey and assessment tool is required to understand and identify the characteristics and potentials of river environment for human uses. The purpose of this study was to develop an assessment system for the investigation and evaluation of the water-friendly environment and to examine its effectiveness by applying the system to the selected study sites. Literature reviews, expert consultation, and preliminary survey were conducted to select highly relevant indexes to evaluate water-friendliness in rivers and, as a result, an assessment system of ten items in four areas was established. The assessment system were applied to 139 reaches of six rivers including Bykgye Cheon, Seom River, Gap Cheon, Yudeng Cheon, Naesung Cheon, and Kumho River. The scores and grade of water-friendliness were calculated per rivers and reaches, and their differences were prominent according to urban river, rural river, mountainous area and city area. Bykgye Cheon and Naesung Cheon got high scores in visual quality and Kumho River and Gap Cheon in community needs and potential uses. The scores of each section in the same river can be used as a basic data for the selection of appropriate sites for the development of hydrophilic space. In addition, it is expected that identifying the characteristics of each river help establish an appropriate management plan for the river.
This is a comparative study on the policy of Korea and Japan for improving upland farming mechanization. Purpose of the study is to set a policy direction of improving efficiency of farm management by using agricultural machinery. Research topic is the agricultural mechanization policy at the national level. The research attempts to classify mechanization policies into framework plan, R&D, rent and lease program, upland farm promotion policies. Major features of the comparative analysis are followed. First, there is a similarity between policies of Korea and Japan in terms of the aim of framework plan and other policies settings. However, Japanese policies focus more on the joint management of farming than Korean policies. Japanese policies take an entire system covering from farm to market into account. Second, Japanese policies have much attention to the agricultural organizations such as corporate, cooperatives that are eligible for using agricultural machinery. This is different from Korean policy. Thus, upland farming mechanization policy needs to set priority, and to have systemic approach. Also, upland farming mechanization policy has to be facilitated in accordance with producer organizations and their marketing strategies.
Unit load factor, which is used for the quantification of non-point pollution in watersheds, has the limitation that it does not reflect spatial characteristics of soil, topography and temporal change due to the interannual or seasonal variability of precipitation. Therefore, we developed the method to estimate a watershed-scale non-point pollutant load using seasonal forecast data that forecast changes of precipitation up to 6 months from present time for watershed-scale water quality management. To establish a preemptive countermeasure against non-point pollution sources, it is possible to consider the unstructured management plan which is possible over several months timescale. Notably, it is possible to apply various management methods such as control of sowing and irrigation timing, control of irrigation through water management, and control of fertilizer through fertilization management. In this study, APEX-Paddy model, which can consider the farming method in field scale, was applied to evaluate the applicability of seasonal forecast data. It was confirmed that the rainfall amount during the growing season is an essential factor in the non-point pollution pollutant load. The APEX-Paddy model for quantifying non-point pollution according to various farming methods in paddy fields simulated similarly the annual variation tendency of TN and TP pollutant loads in rice paddies but showed a tendency to underestimate load quantitatively.
