        The purpose of this study was to create a cyber-training & education program in response to the needs of skippers and crews operating tug-barges within Korean coastal waters and the rapid changers in this industry. Skippers and crews are inclined to operate tug-barges on the basis of experience rather than information. It is not easy to provide useful information whenever they want or to drill them in safety management skills, because of their passive attitude toward education and the few opportunities that exist. In order to increase educational opportunities, efficiency and motivation, the authors have developed this program which consists of a 'tug bridge resource management module, risk perception training module, accident case module, operating module and navigation module', and are hoping that this program will enhance and strengthen all tug-barge operations. We are also putting all our energies into designing up to date animation programs and developing new scenarios concerning the method of evaluation and certification distribution.

        The traffic of tug/barges which are carrying construction materials, large plants for harbor development, or offshore structures has recently increased in the coast of Korea. The west and south coast of Korea are always congested due to a lot of islands and traffic concentration. Specially tug/barges have higher probability of marine accidents due to their bad maneuverability than others. Considering the operational circumstance and maneuverability, this study was to develop a wide-area monitoring and control system for tug/barges in the coastal area of Korea. The system was made in the form of three program modules i.e. navigation analysis program module, monitoring and control program module, database module. And seven functions were programmed to monitor and control the tug/barges efficiently. These are ship information search, tug/barge information and track management, designated area and safe navigation zone management, fairway management, accident data management, warning of danger, safety information management.

        Marine accidents related to the tug-barges are frequent recently, such as oil spill caused by collision between oil tankers and tug-barges. There are many causes of these accidents, but poor working condition of operators takes up a considerable part of most causes. That is, the danger of accidents caused by fatigue accumulation exists in tug-barges of less than 200 gross tonnage engaged on near-coastal voyages or short shipping, because of the long-distance navigational watch by only one master. This paper aims to deduce problems of human element part out of the plan of sqfe navigation, and to propose legal amendments for preventing marine accidents by tug-barges.

        실습선 한바다호는 수면 상부의 구조물이 상대적으로 큰 선형으로 풍압력의 영향을 크게 받아 압류나 회두와 같은 현상이 비교적 크게 나타나고, 특히 접이안 또는 항내에서 저속으로 운항할 경우 이러한 외력의 영향이 현저하게 작용한다. 본 논문에서는 파도가 충분히 발달되지 않은 항내 조선을 전제로 한바다호의 풍압력과 풍압모우멘트를 산출하여 상대 풍향과 풍속에 따른 표류각과 대응 타각을 분석하였다. 또한, 실습선 한바다호의 접이안시 예인선의 소요마력 결정을 선체에 작용하는 풍압력을 기초로 산출하였고, Bow Thruster를 이용한 접이안 가능 최대 풍속을 제시하였다. 연구 결과는 풍압력이 크게 작용하는 대형선의 항내조선과 예인선 운용에 큰 도움이 될 것으로 판단된다.

        The total tug capacity needed for berthing/unberthing operations of a ship may vary depending on the ship's type, size, loading conditions, and environmental circumstances. Traditionally, total tug capacity is determined based on the local guidelines of port authorities or on the rule of thumb. However, the social demands for the enhancement of ship safety at harbor and the economical demands for the cost-effectiveness of tug usage makes it necessary for port authorities to develop more reasonable and detailed guidelines on tug usage which takes various conditions into account. In this paper, the method to estimate the optimum tug capacity of VLCC is suggested by considering various ship conditions such as its size, loading conditions, and environmental circumstances including wind, wave, tidal currents, and geographical characteristics of a terminal. This method is applied to the VLCC terminal located in Gwang-Yang harbor of Korea and the results are compared with the local guidelines of the harbor, which shows that there may be a room for the amendment of local guidelines on tug usage.
