        As commonly known, The U.S. Army Corps of Engineers, made up of approximately 35,000 engineers, is the premier public construction organization in the world. The Corps, the world-wide and unique organization, has the multi-functions like civil works projects, water resources management, environmental protection, disaster response as well as military construction. To meet national and military requirements , the Corps has developed various systems. As the key systems, the PMBP (Project Management Business Process) is an innovative way to solve increasingly complex problems and then to achieve the Corps’ vision.and Partnering system and Construction Quality Management for Contractor , developed by UASCE, also are the significant construction management tools in worldwide. Many Korean construction contractors have verified their high constructability in the overseas. On the contrary, they can’ t meet the customer’ s needs sufficiently in the country and the reason may be caused from the absence or inadequate project management system. Therefore, this article provides the overview of the USACE and partnering system and lays emphasis on the USACE’ s CQM system. The desirable way to meet the customer’ s needs in projects should be mainly aimed at systematic business process. Some future-oriented suggestions to improve the construction quality management conclude this article.

        Project manager plays a very important role in the success of any project. The primary duty of the project manager is to combine the outcomes or results of the various processes and activities of project management into a systematic project management strategy or plan for the project. In the construction industry, a lack of motivation is an urgent problem for many project managers in construction and engineering projects. Lack of motivation affects the quality and productivity of jobs, reducing profits and growth for companies, businesses, contractors or organizations that rely on human resources. The reasons for this lack of motivation are diverse ranging from salary to culture to life and working environment, among others. Through surveys and data analysis using Cronbach’s Alpha reliability and EFA (Exploratory Factor Analysis), our research scaled the factors affecting work motivation of project managers in the construction industry in Vietnam. The research results identified six major groups of relevant factors including (i) salary and benefits, (ii) work environment, (iii) promotion opportunities, (iv) organizational culture, (v) interest in the job, and (vi) relationship with the organization. From there, this paper contributed useful information as well as measures for businesses, companies, contractors or organizations in the construction industry.

        This paper investigates the potential impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the capital of Vietnam. The data used in this study are secondary data taken from annual reports and sourced from the Department of Public Procurement, Ministry of Planning and Investment in Hanoi. Besides, to identify the impact of external factors on bid/no-bid decision for supervision consultant service on construction project in Hanoi, the study collected data from 272 qualified questionnaires from bidders doing business in Hanoi. Cronbach’s Alpha, EFA and regression model are used to explore the impact of each independent variable on bid/no-bid decision for supervision consultant service on construction project. The results show that three external determinants, including Project characteristic (PC), Legal codes (LC) and Competition (C) are affecting bid/no-bid decision for supervision consultant service on construction project in Hanoi. Among them, Project characteristic (PC) and Legal codes (LC) have positive relationships with bid/no-bid decision for supervision consultant service on construction project, whereas Competition (C) negatively affects bid/no-bid decision for supervision consultant service on construction project. It means the more contractors actually participate in a bid, the less bid/ no-bid decisions are made.

        The study aims to contribute to the improvement of project management in Vietnam. It focuses on developing new critical success factors (CSFs) which can be used to assess the success of project management in the country. This is a promising issue considering the rapid changes occurring within the business environment. The reason is because CSFs carry great consequences on project management issues, particularly in the context of Vietnam, which is currently experiencing many big scale projects involving both local and foreign investors. Two applications are utilised. One is to adapt the business model of Belassi and Tukel (1996) to observe the transitional and emerging economy of Vietnam. The other is to examine the data collected from a survey to examine the new CSFs which can then be used to assess the success of its projects and project management in Vietnam. The research results showed some remarkable differences between CSFs of Vietnam and foreign countries in both number of success factors and its impact levels which should be paid attention by foreign project managers/owners when doing investment and project management in Vietnam. The outcome generated can be useful to project owners/managers as well as policy makers in Vietnam’s business environment.

