        This study aims is to explore of the theoretical concepts of regional imbalances and spatial inequality, analysis of spatial distribution of economic growth and identifying of “growth poles” for sustainable development in the regions of Kazakhstan. Based on the theoretical views, we conclude that the key direction of regional policy is the search and development of “growth poles”, which will distribute their potential equally to backward regions. The authors propose the methodological tools for presenting a standard form of evaluation of spatial distribution and inequality of the regions of Kazakhstan. This study confirms the importance of using of proposed methods and its application for objectively and realistically defines “growth poles” for sustainable development. Further, the obtained results showed the distribution of Kazakhstan's regions by economic growth and specialization with using modified index of KDI. According to the results of this theoretical and empirical study proved that distribution of the regions of Kazakhstan and results of KDI indexes shows that the spatial differentiation of economic development, but its level and dynamics are different in different respects. In addition, according to the conducted survey, we conclude that one of the most important tasks is sustainable growth based on “growth poles” for sustainable development.

        This paper, first of all, re-reads the memory of the 1937 deportation endured by the Koryŏin in Kazakhstan from the aspect of it being a traumatic memory. The aim is to see how the memory of deportation constructs into traumatic memory that is repeatedly summoned to the present rather than just remain in the past. In this paper, the deportation is seen as an incident that drove the Koryŏin out to the world of dehumanization where human vulnerabilities become revealed and forced them to live in constant innate fear afterwards. However, after the disintegration of the Soviet Union in the late 1980’s, Koryŏin, rather than forget their past history of deportation, forged their own collective memory and is performing the act of remaining in mourning. I argue that, through such process, the remembering can act as a call for universal human rights to be guaranteed for all ethnic groups in Kazakhstan, against the backdrop of Kazakh-centralism becoming more entrenched.

        This study extends research into whether disclosure of corporate and financial information is associated with firms’ costs of equity capital. This study sets out to examine empirically the determinants of corporate disclosure in the annual reports of 37 largest and most liquid firms listed on Kazakhstan Stock Exchange (KASE) in Kazakhstan. It also reports the results of the association between company-specific characteristics and disclosure of the sample companies. Based on the analysis of existing empirical research, the disclosure index has been constructed and regression analysis of the influence of the disclosure index on the cost of equity capital has been conducted. The obtained results show that the received findings correlate with foreign empirical studies, and the disclosure index in this sample has a negative impact on the cost of equity capital. Using cost of equity capital estimates derived from capital asset pricing model, we find that firms with higher levels of financial transparency are associated with significantly lower costs of equity capital. Economic theory assumes that by increasing the level of corporate reporting, firms not only increase their stock market liquidity, but also decrease the investors’ estimation risk, arising from uncertainty about future returns and payout distributions. The results show that firms on the Kazakhstan market can reduce their cost of equity capital by increasing the level of their voluntary corporate disclosures.

        This research is devoted to the development of methods general and standard methodological approaches and approbation those for the evaluation of economic potential and level of concentration of the regions of Kazakhstan. This paper presents the results of development of the authors on the selection and justification of the methodological approaches for quantitative evaluation of the economic potential (the degree of territorial differentiation of the profile) and concentration of regions. In this study, we used scientific methods: method of analysis the main trends of economic development, and method of evaluation of concentration of the region. Based on the analysis of foreign techniques developed and tested methodical approaches to the assessment of the economic potential (index and coefficient methods). Proposed methodological approaches to the assessment profile of the territory and developed a system of indicators, which includes an aggregated index of spatial concentration, which accurately reflects the concentration of production in the region. This study shows the results of the analysis of the potential regional disparities and trends of economic development of Kazakhstan. By using, the proposed methodology shows the possibility of their use; we calculated the indicators of integrated assessment of the economic potential and indicators of spatial concentration.

