        The purpose of this study is to introduce a non-fungible token(NFT) for the protection of Gotjawal, and to propose a virtuous cycle of re-donation to a donation organization for the main goal and protection through the auction process. The Gotjawal Trust of Jeju is active in Jeju Island. It started with a problem consciousness to link the NFT to the movement of the Gotjawal Gong Yoo Fire Foundation. It proposed requirements for successful application of NFT to Gotjawal sharing. First, there is a need for a convincing story about why the Gotjawal Shared Fire Foundation entered the NFT market. Second, it is necessary to examine whether there is a reputation of the Gotjawal Gong Yoo Fire Foundation that can be solved by NFT. Third, it is important to develop and promote logic that can guarantee the "future value will continue or increase" of the Gotjawal Shared Foundation NFT. The effects of applying NFT to the protection of Gotjawal are as follows. Securing the reliability of the Gotjawal Foundation Movement, adding the concept of investment to donations, continuing activation of donations through a virtuous cycle structure, connecting donations to ownership, and digitalizing donation certificates to secure objectivity of certification.

        This study conducted a survey and evaluation on ‘The 2021 Jeju World Natural Heritage Festival’ with a framework of various stakeholders related to festivals. While aiming for the essential context of the celebration, we tried to find suggestions to ensure the continuity of the celebration and the designation of the World Natural Heritage. As a methodology, surveys and interview surveys were conducted in parallel with the framework of multifaceted evaluation. To summarize the important contents presented as policy suggestions, first, it is necessary to expand the concept of ' encounter with hidden nature' from the positivity of the concept of 'encounter with hidden nature' to have fellowship with mankind about natural heritage. For reference to this, efforts should be made to secure the continuity of the designation of World Natural Heritage through a contextual approach using the frame of 'encounter'. Second, since the participation of experts can help in many ways, it is necessary to encourage many experts to participate as a staff or activist. Third, it is necessary to sublimate Jeju's natural heritage into a public celebration without damaging it. Finally, it should be a festival centered on local communities and local residents. It is necessary to actively seek a system in which the World Natural Heritage Village Preservation Association, which will be created (tentative name), will be centered and promoted by the villagers.

        The purpose of this study was to analyze laws and policies related to personal mobility (PM) in foreign countries, review Korean laws, hear opinions from experts on the orientation of personal mobility devices to propose a framework for the safe use and activation of personal mobility devices. At the local government level, the following were suggested as matters that Jeju Island should pursue with interest and should be stipulated in the ordinance. First, designate the availability of personalized mobile devices. Second, promote the availability of personal mobile devices. Third, establishing a basic plan for activating the use of personal mobile devices to ensure safety. Fourth, support for personal mobile driving roads. Fifth, the restriction and prohibition of traffic of personalized mobile devices and the content regulations for time designation and management. Sixth, regulations on the contents of regulations such as prohibition of parking and illegal parking, prohibition and processing of long-term neglect, etc. Seventh, designation and operation of a special zone for individual vehicles.         This study was conducted to analyze changes in the policy environment in the Jeju area in terms of conflict management by local governments and to derive the need to introduce policies for conflict management. According to this study, the policy environment in the Jeju area has been constantly changing to make it easier for conflicts to occur: First, the Jeju community has been suffering from public conflict since the past due to a number of large-scale development projects. Second, the increase in population has led to the diversification of stakeholders in society, which has resulted in complicated conflict situations. Third, conflict management keywords have begun to appear directly in election announcements, which means that many local residents perceive conflict itself as an important policy agenda. In order to actively address this situation, we need to utilize the concept of ‘Social capital’. Social capital is a concept that can effectively connect various individuals or groups in the region, effectively a connecting local governments and residents and ultimately helping develop the region.

        The purpose of this study is to suggest ways to utilize increasing immigrants to Jeju as a growth engine for local development at a time when a low birth rate and becoming an aging society are emerging as serious social problems. For this purpose, we reviewed the current conditions of people' s moving in and out of Jeju Island and analyzed immigrants opinions on settling in Jeju. Based on these reviews and analysis, we suggest ideas of short-term and long-term projects to enhance the satisfactory levels of settlers. Policy of attracting migration to Jeju is very important and also in line with establishing a free international city which Jeju Special Self-governing Province has aimed for. In order to maintain the influx of the population continuously, it is needed to have concrete and lasting pIans which reflect various types, timing and length of migration.

        The purpose of this study is to present many polices of transportation demand management and ways to institutionalize them in order to actively introduce the total number of vehicles system as a strategy to solve the traffc problems in the Jeju area and protect the environment on Jeju Island. Various measures and polices of transportation demand management as well as the total number of vehicle system are presented. These are considered as long-term policies which need to be applied to the Jeju area. Implementing these policies will need some time to attract the public’s policy compliance and they need to be institutionalized through a variety of ways. Below are the ways to achieve this goal: (1) Introduction of the total number of vehicles system, (2) introducing motor fuel tax on energy consumption, (3) differentiation of parking fees based on types of vehicles, (4) charging for mileage, (5) collecting congestion fees and levying garage option, and (6) managing license plates through auction.

        We would like to present three aspects of Jeju global governance of World Heritages in Jeju Island. To accomplish its international designations, including the UNESCO triple crown, intangible cultural heritages, and RAMSAR wetlands sites, the Jeju Government has created a GIS system where 5 types of land-use have been successfully designated and managed for the preservation of the Environment: 1) Absolutely Preserved Zone, 2) Relatively Preserved Zone, 3) City Planning District, 4) Preserved Eco-System District, 5) Preserved Scenery District. Through these 5 land-use categories, we can see how as a whole, the land is managed, protected, and kept pristine.Jeju must embody the three goals of the Jeju Declaration: “Scaling up Conservation,” “Nature-based Solutions,” and “Sustainability in Action.” Jeju has the ability to mobilize communities to work for biodiversity conservation and sustainable development. Jeju also has the ability to halt biodiversity loss and apply nature-based solutions to conserve biodiversity, enhance resilience, and so improve the well-being of the people on the island and in turn to improve the well-being of the people on the planet. To actualize practices of 4 Jeju Motions (M067; Establishment of an Integrated Management System for UNESCO Protected Areas, M 108 : Supporting the Sustainability of Jeju Haenyeos as a Unique Marine Ecology Stewardship, M 162 : The Development of an Evaluation and Certification System for World Environment Hubs and unapproved motion, M 181 : Protection of the People, Nature, Culture and Heritage of Gangjeong Village), Jeju National University opens Peace Island Leadership School. We also need to involve in an initiativeto integrate each component into a framework of a World Environment University grounded in the Island province of Jeju in South Korea. Within that framework the establishment of a Green Growth and Travelism Institute is a priority element. As a torchbearer of the green growth 2050 vision, this is envisaged as the centre of a virtual global network of related organizations and institutions.