        The purpose of this study is to measure the cost-benefit of a road construction project in Vietnam through international development cooperation, which includes private grants and Official Development Assistance(ODA). In developing countries, it is difficult and costly to use data on markets, the CVM(Contingent Valuation Method) to measure the WTP(Willingness-to-Pay) as the benefits of road construction are used. A total of 232 villagers in 16 villages of Lao Cai Province in Northern Vietnam have been surveyed. It is found that the Benefit-Cost Ratio(B/C) in all 3 models are found to be well over 1.0, ranging from 2.8 to 3.64 with the discount rate of 0.06. These BC ratios imply the road construction project in Lao Cai can be justified. Also, it is found that the shortened travel time is the most relevant factor for WTP among direct benefits and the enhanced academic achievement of the children is the most relevant factor among indirect benefits, due to easier and faster access to schools, which in turn increase the school attendance rate. The result of this study can be used to justify other similar projects in Vietnam, even though the benefits may have to be reassessed in other countries.

        책임형 CM(CM at Risk)은 CM회사가 최대공사비보증을 통해 프로젝트를 제공하는 프로젝트 발주 방식 중 하나이다. 종합건설업 체는 리스크를 줄이고 프로젝트의 성과를 향상시키기 위해 초기 설계 단계부터 시공단계까지 책임형 CM을 적용할 수 있다. 책임형 CM의 주 요 장점 중 하나는 종합건설업체가 견적, 도면 및 시방서 검토, 시공성 검토, 가치공학, 친환경, BIM 등을 포함하는 포괄적인 시공이전단계의 서비스를 제공한다는 것이다. 그러나 국내에서는 책임형 CM 프로젝트가 거의 수행되지 않아 경험이 부족한 국내 종합건설업체는 현재 한정 적인 시공이전단계 서비스만을 제공하고 있다. 본 연구에서는 해외 선진 종합건설업체는 프로젝트에서 책임형 CM을 어떻게 활용하고 있는지, 특히 시공이전단계 프로세스와 그에 대한 목적, 성공적인 수행을 위한 각 참여자들의 역할과 책임에 대해 벤치마킹 연구를 통해 중요한 정보를 제공한다. 이를 통해, 건설 사업 경쟁력을 높이기 위해 책임형 CM을 프로젝트에 도입하려는 국내 건설업체들에게 가이드 자료로 활용될 수 있 을 것이다.

        This study aims to analyze the affecting factors-construction of collaborative planning process and effect on Comprehensive Rural Village Development Project. To this end, targeting the 36 districts which were selected for 2004 Comprehensive Rural Village Development Project and completed their 2010 5-year projects, components of collaborative planning process and planning effect will be drawn and the affecting factors-construction of collaborative planning and effect on Comprehensive Rural Village Development Project will be analyzed below. According to the results of this study, the affecting factors of collaborative planning process of Comprehensive Rural Village Development Project on planning effect, The level of effect of individual component on endogenous variable appeared greatest mostly in the upper groups. In terms of the level of individual component effect, social learning process and interaction among participants affected greatest. The process of Comprehensive Rural Village Development Project is evaluated that it reflected collaborative planning theory of Healey enough. Therefore, in the course of Comprehensive Rural Village Development Project progress, collaborative planning model must pass social learning process and interaction among participants which are the most important components out of collaborative planning process as we saw in the upper groups. And in order to maximize the performance and results of Comprehensive Rural Village Development Project, the following sequential affecting factors model as Figure 7 must be suggested as optimal collaborative planning models of Comprehensive Rural Village Development Project. Based on the results of the study, the policy implication was drawn as follows. First, systematic supplementations in the form of a consultative body are required to perform Comprehensive Rural Village Development Project efficiently. Second, network needs to be built among different participants in Comprehensive Rural Village Development Project process. Third, systematic mechanism is required to improve social learning among different participants. Fourth, systematic rearrangement is required to guarantee the residents' realistic participation in the course of Comprehensive Rural Village Development Project process.