By using the raw data of the 2015 Agriculture, Forestry and Fishery Consensus that surveyed the farmers engaged in agriculture, forestry and fishery in 2015, this study investigated the effects of the characteristics of the farms in Gangwon-do on the utilization of the digital devices, which was classified into computers usage only, smartphones usage only, both computers and smartphones usage, and no digital device usage. This study used the Multinomial Logit Model for the above purpose. Moreover, the IIA(Independence of Irrelevant Alternatives) method of the Multinomial Logit Model was analyzed to be suitable. Upon the result of the analysis, when all the other variables were constant in the average, the probability of choosing both computers and smartphones increased by 0.02% as the family member living together with the farm owner increased by 1 person. In addition, the farms with agricultural machineries have 0.03% increased probability of using smartphones to sell their agricultural products, when compared with the farms without agricultural machinery. Moreover, for the farms with high sales profit of the agricultural products, the probability of using computers and the probability of using smartphones increased by 0.04% and 0.01%, respectively, and the probability of using both computers and smartphones increased by 0.02%. On the other hand, for the farms affiliated with the agricultural organization, the probability of using both computers and smartphones increased by 0.17%, and the probability of using only smartphones and the probability of using only computers increased by 0.16% and 0.15%, respectively. In case of selling to the National Agricultural Cooperative Federation(NACF), the probability of using smartphones increased by 0.11% if all other variables were to be constant in the average. In particular, the farms participating in the agriculture-related industries have 1.09% increased probability of using computers, have 0.92% increased probability of using smartphones, and 0.85% increased probability of using both computers and smartphones. Therefore, the implications suggested based on the results of the analysis are as follows. First, the farms' choices of the digital devices are made independently. Hence, the future agricultural industry business platform establishment should necessarily consider the types of farms' choices of the digital devices in the future. Second, since the usage of digital devices has a generally positive influence on the farm household income, digital education to improve farmers’ ability to use the digital devices should be urgently provided in order to improve the farm household income in the farms in Gangwon-do. Third, because the digital devices used to sell agricultural products differ depending on the age of the farm owner, it would be desirable to target the younger generation of the farm owners rather than establishing the agricultural industry business platform for the farms in the aged farm villages. Fourth, it would be advisable for the future agricultural business platform to consider the characteristics of agricultural products sales source.
A Visual landscape planning and management system has been introduced and implemented by each ministry so as to solve the problems of visual landscape destruction due to recognition on the value of natural landscape of beautiful territory and various development projects. At present, this system emphasizes the importance of the visual and perceptual aspect of the landscape however, there is a lack of techniques required for comprehensively predicting, evaluating, and managing it. Furthermore, sustainable landscape management after the completion of development projects has been inadequately carried out, as the focus has been only on consultation in the planning process of the development project in institutional performance. To this end, we presented objective and standardized criteria to predict and judge the effects of development projects on landscapes before project implementation. During the implementation of the development project, the influence of the visual landscape becomes accumulated in the construction progress stage. There is a need to identify the main viewpoints and to examine the continuous changes in the landscape-influencing factors, owing to the remarkable influences on the landscape, such as the change in the topography and the change caused by the artificial structure. During the stage of managing the influence on the visual landscape after the completion of the project, the influence on landscape should be monitored by measuring the change in the continuous landscape-influencing factors and determining the extent to which the actual reduction plan has been implemented. These processes should be performed continuously to maintain the quality of the visual landscape. The change in the landscape caused by the development project is shown to cause relatively greater visual damage than other factors composing the landscape owing to the influence of the artificial factors including the structure or the building. This shows that not only detailed examination of the visual impact before the development project but also continuous management is required during and after the development project. For this purpose, we derived eight landscape-influencing factors including form/shape, line, color, texture, scale/volume, height, skyline, and landscape control point. The proposed considering to be of high utilization in that it has a clear target of the landscape influencing factors.
The purpose of this study was to identify vulnerable area of emergency medical care. In the existing method, the emergency medical vulnerable area is set as an area that can not reach the emergency room within 30 minutes. In this study, we set up an area that can not reach within 30 minutes including the accessibility of 119 emergency center. To accomplish this, we obtained information on emergency room and 119 emergency center through Open API and constructed road network using digital map to perform accessibility analysis. As a result, 509 emergency room are located nationwide, 78.0% of them are concentrated in the region, 1,820 emergency center are located, and 61.0% of them are located in rural areas. The average access time from the center of the village to the emergency room was analyzed as 15.3 minutes, and the average access time considering the 119 emergency center was 21.8 minutes, 6.5 minutes more. As a result of considering the accessibility of 119 emergency center, vulnerable areas increased by 2.5 times, vulnerable population increased by 2.0 times, and calculating emergency medical care vulnerable areas, which account for more than 30% of the urban unit population, it was analyzed that it increased from 17 to 34 cities As a further study, it will be necessary to continuously monitor and research the real-time traffic information, medical personnel, medical field, and ambulance information to reflect the reality and to diagnose emergency medical care in the future.