        The aim of this study is theoretical and methodological justification of formation of a new policy of spatial development of Kazakhstan's economy, which is based on the principles of inclusiveness and smart specialization. Unlike previous research, the scientific significance of the obtained results consists in the conceptual justification of the basic theoretical concepts; spatial development, covering issues of concentration, specialization, and location of production. In this study, we used scientific methods: conceptual approach involves studying various concepts of spatial development on the principle of inclusive growth and smart specialization; economic analysis allows conducting a brief assessment of the economic status of regions for a certain period; structured approach involves to the formation of new policy of spatial development. Based on this research we conclude that most successful regions have formed based on principles of inclusiveness and smart specialization, which increases opportunities for well-functioning synergistic mechanism in the field of advanced technologies with subsequent access to global markets.

        Purpose – The purpose of this paper is to review, analyze and identify the suitability of Kazakh gender policy for the changes taken place in the society with suggesting necessary changes. Research design, data, and methodology – After meticulous reviews of germane literature, the researchers applied an analytical approach which focuses on analyzing the Kazakh’s gender policy and its issuance guidelines based on the present requirement in the society. Even though the policy has introduced with astonishing prudence, present-day living trends in society require imperatively some notable modifications which protect the rights of women and minority sections of the society. Results – Through this gender policy, government has proffered required legal, financial and preferential support country’s women to participate in the management and legislation of the country. Kazakh gender policy requires upgradations which flawlessly support women in the lifestyles of the feminine community. Conclusions – In achieving gender equality in the economy as a priority area, Kazakh government monitoring persistently and closely the changing trends of women and their requirements which introduce necessary modifications to the existing gender policy of the country with the cooperation of international organization.

        Purpose – The purpose of this article is to review the key features and benefits with different methods which is suitable for a particular organization (in this article JTI Kazakhstan) as well as for assessing the capacity of a staff and identification. Research design, data and methodology – Current approaches were used to assess a staff capacity and classify groups. By comparing each other and marked different application methods, this article developed the method for the employment of personal potential and control management process. Results – Through this analysis, assessing labor capacity functioned as an evaluation and assessment for employee competence. Examples suggested practical recommendations for assessing employees' labor potential. Conclusions – It is important not just to bring together several techniques but adapt the conditions with existing organization with the professionalism and experience of specialists in managing the evaluation process. In terms of the implementation of this task, it is necessary to have knowledge in the field of psychology as well as business processes, objectives, and specificities of companies including the relevant personal qualities.

        Dynamic changes in the field of labor relations have become a general trend in the world practice. These changes are due the impact of globalization and technological innovation above all. Concept of "precarization of employment" appeared due the new emerging labor relations. This term has been used for more than thirty-five years, but there is still no generally accepted definition of it. A wide range of authors’ viewpoints on problem of precarization makes it vague and impossible to strictly to identify its borders. Features of its manifestations in different countries also complicate the problem. Kazakhstan is a country with export-oriented economy of raw materials. At the same time government try to solve the problem for the industrial-innovative development of the economy. These two factors bring additional specific features in the manifestation of the precarization of employment in the country. The aim of the paper is to identify the features of "precarization of employment" concept in Kazakhstan's practice, based on the proposed definition.

        The aim of this study is to examine of the cluster approach to ensure high rates of innovation, information and communication enterprises of information technology cluster in order to enhance the competitiveness of regions. Keeping with the previous literature, the present research determined that the novelty of the problem, concerning of the creation IT clusters as drivers of new generation, i.e. a kind of platform of "startup accelerators" through the creation of previously not existing in the country high-tech industries and sectors of the economy. The study employs system approach involves to determine prospective directions of the formation of clusters of IT industry, also applies structured approach to shows relationships between elements of cluster systems (participants of cluster), as well as focusing on some aspects of cluster development such as networking. Based on this analysis we have proposed to create clusters in regions, which can play the role of translator’s innovations at the periphery of the country. This research shows that formation of IT clusters is one of the most successful tools to avoid of dependence of Kazakhstan from raw materials.

