        This paper is written to show the direction and important characteristics of the new Korean national mathematics curriculum which will be used for all levels of elementary and secondary schools from 2000. This paper is made by selecting and summarizing "The tentative of 7th Mathematics Curriculum for Elementary School, Junior High School, and Senior High School" developed by Sung Kyun K wan University Mathematics Curriculum Research Committee directed by Ok-Ki Kang. This tentative curriculum will be proved in Ministry of Education and published in February 1998. The new mathematics curriculum is a level-type curriculum in which students study their levels that is not related to their grades. This type of curriculum is tried for the first time. The curriculum devises 20 levels for all of the students from grade 1 to grade 10. Slow learners may not learn a few high levels for ten years. Students in grade 11 and 12 can select a few mathematics subjects according to their abilities, hopes and the colleges they want to enter. The main goal of this new mathematics curriculum is the mathematical power which will be the most important basic ability in the coming information society. Also, in this curriculum using technologies is emphasized and the topics available for the technologies are indicated. This new curriculum is expected to accelerate the development of Korean mathematics education.

        The purpose of this study is to develop the training programme for VTS operators in Korea. The methodology used are literature and questionnaire survey. The literature, proceedings of international symposia and letters from Canada, USA, Japan and other countries were properly used and analyzed in order to compare their contents. Through the results of this study, I proposed the basic training programme for VTS operators in Korea as followings. First, the number and level of Korean VTS should be properly decided. Second, the training organization and staff should be built and appointed. Third, the VTS trainee should selected, and the training level & period should be established according to their qualification and experience. Fourth, the training should be acted by the VTS training curriculum. Fifth, The VTS operator certificate should be issued through proper test. This paper concluded as followings through the analysis of the questionnaire regarding to VTS training programme in Korea. First, the proposed curriculum were properly constructed and the independence among them was existed through the reliability and correlation analysis. Second, the difference of the curriculum importance among the questionnaire group was nearly not found through the Analysis of Variance(ANOVA). Third, the required days per each curriculum was limited to maximum 5days.

        The objectives of the study were to. 1) explain the seriousness of environmental problems and the importance of environmental education in rural development , and 2) explore more effective and efficient ways of environmental education for agriculture and rural development in Korea. The world has rapidly changed and concepts such as clientele -centered, efficiency, and globalization are flowing under this change. Agriculture or rural development is not an exception. In order for agriculture as an occupation and rural communities to have competitiveness in efficiency and attractiveness, it is important to develop and execute a well-planned program for agriculture and rural development. Otherwise, farmers and rural inhabitants will continue to leave the agriculture and rural areas. Frequent recent reports of newspapers on nit and water pollution, including nutrients and pesticides have brought attention to the seriousness of environmental problems in Korea. Environmental concerns should consider in planning and executing the rural development program. People want to get contamination-free foods, water and fresh air. They can and are willing to pay their money for high quality food, water and a better living environment, as their incomes have been increasing, Agriculture and rural communities may have competitiveness in these aspects. It is irony that environmental concerns makes the possibility of changes in agriculture and rural development in Korea. Environmental education will have an increasingly important role in agriculture and rural development. Environmental problems relate to the human behavior in various aspects. Many environmental problems are mainly rooted to people's ignorance and spending-habits, and lack of technology related to environment. These human behaviors are the focus that environmental education should teach and change. Environmental education has been carried out through various subjects in school education in Korea, but "Environment" in middle school and "Environmental Science" in high school were separated as a regular subject from 1996. Environmental education still has a lot of room for development from a theoretical frame work. Environmental education should be carried out as action-oriented, student-centered programs. Various teaching materials, programs and proper supporting budget should be developed so that environmental education fulfills its necessary role well in agriculture and rural development. A textbook about the environment alone will not guarantee a high quality environmental education.

        Much efforts have been made to improve the training education system for last decades. however, it still leaves much room form improving the system. The reason for this is that the have been many changes in given educational conditions, national and international, and that there existed the lack of training facilities on shore and the limits of capacity on the training ship. The existing program adopts a straight-through system of which the course has to be completed at same time, and also forces students to study the course, disregarding their aptitude for sea life. Consequently, the program resulted in frustrating the learning desire of some students and, as a consequence, in deteriorating the quality of the entire training education. This paper aims to develop an efficient training program including curriculla by the literature survey and the teaching and sea experiences on the training ship "HANBADA" and merchant ships, where the authors have been for many years. Compared with the existing one, the new training model suggested in this paper has some advantages as follows : First, the new model adopts multi-state system which consists of various short-term training courses according to each purpose. This system will be helpful for student to find their aptitude for sea life earlier and to understand classes of major subjection shore. Second, the model includes new curriculla which consist of core subjects (for example, navigation, marine operation, marine transportation, watch keeping and nautical English for deck cadets and internal and external combustion engine, auxiliary machinery, electric and electronics and engine maintenance for engine cadets), by incorporating existing 20 subjects in 5 subjects. These curriculla may contribute to embodying the characteristics of training education where the above mentioned subjects must be linked with each other. In order to implement this new training model efficiently and effectively, the following prerequisties must be prepared : ① The contents of each subject included in the new model should be systematically developed. ② The educational schedule should be adjusted according to the new model.new model.

        In Korea, the importance of keeping the see transportation facilities and well-trained maritime officers cannot be overemphasized, because of her geographical location and the national security in terms of both political and economical situations. In this paper, some points are suggested for the development of the nautical education in Korea Maritime University: (1) the strict regimental training should be kept as a vital important part of students life and its program should be designed to provide students with leadership training and experience, and to develope in the qualities of responsibilities for good citizenship and self-discipline to overcome hardwork for careers as leaders in Korea maritime industry. And therefore the dormitory and training vessel as essential parts of the educational facilities should be improved both in quality and quantity, (2) the undergraduate course should be extended to more than 5 years so that accredited baccalaureate curriculum and licensing professional education might be well conducted to meet the requirements to cope with the international competition in the facet of seafarers quality, (3) more enlarging the opportunities of incentive payments for students is required so that better qualified applicants can be admitted, (4) finally, a conjugal maritime officer service system should be put into practice in the foresseable furture so that seafarers might live normal family lives while staying at sea.