        Essences, needs and features of formation of national innovative development model of Kazakhstan are proved on the basis of analysis of various research approaches to realization of the modernization that exist in the world economic theory. For studying the problems of innovative development of the country, there was a need for the formulation of a number of definitions, disclosure of their contents, changing the approaches to reform, as well as adjusting their targets. In the article the general scientific research methods used dialectic, abstraction, systemic and situational approach, empirical and theoretical and analytical methods, and logic modeling. The proposed approach to the implementation of innovative development based on the use of evolutionary and institutional approaches to the study of the problems of implementing an effective innovation policy. This approach is intended to contribute to the development of a forward strategy of modernization, innovative development and higher competitiveness of the national economy. The study proved the causes and features of the implementation of innovative development model in Kazakhstan.

        This research is aimed the furthest development of the conception of Human capital formation. The study made on the base of methods of scientific classification and systematization; dialectical method and the method of scientific abstraction, systematic and comparative analysis; expert assessment and ratings. Formation of the competitive human capital is one of the most important goals of modern development of Kazakhstan in condition of the innovative economy construction. In this context the necessity of formation and development of the effective human capital considerably increases. Realization of this requires definition of a technique of measurement of its cost as well. The authors attempt to calculate the value of human capital for Kazakhstan during independency time. In order to determine the methods of its quantitative and qualitative assessment different methodological ways for human capital research are studied. On the basis of the study, it was revealed that formation of the competitive human capital can't be considered in a separation from development and modernization of system of quality education, improvement of the employment sphere, worthy payment for work.

        Purpose – This theoretical study develops practical recommendations for implementing a quality management system (QMS) in Kazakh organizations to ensure the effectiveness and safety of products and services. We discuss the improvement of Kazakhstan's quality standards based on the requirements of ISO 9000. Research design, data, and methodology – We provide methods for improving the quality standards system, ranging from research and development to the sale of products. We also propose to establish a special quality systems award to motivate enterprises toward product quality improvement. The study's methodological basis included Kazakhstan’s legislative and regulatory Acts, and international and national standards defining QMS requirements for scientists worldwide to develop and implement a QMS for enterprises. Results – Aligning the QMS reduces Kazakh companies’ costs for the detection and correction of defects, and the external and internal loss caused by the defects. Effective QMS also reduces management costs. Conclusion – This article can help increase the transparency of organizations for their leaders and (if necessary) the external environment, and improve the accuracy, quality, and timeliness of decision-making.

        Purpose – Following globalization, Kazakh companies are considered to be among the main economic agents of the country. The influence of Limited Liability Partnerships (LLPs) on Kazakhstan's economic development is becoming increasingly pronounced. Therefore, limitations and backwardness of legislation regarding regulation of corporate governance must be overcome at the earliest. Research design, data, and methodology – We considered the basis for legislation of corporate governance in Kazakhstan, and the corporate governance models that better describe the situation of being in the organization. Results – Earlier studies have identified several problems, including "transparency" of issuers and markets, and the consequent lack of (undeveloped) external control of managers of the former state-owned enterprises; lack of traditional corporate ethics and culture; and corruption, and other criminal aspects of the problem. This article describes several proposals to improve corporate governance in Kazakhstan to solve these problems. Conclusions – Domestic reformers acting without consideration of local features is a common occurrence today. They often ignore that these features are recommended for reputable international organizations, and therefore should be used carefully.

        구리 슬래그에 대한 광물학적 및 화학적 특성을 연구하기 위하여 광학현미경, SEM/EDS, EPMA, AAS 및 XRD분석을 수행하였다. 또한 이 슬래그가 Cu의 잠재적인 금속자원로서의 가능성이 있는지 조사하기 위하여 황산 용출-실험을 수행하였다. 슬래그에는 철감람석, 크롬철석, 반동석과 황 동석이 포함되어 있는 것을 확인하였다. 침상의 철감람석과 뼈대구조의 자형 크롬철석이 주로 슬래그 를 형성하고 있으며 많은 양의 반동석과 황동석이 포함되어 있었다. 슬래그에 Fe와 Cu가 각각 18.37%와 0.93%로 함유되었다. 황산 용출-실험을 수행한 결과, 용출액의 농도와 용출온도가 증가할수 록, 입도가 감소할수록 Cu와 Fe 용출률은 증가하였다. 본 실험조건하에서는 Cu와 Fe가 최적으로 용출 되는 조건은 32 mesh에서, 2.0 M의 황산농도에서 그리고 용출온도 60℃에서였다. 따라서 향후, 용출 규모를 증가시킨다면 슬래그는 구리의 잠재적 대체금속자원이 될 것으로 예상된다.

        Today, in the course of globalization and crisis, the world needs the new ideas, new variants and ways of development of civilizations. Due to this, the author has developed and introduced own research (know-how) without world`s analogue. The main purpose of this research is to transfer Turkestan in the spiritual center (mega polis) of the international level. For the first time in history, as an example of one region, two large cardinal problems had been connected, i.e. on the one hand spiritual and cultural development of the society, on the other hand new 6th technological way to show to the world opportunity of Kazakhstan new model of spiritual-innovative development. After realization of this research the status of Kazakhstan will strengthen at international level. This workout is devoted to all people, especially to the youth - as future of our country.

        The authors emphasize that the Republic of Kazakhstan is characterized by significant differences in the level of innovation capacity of regions. This article summarizes that the result of the monitoring of innovation potential of the regions are prerequisites for innovation policy adjustments, make it more dynamic, which ultimately contributes to its effectiveness. So, there are substantial differences in the level of innovation potential of the regions in the Republic of Kazakhstan, meanwhile it is noted that most regions’innovative features and potential can be assessed as average. After analysis of previously used methods, it can be concluded that the ranking of the level of innovation potential of regions takes place in the following order: High level of innovative potential: East Kazakhstan (3 matches), Almaty city (2 matches), Pavlodar (2 matches) and Zhambyl regions (2 matches); Low level of innovative potential: Almaty (2 matches), Mangistau (2 matches), West Kazakhstan (2 matches), Kyzylorda oblast (2 matches). In conclusion, it is emphasized that monitoring of innovative potential of regions creates the preconditions for innovation policy adjustments. These adjustments make the policy more dynamic and contribute to its effectiveness in the long run

        This research investigates the characteristics, principles, advantages, factors and problems of cluster development in Kazakhstan, and identifies the prerequisites, conditions and stages of organizing clusters on the framework of special economic zones. In this research, we used methods, which will allow analyzing of the organization industrial clusters in special economic zones in Kazakhstan. The author studied international experience of cluster development and the efficiency of the use of the model of the "rhombus effect" with account the specific features of interaction between the participants of the cluster, analysis of the legal framework for the formation and development of clusters. These have been identified as the more important or strategically necessary clusters in Kazakhstan: innovation- technological cluster, innovation-education cluster, innovation- petrochemical cluster, innovative-metallurgical cluster, transport and logistics cluster, textile industry cluster, tourism cluster, agro cluster, construction cluster, medical and pharmaceutical cluster. Firstly, the results suggest that the interaction of science, education, business and government in the development and implementation of innovation policy is not sufficiently structured to provide a balanced representation of the interests of the range of various innovative enterprises in Kazakhstan. Secondly, the legal basis of cluster development in Kazakhstan is determined. Need to develop mechanisms for the implementation of promising direction. Thirdly, the clusters can be formed in the existing special economic zones, allowing them to get right to the mass production of high-tech products that are developed.

        The aim of this research is theoretical and methodological approaches to the necessity of formation of innovation clusters as growth poles on the basis of statistical analysis and identification of specialization. In this research, we used methods, which will allow to analyze of innovative processes and to identify of prospective branches of specialization of the formation of innovative clusters in the spatial context. Keeping with the previous literature, the present study is determined by the novelty of the problem, concerning the formation and development of innovative clusters as growth poles, as well as large specifics of problems in our country in the framework of use of innovative clusters. An analysis was showed that Kazakhstan’s regions have substantial differences in the groups of regions for most of the indicators have presented form a tightly located clusters and in the ratings of innovative susceptibility and innovative activity. This research has some practical implications, which have proved that innovative clusters become platforms as growth poles for introduction of advanced technologies, development of innovative companies, thereby providing a certain stability of the economy of the regions.
